Ex-Officio Commissioners are non-voting members, appointed pursuant to MCC § 2-11.
CALL TO ORDER
1. Confirm Annual Appointments for Chair and Vice Chair in 2019 (Not a project under
CEQA, per Article 20, Section 15378 and under General Rule Article 5, Section 15061.)
Evans, Wojtkowski, MCAC thanked Wall for service.
On a motion by Commissioner Evans, seconded by Commissioner Wojtkowski, and carried by
the following vote, the Museums and Cultural Arts Commission approved and confirmed the
annual appointments for Chair and Vice Chair in 2019, and thanked Commissioner Wall for her
work as Chair during 2018.

INFORMATIONAL REPORTS & STAFF COMMENTS
4. Receive Museums and Cultural Arts Division Activity Report – November and December
2018 (Not a project under CEQA, per Article 20, Section 15378 and under General Rule
Article 5, Section 15061.)
Manager Copeland reviewed the report with the Commission. The Commission asked if any of
the City’s Christmas angels need to be restored, and what is the assessment of the cavalry
stables at the Lower Presidio Historic Park. Manager Copeland said the angels are in good
condition, and in a few years, some will have to be restored again. The City received a report on
the stables with recommendations to salvage usable parts, demolish the stables and rebuild
them for an exhibit space or living history. An environmental determination report on the stables
will be presented to U.S. Army and also shared with the Commission. Manager Copeland added
that a team of City staff reviewed four proposals for the Pacific Biological Laboratories ADA
Accessibility Study and selected the Architectural Resources Group. He said a final report will
be presented to the Commission by May 2019.

5. Receive Report on 2018 Commission Subcommittees and Appoint 2019 Subcommittees
(Not a project under CEQA, per Article 20, Section 15378 and under General Rule Article
5, Section 15061.)
Manager Copeland asked the Commission if they wish to continue the same members of 2018
subcommittees or opt for new members. By consensus the Commission decided to maintain the
same subcommittees and membership. The Commission also reached a consensus that the
Public Art and History subcommittee select Call for Art proposals first, then make
recommendations to the Commission. The procedure is in line with the existing Call for Music
procedure.. Commissioner Wojtkowski will replace Commissioner Wall on the Colton Hall/Old
Monterey Jail subcommittee. Commissioner Sovereign asked for a list of the committee
members for the 250th Celebration for Monterey. Commissioner Wojtkowski proposed that the
subcommittees meet at least on a quarterly basis.
6. Approve Neighborhood Improvement Program (NIP) Project Submittal to NIP for Fiscal
Year 2019-2020 (Not a project under CEQA, per Article 20, Section 15378 and under
General Rule Article 5, Section 15061.)
On a motion by Commissioner Wojtkowski, seconded by Commissioner Evans, and carried by
the following vote, the Museums and Cultural Arts Commission approved the Neighborhood
Improvement Program (NIP) Project submittals for repointing Colton Hall and creating Path of
History sign to NIP for Fiscal Year 2019/2020.

7. Authorize Music Subcommittee's Evening Music Concert Support Letter for 2019 (Not a
project under CEQA, per Article 20, Section 15378 and under General Rule Article 5,
Section 15061.)
Public Comment: Mr. Glen McGovern said he donates money to a lot of different causes, and
he would hesitate to make a $50 donation [mentioned in the draft fundraising letter], but he
would make a donation of $20.
On a motion by Commissioner Evans, seconded by Commissioner Wall, and carried by the
following vote, the Museums and Cultural Arts Commission approved Music Subcommittee’s
Evening Music Concert Support Letter for 2019 as amended.

8. Receive Report from the Public Art and History Subcommittee (Not a project under
CEQA, per Article 20, Section 15378 and under General Rule Article 5, Section 15061.)
The subcommittee met with the Mayor and showed him a modified application for the Utility Box
Art Program (modeled on the Call for Art application). The subcommittee will need to hear
directly from the Mayor on the status of the application, and once approved by him, the museum
staff will ensure that approval of the application will be on the Council agenda.
9. Receive Report from the Colton Hall/Old Monterey Jail Subcommittee (Not a project
under CEQA, per Article 20, Section 15378 and under General Rule Article 5, Section
15061.)
Manager Copeland reviewed the report with the Commission. Commissioner Wojtkowski
confirmed with museum staff it will contact the sign company to obtain costs for the banner for
Colton Hall. Commissioner Castagna recommended placing the subcommittee members’
names on the report.
10. Receive Report from Bouchard–Battle of Monterey Bicentennial Subcommittee (Not a project
under CEQA, per Article 20, Section 15378 and under General Rule Article 5, Section 15061.)
Commissioner Sovereign presented a certificate to Battle of Monterey Volunteer Connor
Richardson who worked on social media for the event and also participated in the reenactment.
Commissioner Sovereign gave copies of the certificates members? of the Commission and staff
members. He reminded the Commission that the $3K (spell out) [who received?] grant from
Community Foundation for Monterey County for educational efforts. Commissioner Evans talked
with Paul Kane at Monterey Bay Aquarium who showed him different technologies for
interactive display exhibits. Commissioner Wojtkowski suggested that the Colton Hall and
Pacific Biological Laboratories subcommittees meet with the City’s videographer Eric Palmer on

what steps are needed to create interactive activities for those museums. Commissioners
Castagna and O’Neil will to go to meeting.
