CALL TO ORDER ROLL CALL CONSENT ITEMS Approval of Minutes 1. Monday, January 28, 2019 On a motion by Commissioner Evans, seconded by Commissioner Wojtkowski, and carried by the following vote, the Museums and Cultural Arts Commission approved the minutes for January 28, 2019. Receive Museums and Cultural Arts Division Activity Report – January 2019 (Not a project under CEQA, per Article 20, Section 15378 and under General Rule Article 5, Section 15061.)  Museums and Cultural Arts Commission Minutes Monday, February 25, 2019 Manager Copeland reviewed the report with the Commission. The Commission asked that the subject of serving alcohol during the art openings be placed on the next agenda, and Manager Copeland will check with the Monterey Conference Center on its policy for serving alcohol. The Commission suggested recognizing Presidio of Monterey Museum docent Richard Slupski for his donation of the carriage lamps for the Museum. Manager Copeland added that the City recognizes its volunteers during the volunteer appreciation event held in April. The Commission suggested recognizing Monterey State Historic Park employee Michael Green who will retire in April. PUBLIC APPEARANCE 3. Receive a Report on Neighborhood Improvement Program Project for Presidio Historic Park Pedestrian Access Study (Not a project under CEQA, per Article 20, Section 15378 and under General Rule Article 5, Section 15061.) Principal Engineer Jeff Krebs presented concept designs for pedestrian access to the Presidio Historic Park (LPHP) and asked for input from the Commission. The designs included the following pathway options: following the contours of hillsides of Vizcaíno-Serra Landing Park (owned by the State) to the existing wooden pedestrian bridge at the end of Van Buren Street; from Old Town through Heritage Harbor property (owned by Monterey Bay Aquarium) connecting the pedestrian bridge over Pacific Street, then to LPHP; and widening the sidewalk on Pacific Street as a wide multi-modal path for pedestrians and bicycles. The Commission responded both to the multi-modal pathway and the connecting path from the Recreation Trail through Heritage Harbor and it advised that the pathway should be scenic and present the historic sites. Manager Copeland reminded the Commission that April 4 at the City Council Chambers will be the Neighborhood Improvement Program meeting for the public to respond and support the Commission proposed NIP projects. 4. Receive a Report from the Public Art Subcommittee (Not a project under CEQA, per Article 20, Section 15378 and under General Rule Article 5, Section 15061.) The subcommittee gave a copy of the revised call for Utility Box Art Program brochure to the Commission. The subcommittee had reviewed the brochure with the Mayor, incorporated changes, and staff will proceed to place the brochure as an agenda item for City Council to approve. COMMISSIONER COMMENTS Commissioner Evans reported that the Monterey 250th celebration subcommittees have met. Being a member of the Public Art Subcommittee, the sub-committee is drafting calls for a public art sculpture and mural for placement in prominent locations in the City. The Commission asked about funds for public art and Manager Copeland stated he will investigate funding resources. Commissioner Wojtkowski attended the well received “Balkan String Projekt” concert. He hopes the subcommittees for the Colton Hall Museum and Old Monterey Jail, and the Pacific Biological Laboratories will meet next month. Commissioner Wall apologized for making “a grand entrance” and she’s glad to attend the Commission meetings again. Commissioner Peake thanked Commissioner O’Neil for chairing the January 28 meeting.
