Confirm Annual Appointments for Chair and Vice Chair in 2020 (Not a project under CEQA, per Article 20, Section 15378 and under General Rule Article 5, Section 15061.) On a motion by Commissioner Wojtkowski, seconded by Commissioner Evans and carried by the following vote, the Museums and Cultural Arts Commission confirmed the annual appointment for Chair and Vice Chair in 2020. Presentation by Bayview Academy Students Elizabeth Jimenez and Yuka Hawkins of the Proposed Montecito Park Art Project (Not a project under CEQA, per Article 20, Section 15378 and under General Rule Article 5, Section 15061.) Ms. Jimenez and Ms. Hawkins presented the proposed Montecito Park Art Project. They received feedback from members of the community for the proposed artwork. The students also stated an idea for the artwork to be scan-able stickers for description of the artwork to be used for a future app. The artwork will be placed on tiles and installed this year. Commissioner Sovereign suggested include artwork which also celebrates the Monterey 250 Celebration. Chair O’Neil complimented the students, their presentation, teacher and all their work on the project. Commissioner Wojtkowski thanked the students, the Neighborhood Community Improvement Program and the City for putting more money into Montecito Park. CONSENT ITEMS Approval of Minutes 3. Report received. Manager Copeland highlighted the visitor comments for the museums and cell phone tours, and noted the new interpretive panels installed at the Lower Presidio Historic Park. He thanked the Commissioners for their participation with the Christmas in the Adobes event. Commissioner Castagna was interested if the City received any negative comments that the City receives from the museums and cell phone tours. Manager Copeland explained most “negative” comments are recommendations to add to the interpretive program. PUBLIC APPEARANCE 5. Approve Sculptures and Plaque Proposal for the Jeffers Plaza at the Monterey Conference Center (Not a project under CEQA, per Article 20, Section 15378 and under General Rule Article 5, Section 15061.) Tor House Foundation Volunteer Board Member Amy Essick presented the two sculpture proposals. On a motion by Commissioner Wojtkowski, seconded by Commissioner Evans and carried by the following vote, the Museums and Cultural Arts Commission approved the sculptures and plaque proposal for the Jeffers Plaza at the Monterey Conference Center. Museums and Cultural Arts Commission Meeting Minutes 1/27/2020 4:00:00 PM 2  Museums and Cultural Arts Commission Minutes 1/27/2020 4:00:00 PM The following Subcommittee’s five recommendations were voted on by the Museums and Cultural Arts Commission: On a motion by Commissioner Castagna, seconded by Commissioner Evans and carried by the following vote, the Museums and Cultural Arts Commission approved the recommendation that requests that the Neighborhood Community Improvement Program (NCIP) Projects which include historic, cultural or public art elements be presented by the NCIP Coordinator to the Museums and Cultural Arts Commission prior to presentation and voting. Receive a Report on Neighborhood and Community Improvement Program (NCIP) Proposed Projects for FY2020-2021 and Provide Direction to Staff (Not a project under CEQA, per Article 20, Section 15378 and under General Rule Article 5, Section 15061.) Report received. Manager Copeland and Associate Civil Engineer Reiser answered the Commission’s questions about project cost estimates which staff present prior to voting night. The estimated cost for the design and installation of the Path of History map mural applique by contractor is approximately $5,000.00 (plus City project changes). There are several content suggestions for the additional five plaques to extend the Path of History. Also progress is going well for the Path of History Master Plan project. The Commission asked why was the Honor Garden project was not on prior NCIP lists for the Commission’s review, and Manager Copeland said the project was not presented by the NCIP Coordinator to the Commission. The project was not listed as Public Art or History. 8. Receive Report of "250 YEARS of Marvelous Morphing Monterey from the Mural" (Not a project under CEQA, per Article 20, Section 15378 and under General Rule Article 5, Section 15061) Due to the time, Commissioner Sovereign asked the Commission to review his presentation report at home and return with suggestions on how the Monterey Mural can better serve Monterey visitors. Manager Copeland said he has been in contact with the artist’s son, Ron Wagner, and resident Peter Coniglio who will help, along with others, to provide information on the various images in the mural. The Commission also suggested an app to inform the public about the mural. On a motion by Commissioner Sovereign, seconded by Commissioner Peake and carried by the following vote, the Museums and Cultural Arts Commission tabled the report of “250 Years of Marvelous Morphing Monterey from the Mural” for discussion at the February 24, 2020 meeting. Commissioner Peake is looking forward to the next meeting to discuss the Monterey Mural. Commissioner Sovereign showed the Commissioners the City’s annual book on the City’s events. Manager Copeland will check on the latest copy of the book. Commissioner Wojtkowski asked for a PBL Subcommittee meeting in February. NEXT MEETING 9.
