CALL TO ORDER
Chair Wojtkowski called the meeting to order at 4:01 p.m.
ROLL CALL
All Commissioners were present. Wojtkowski introduced newly appointed Commissioner Tim
Thomas.
CONSENT ITEMS
On a motion by Commissioner O’Neil, seconded by Commissioner Evans and carried by the
following vote, the Museums and Cultural Arts Commission approved the Consent Item:

Approval of Minutes

The administrative assistant explained to the public how to participate in the virtual meeting and
provide public comment. Chair Wojtkowski opened public comments: no public comments.

2. Receive Museums and Cultural Arts Division Activity Report (Not a project under CEQA per
Article 20, Section 15378 and under General Rule Article 5, Section 15061)

Waite reported that the Lower Presidio Historic Park Museum opened this past weekend. Staff
are currently preparing for Christmas in the Adobes. Artifacts Specialist Leininger reviewed
plans for Christmas in the Adobes and additional projects he was working on.
There was no public comment on the matter.
PUBLIC APPEARANCE
3. Receive an Update from Nancy Selfridge and Sherna Stewart on a Public Art Proposal and
Provide an Endorsement (Not a project under CEQA per Article 20, Section 15378 and under
General Rule Article 5, Section 15061)
Action: Received and endorsed
Waite welcomed Nancy Selfridge and Sherna Stewart. Ms. Selfridge thanked the Commission
for their service. She reviewed the proposal to install five bear sculptures at different entrances
to Monterey. A grant will be submitted to the Community Foundation for Monterey County to
support funding. Sample bear sculptures were shown to the Commission. Commissioners asked
the reason for selecting a bear versus other symbolic items representative of the Monterey
region. Ms. Stewart shared the historical significance of bears in the early life of Californians.
Specific wording that would explain the statue’s meaning has not been determined.
There was no public comment on the matter.
On a motion by Commissioner Castagna, seconded by Commissioner Evans, and carried by the
following vote, the Museums and Cultural Arts Commission approved drafting a letter of support:

4. Receive an Update on the Museums & Cultural Arts Division’s Promotion of Historic Sites in
Monterey. (Not a project under CEQA per Article 20, Section 15378 and under General Rule
Article 5, Section 15061)
Action: Received and discussed
Waite reviewed the promotional marketing materials available for tourists to learn about
Monterey’s historic sites.
There was no public comment on the matter.
5. Receive an Update on the Commission’s Strategic Plan for FY 2020-2024 and Provide
Direction to Staff (Not a project under CEQA per Article 20, Section 15378 and under General
Rule Article 5, Section 15061)
Action: Received and discussed
Waite sent a revision of the Strategic Plan to the Commission. Castagna, Evans, and O’Neil
serve on the Strategic Plan Committee. The Commission discussed the necessity of increasing
Museums staffing. There was no public comment on the matter.

6. Report on Commission Subcommittee Appointments for 2021 and Appointment of
Subcommittees for 2022 (Not a project under CEQA per Article 20, Section 15378 and under
General Rule Article 5, Section 15061)
Action: Received and discussed
Commissioners reviewed the 2021 MCAC subcommittee appointments and appointed the
following committees for 2022:
Pacific Biological Lab & Cannery Workers Shacks: Castagna, Sovereign, Thomas
Path of History: Evans, Thomas, and Wojtkowski.
Public Art: Castagna, Evans, Peake
There was no public comment on the matter.
COMMISSIONER COMMENTS
O’Neil commented that he is impressed by the amount of work completed by staff with so few
hours.
Peake commented that she is available to assist with a draft letter in support of the sculptures.
Castagna asked about the short monolithic marble stones at El Estero Park and asked for an
update on the Pat Hathaway Collection.
Wojtkowski commented that he had understood the stones at El Estero Park show the sea level
and suggested a plaque. He announced a free concert will take place at the Golden State
Theater on New Year’s Eve. He asked if there was interest in receiving a presentation from a
woman who documented all the murals in Monterey County.

The next meeting will be December 2, 2021.
ADJOURNMENT
Seeing no further business to come before the Museums and Cultural Arts Commission, Chair
Wojtkowski adjourned the meeting at 5:11 p.m.
