MINUTES MUSEUMS AND CULTURAL ARTS COMMISSION 07/07/2022 4:00 PM COUNCIL CHAMBER, 580 PACIFIC STREET, AND ZOOM TELECONFERENCE MONTEREY, CALIFORNIA Commissioners present: Castagna, Evans, O’Neil, Sovereign, Thomas, Wojtkowski Commissioner Absent: Peake Staff Present: Library & Museums Director, Administrative Assistant, Artifacts Specialist This meeting was held with a combination of in-person and teleconference attendance, pursuant to the Ralph M. Brown Act, Calif. Government Code section 54953(e)(1)(C) and the Council's resolution authorizing teleconference attendance at public meetings. CALL TO ORDER Chair Wojtkowski called the meeting to order at 4:00 p.m. ROLL CALL Commissioner Peake was absent. 1. Confirm Annual Appointments for Chair and Vice Chair for Fiscal Year 2022-2023 (Not a project under CEQA per Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Approved Robert Evans accepted the role of Chair and Tim Thomas accepted the role of Vice Chair. Commissioner Sovereign requested a future agenda item with the Commission regarding the selection and rotation of the Chair. CONSENT ITEMS On a motion by Commissioner Castagna, seconded by Commissioner O’Neil, and carried by the following vote, the Museums and Cultural Arts Commission approved the Consent Item: AYES: 5 COMMISSIONERS: Castagna, Evans, O’Neil, Sovereign, Thomas NOES: 0 COMMISSIONERS: NONE ABSENT: 1 COMMISSIONERS: Peake ABSTAIN: 1 COMMISSIONERS: Wojtkowski RECUSED: 0 COMMISSIONERS: NONE Approval of Minutes 2. May 5, 2022 (Not a project under CEQA per Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Approved ***End of Consent Agenda*** PUBLIC COMMENTS Chair Evans opened public comments. The administrative assistant explained to the public how to participate in the virtual meeting and provide public comment. Steven Lightfoot shared Museums and Cultural Arts Commission Minutes 7/7/2022 4:00 PM his discontent about the U.S. Government and local officials. He later shared that the comments were intended for a City Council meeting. INFORMATIONAL REPORTS & STAFF COMMENTS 3. Receive Museums and Cultural Arts Division Activity Report (Not a project under CEQA per Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Received and discussed Leininger highlighted the continued work on the Buffalo Soldier exhibit and the return of over 200 Santa Clara High School students to the Pacific Biological Laboratory. It was their first visit since 2019. PUBLIC APPEARANCE 4. Receive an Update on Museums & Cultural Arts Staffing (Not a project under CEQA per Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Received and discussed Waite thanked the Commission for their helpful communication to support the return of Museums staffing. A 30 hour regular part-time artifacts specialist will be funded in addition to a 20 hour part-time seasonal artifacts specialist. She announced that a library director had been selected and will be appointed at a Board of Library Trustees meeting in July. The new director is expected to start in August. 5. Receive Overview of the Museums Division’s Fergusson Funds (Not a project under CEQA per Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Received and discussed Waite provided an overview of the Fergusson Funds and the appropriate use of the funds. The fund is currently valued at $79, 939. The Commission requested an overview of all Museum funds and associated restrictions. 6. Review and Discuss Commissioner Compensation (Not a project under CEQA per Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Received and discussed Waite reviewed the Monterey City Code that allots a stipend to each appointed Board and Commissioner member for every meeting they attend. Castagna wanted to ensure that Commissioners knew they could individually choose to waive their stipend. 7. Receive an Update on Path of History Grant (Not a project under CEQA per Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Received and discussed Waite reported that the Community Foundation for Monterey County granted $30,000 for “Walking the Path of History in the 21st Century: A New Look at Those Forgotten.” The purpose is to tell Monterey’s history through a diversity, equity, and inclusion lens. Waite recommended that a subcommittee meeting be held to discuss the Request for Proposal that would outline the work of a consultant. 8. Review Strategic Plan for 2020-2024 and Discuss Work Program for FY2022-2023 (Not a project under CEQA per Article 20, Section 15378 and under General Rule Article 5, Section 15061) 2 Museums and Cultural Arts Commission Minutes 7/7/2022 4:00 PM Action: Received and discussed Waite posed that the commission could postpone the review of their Strategic Plan and Work Program until the arrival of the new director, or they could review it now, and identify priorities. Evans appointed Wojtkowski, Sovereign, and O’Neil to a Strategic Plan subcommittee to prioritize work items. 9. Receive a Proposal and Approve the Gift to the City of Monterey of “Young Readers Mural” to be Installed at Monterey Public Library (Exempt from CEQA Requirements Per Article 19, Section 15303, Class 3) Action: Received, discussed, and approved Waite introduced the proposed mural in honor of Barbara Sovereign who was a reading specialist in public schools helping kids learn to read. John Sovereign thanked Waite and Wojtkowski for their assistance. He highlighted that the mural is a celebration of reading and youth literature, knowledge passed down through time, explorations and adventure. It is in memory of his mother who was dedicated to literacy and supporting the Monterey Public Library. Mural artist Natalia Corraza introduced herself to the Commission and further explained the mural. Commissioners provided comments and suggestions to the artist. On a motion by Commissioner Wojtkowski, seconded by Commissioner Castagna, and carried by the following vote, the Museums and Cultural Arts Commission approved the “Young Readers” mural: AYES: 5 COMMISSIONERS: Castagna, Evans, O’Neil, Thomas NOES: 0 COMMISSIONERS: NONE ABSENT: 1 COMMISSIONERS: Peake ABSTAIN: 1 COMMISSIONERS: Sovereign RECUSED: 0 COMMISSIONERS: NONE COMMISSIONER COMMENTS O’Neil commented that he continues to be impressed with the amount of work Leininger accomplishes. He expressed kudos to Waite for the successful grant application and appreciation for Garibaldi’s work. Thomas expressed his appreciation for Museums staff and that he will miss working with Waite. Sovereign thanked the Commission for approving the memorial mural. He thinks all will be proud. Castagna commented that Waite will be dearly missed. Wojtkowski commented that he had worked with Waite for an extensive period of time and expressed his appreciation for her professionalism and positivity, highlighting her work in reopening the three museums. He commented that she would be missed tremendously and wished her a great retirement. Evans complimented Leininger on the work of the Buffalo Soldiers exhibit and expressed his appreciation for all that Waite had done for Museums.
