MUSEUMS AND CULTURAL ARTS COMMISSION REGULAR MEETING MINUTES Thursday, May 4, 2023 4:00 PM COUNCIL CHAMBER, 580 PACIFIC STREET, AND ZOOM TELECONFERENCE MONTEREY, CALIFORNIA Commissioners present: Castagna, Evans, Peake, Sovereign, Thomas, Wojtkowski Commissioner Absent: O’Neil Staff Present: Library & Museums Director, Administrative Assistant, Artifacts Specialist CALL TO ORDER Chair Evans called the meeting to order at 4:00 p.m. ROLL CALL O’Neil was absent. CONSENT ITEMS On a motion by Commissioner Wojtkwoski, seconded by Commissioner Castagna, and carried by the following vote, the Museums and Cultural Arts Commission approved the minutes: AYES: 6 COMMISSIONERS: Castagna, Evans, Peake, Sovereign, Thomas, Wojtkowski NOES: 0 COMMISSIONERS: NONE ABSENT: 1 COMMISSIONERS: O’Neil ABSTAIN: 0 COMMISSIONERS: NONE RECUSED: 0 COMMISSIONERS: NONE Approval of Minutes 1. April 6, 2023 (Not a project under CEQA per Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Approved ***End of Consent Agenda*** PUBLIC COMMENTS Public comment on non-agendized matter was received from Terrance McReynolds. INFORMATIONAL REPORTS & STAFF COMMENTS 2. Receive Update from Library & Museums Director (Not a project under CEQA per Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Received and discussed Library & Museums Director Edwards provided an update on recent activities. He requested one or two Commissioners meet with him on-site at Bruce Ariss Way to review where a new interpretive panel or mural might be installed. Commissioners Thomas and Wojtkowski volunteered. Receive Museums and Cultural Arts Division Activity Report (Not a project under CEQA per Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Received and discussed Artifacts Specialist Leininger reviewed the Museums and Cultural Arts Division activity report. There was no public comment on the matter. PUBLIC APPEARANCE 4. Receive Expanded Path of History Preliminary Memo (Not a project under CEQA per Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Received and discussed Edwards presented the preliminary memo. Museum Commissioners asked questions and made comments. There was no public comment on the matter. 5. Receive Update on Museums and Cultural Arts Staffing and Budget for Fiscal Year 2024 and Provide Recommendation (Not a project under CEQA per Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Received and discussed Edwards reviewed the status of the fiscal year 2024 Museums and Cultural Arts budget. Commissioners made comments and asked questions. Wojtkowski will draft a letter to send to City Council. Public comment was received from Elizabeth, a museum studies student. She commented that if Colton Hall were to close, it would be a tragedy for the City in addition to going against the current City Code. She stated that the City had an ethical responsibility to its collections and community regarding local, California, and United States history. COMMISSIONER COMMENTS Wojtkowski commented that the April 15th Block Party hosted by the Monterey Museum of Art, in combination with the Jo Mora Day Celebration and Old Monterey Foundation’s Plein Air event, was a tremendous success. He shared that organizers have already met and discussed expanding next year’s event. NEXT MEETING The next meeting will take place on June 1, 2023.
