CALL TO ORDER
Chair Thomas called the meeting to order at 4:06 pm.
ROLL CALL
Commissioner Champion and Commissioner O’Neil were absent.
CONSENT AGENDA
On a motion by Commissioner Wojtkowski, seconded by Commissioner Sovereign, and carried
by the following vote, the Museums and Cultural Arts Commission approved the consent
agenda:

Chair Sovereign opened public comments: there were no public comments.
PUBLIC APPEARANCE
2. Discuss Colton Hall Rehabilitation Needs and NCIP Proposal (Not a project under CEQA per
Article 20, Section 15378 and under General Rule Article 5, Section 15061)
Action: Reginald Paulding and Brian Edwards from City of Monterey discussed history
of the building and needs for an expanded NCIP proposal to focus on drainage,

hardscaping along with masonry and wood trim repair. Commissioner Wojtkowski
nominated Commissioner Evans to represent the Commission. Commissioner Evans
agreed to work on the proposal with Edwards and Paulding.

3. Receive Update on Colton Hall Music Series and Programs (Not a project under CEQA per
Article 20, Section 15378 and under General Rule Article 5, Section 15061)
Action: Discussed and recommended hosting 3 – 4 concerts in Colton Hall this fall.
Discussed presenting at the next MCAC meeting.

4. Receive Library and Museums Director Activity Report (Not a project under CEQA per Article
20, Section 15378 and under General Rule Article 5, Section 15061)
Action: Received and discussed
No public comment was received.
COMMISSIONER COMMENTS
Commissioner Evans talked about the Western Flyer leaving for Baja
Commissioner Kimzey commented on adobe openings and art shows in the area
Commissioner Thomas recommended people visit the JACL Hall, the upcoming anniversary
and also talked about the Abalone Festival
Commissioner Wojtkowski encouraged attending Monterey Museum of Art Block Party. Old
Monterey Foundation is having 20 artists painting historic adobes
ADJOURNMENT
Seeing no further business to come before the Museums and Cultural Arts Commission, Chair
Thomas adjourned the meeting at 5:21 p.m.

PUBLIC COMMENT PROCEDURES AND TIME LIMITS:
The total amount of time allocated for public comment on a particular issue and for each
individual speaker is generally as follows:
1. Up to three minutes per speaker.
2. For regular Museums and Cultural Arts Commission meetings, there is one 15-minute
public comment period for items not on the agenda.
3. The total time allocated for public comment:
a. Items pulled from the consent agenda – 15 minutes each item
b. Public Appearance items – 30 minutes each item
c. Public Hearing items – 30 minutes each item
At the time an item is considered, the Chair will ask those attending the meeting in person to
line up at the podium or raise their hands, and for remote participants to use *9 on the telephone
or the “raise hand” function in Zoom, if they wish to address the Museums and Cultural Arts
Commission. The maximum amount of time for each person to speak and the total amount of
time allotted for each item will be determined based on the number of people indicating an
interest in speaking and the amount of business to be conducted on the agenda. In exceptional
circumstances and when necessary to ensure a full opportunity for public input, the Chair may,
with the Committee’s consent, adjust the amount of time allowed for public input and/or the time
allotted for each speaker.

Commission may provide a referral to staff or other resources for factual information.
