CALL TO ORDER
Chair Kimzey called the meeting to order at 4:07 p.m.

Recording Secretary Edwards called the roll with the Commission present as indicated above.

Chair Kimzey opened public comments: there were no public comments.
PUBLIC APPEARANCE
1. Provide Recommendation on Colton Hall Art and Exhibits for 2026 (Not a project under
CEQA per Article 20, Section 15378 and under General Rule Article 5, Section 15061)
Action: Received Update

Director Edwards presented on the different exhibits that were held in 2024-2025 at Colton
Hall, including Youth Arts Collective (YAC), Path Hathway photo exhibit with Monterey
County Historical Society, and Alameda County Arts Council Open Studios.
Edwards is in communication with the Monterey Police Department and the Monterey Fire
Department to host an exhibit of artifacts. Edwards is also interested in bringing similar Arts
exhibits in 2026 to Colton Hall. Director Edwards asked if a commissioner could work with the
museums staff to choose exhibits for 2026.
Commissioner Wotjkowski commended on the events held at Colton Hall, and would like to
include Old Jail and an exhibit on Public Schools.
Commissioner Evans asked about exhibit space and cases. Edwards discussed expanding
art displays as well as the locking cases for items.
Edwards discussed working with Open Art Studios again in 2026, but highlighting City staff
artists, rather than artists chosen by the Arts Council.
Commissioner Fullop was interested in working with Director Edwards and the Museum staff,
and they will be connecting at a future time.

Action: Received Report
Director Edwards presented the Agenda Report and answered Commissioner questions
regarding department activities.
Commissioner Wojtkowski asked about the mobile tour and signage usage for the QR codes
and phone tours.
Director Edwards presented on the tiles that have fallen off of the Monterey Mural at the back
of the Monterey Conference Center. Temporary bracing has been placed up while
engineering investigates why the tiles fell.
Director Edwards discussed projects that were being presented by NCIP to Council as part of
the requested project recommendations of defunding $3-4 million of prior approved NCIP
projects. Edwards highlighted projects that were of Museums & Cultural Arts interest.

3. Recommend Update on Pacific Biological Laboratories Accessibility Study (Not a project under
CEQA per Article 20, Section 15378 and under General Rule Article 5, Section 15061)
Action: Discussed Item
Director Edwards presented the Agenda Report and answered Commissioner questions. The
project was being presented to the Historic Preservation Commission. The Historic Preservation
Report would fit within the Secretary Interior Guidelines for historic spaces. Access would be
through the rear of the building an
Commissioner Wotjkowski was concerned about the construction on the back of the building, and
providing digital access offsite. Edwards discussed that the rear stairs as not being historic and in
need of being replaced. The project works primarily on the non-historic areas of the building – the
stairs and rear porch. One option would not address the main restroom, it would install an
additional restroom underneath the stairs. Edwards discussed the VR tour that has been created
for the Lab.
Commissioner Evans agreed on the approach to leave the building intact as much as possible.
Commissioner Kaldy asked about the lift access. Director Edwards discussed that the lift would
access the bar area in the back of the room, and the rear deck & lab area. Commissioner Evans
discussed the industry of travel wheelchairs. Edwards discussed that adding a slope from the
garage would impact the main building due to grade of the slope. Commissioner Kimzey asked
about elevators instead of lifts.
Public comment was not received.
COMMISSIONER COMMENTS
Chair Kimzey highlighted the De Anza tile mural, discussed that the next Colton Hall concert
was on February 14th , and suggested that the Commission meet every month through May
2026.

Kimzey adjourned the meeting at 5:06 p.m.

PUBLIC COMMENT PROCEDURES AND TIME LIMITS:
The total amount of time allocated for public comment on a particular issue and for each
individual speaker is generally as follows:
1. Up to three minutes per speaker.
2. For regular Museums and Cultural Arts Commission meetings, there is one 15-minute
public comment period for items not on the agenda.
3. The total time allocated for public comment:
a. Items pulled from the consent agenda – 15 minutes each item
b. Public Appearance items – 30 minutes each item
c. Public Hearing items – 30 minutes each item
At the time an item is considered, the Chair will ask those attending the meeting in person to
line up at the podium or raise their hands, and for remote participants to use *9 on the telephone
or the “raise hand” function in Zoom, if they wish to address the Museums and Cultural Arts
Commission. The maximum amount of time for each person to speak and the total amount of
time allotted for each item will be determined based on the number of people indicating an
interest in speaking and the amount of business to be conducted on the agenda. In exceptional
circumstances and when necessary to ensure a full opportunity for public input, the Chair may,
