PUBLIC COMMENTS Mr. Reeves opened Public Comments. Seeing no requests to speak, Mr. Reeves closed Public Comments. APPROVAL OF MINUTES 1. January 26, 2012 Sharon Dwight made a motion to approve the January 26, 2012 minutes as amended. Mark Pollacci seconded the motion. The motion was approved by twelve Representatives, with Fisherman Flats abstaining, and Aguajito Oaks absent. INFORMATIONAL REPORTS & STAFF COMMENTS 2. Purpose and Process of Screening Meeting  Neighborhood Improvement Program Committee Minutes Thursday, February 23, 2012 Mr. Reeves gave a short presentation on the purpose and process of the screening meeting, and reminded the Committee that the meeting was only to identify any projects that do not meet the definition of a capital project, or that do not conform to the General Plan or existing City policies. NIP INFORMATIONAL REPORTS 3. NIP Spokesperson Reports Mr. Heuer reported that the NIP Cost Subcommittee had met and identified some items to follow up on before they report back to the Committee. PUBLIC APPEARANCE 4. Recommend City Council Deappropriate NIP Projects a Alta Mesa Intersection Traffic Calming Phase 3 (Copa Del Oro& Via Mirada) Project (30n0710) Mr. Heuer advised the Committee that he was the original submitter of the project. He said this was one of two traffic calming projects that went to a vote of the entire Alta Mesa neighborhood, that this project did not get a majority vote, and was also one of the projects put on hold. He said as the original submitter he is withdrawing the project and asking for it to be deappropriated. He clarified that the submitter of the other Alta Mesa traffic calming project did not want to withdraw that project. Mr. Heuer made a motion to deappropriate the project with the balance going back to ending balance, with Richard Ruccello seconding. Ms. Dwight said the original base amount of $2,530 should go back to Alta Mesa’s base allocation, the Committee concurred, and Mr. Heuer amended his motion. Mr. Reeves opened Public Comments. Seeing no requests to speak, Mr. Reeves closed Public Comments. Rick Heuer made a motion to recommend that Council deappropriate Alta Mesa Intersection Traffic Calming Phase 3 (Copa Del Oro & Via Mirada) Project with a balance of $86,816.62, specifying that $84,286.62 of the funds go back to the NIP ending balance and $2,530 back to Alta Mesa base allocation. Richard Ruccello seconded the motion. The motion was approved by thirteen Representatives, with Aguajito Oaks absent. 5. Project Screening Mr. Reeves stated that the purpose of this meeting was not to discuss support of the projects, but only to confirm which projects should be removed from the active list. Ms. Dwight asked if resurfacing projects are on the current list of streets to be repaved in the next year or two. DF-01 Deer Forest Dr Centerline Safety Striping – Mr. Reeves said he would verify if this project can be completed in-house. DMB-01 Casa Verde/Surf Way Traffic Barrier Repair – Ms. Fields said the project is valid, but asked if the project can be completed in-house, and Mr. Reeves said he would verify. DT-01 Hartnell/Carls Alley Ped Walkway Safety – Mr. Reeves said the property is leased from the city, and questioned if the project should be completed by the private property owner. DT-05 465 Pacific Street Mural Restoration – Mr. Reeves said he would verify who is responsible for maintaining the mural, that the City may have had an agreement with the property owner when the mural was originally painted. GW-04 Glenwood Sign/Stripe/ADA Improvements – Mr. Reeves confirmed that the signs and striping should be done in-house but that the ADA ramps qualify as an NIP project. MV-02 Logan One Way – Mr. Reeves said this project is assigning right of way rather than a traffic calming project and would have to go to the Traffic Committee, then to Council for Council to change the general plan circulation. Ms. Dwight advised that Council approval would be needed prior to the April 26 NIP project selection meeting, for the project to be considered by NIP this year. MV-03 Monte Vista School Replace Play Equipment Rubber Surface – Richard Ruccello and Sharon Dwight both said the project should go back to the MSPUD school board to determine if they still support the project. MV-14 San Bernabe Path – After discussion, Mr. Reeves said he would include installing ADA ramps at all the curbs in the project estimate. NM-01 Base Radio/Tower Upgrades – Ms. Dwight confirmed that the towers are attached to the roof and the radios are attached to the wall. Mr. Ruccello advised that at a recent CERT meeting it was determined that the radios can be converted to narrowband by a computer program, so the project may not be needed. NM-03 Taylor 600 Walkway/Berm – Ms. Dwight said that NM-03 is the same project as NM-19 Taylor Sidewalks and the two should be combined as NM-03. OG-03 Sloat/5th Stop Sign – Mr. Reeves said a stop sign is not traffic calming, and therefore would not be a valid NIP project. He said staff is reviewing the location to see if the intersection warrants a stop sign, and if so, it would be installed in-house. After Committee discussion, he directed Tom DiMaggio to review the Oak Grove Traffic Calming Plan to see if there is an alternate solution in the plan. OG-05 Third St Parking Markers – Mr. Reeves confirmed this project will be reviewed by staff and completed in-house if feasible. OG-08 Sloat/5th ADA/Bulbs – Ms. Fields and Ms. Dwight suggested that the traffic calming plan should be reviewed to see if there is a solution in the vicinity of the project location. Mr. Reeves confirmed that ADA ramps would be a valid NIP project. VDM-03 Palo Verde/Del Monte Lighted Crosswalk or Signal – Mr. Reeves confirmed that it involves traffic circulation and is a valid project. Ms. Dwight said the project would have to go to the Traffic Committee. VDM-06 Estrella Alley Resurfacing – Larry Conte asked staff to correct the map. VDM-09 Montecito/Dela Vina Add Parking Spaces – Mr. Reeves said he would verify if the project is feasible, and if so that it can be done in-house. Neighborhood Improvement Program Committee Meeting Minutes Thursday, February 23, 2012 3 Neighborhood Improvement Program Committee Minutes Thursday, February 23, 2012 Mr. Reeves advised the following three projects for sound walls are not valid per Council policy: VDM-11 Estrella/Garden Sound Wall VDM-12 Ferrante Park Sound Wall VDM-13 Hwy 1 Sound Wall Montecito/Palo Verde VDM-14 Casa Verde/Del Monte Underground Utilities – Sharon Dwight asked staff for the status of the New Monterey Undergrounding Study, with the reminder that 50% of the property owners have to sign a petition that they are interested in pursuing undergrounding utilities in their area. Mr. Reeves suggested that the Villa Del Monte rep discuss the requirements with the project submitter. Mr. Heuer asked that staff confirm if the State is supporting the following two projects: CW-20 Custom House Plaza Remove Wall CW-21 Custom House Plaza Redesign Ph I Richard Ruccello asked for citywide project priorities, and Mr. Reeves said Council directed that the paving and storm drain projects were the first priority. Mr. Reeves advised the Committee that a consultant will probably be hired to do most of the project estimates. COMMITTEE MEMBER COMMENTS Tom DiMaggio (Oak Grove) had no comment. Carol Lieberman (Skyline Ridge) said she attended the February Friends of the Library Annual Chocolate and Wine Tasting and said it was a wonderful fund raising event. She encouraged everyone to attend the event in the future. Jayme Fields (Del Monte Beach) had no comment. Arthur Simon (Monterey Vista) had no comment. Hank Smith (Fisherman Flats) had no comment. April Harrison (Old Town) had no comment. Sharon Dwight (New Monterey) asked the Committee to consider not having the second project review meetings on April 5 and April 16. Mark Pollacci (Deer Flats) had no comment. Dennis Duke (Skyline Forest) had no comment. Merrily Alley (Del Monte Grove-Laguna Grande) had no comment. Larry Conte (Villa Del Monte) had no comment. Richard Ruccello (Casanova Oak Knoll) advised the Committee that a previous NIP project, the City’s Emergency Operations Center (EOC), was activated twice last week and that the EOC has also been used for CERT and staff training. He said that the NIP money was well spent on this project. Rick Heuer (Alta Mesa) thanked staff for following the Committee’s wishes by meeting with the representatives for their support of the City storm drain and road resurfacing projects. Lee Whitney of Glenwood Circle said she is continuing to work towards establishing a Glenwood neighborhood association and is looking forward to working with the Committee. NEXT MEETING Mr. Reeves said the next meeting is March 29, 2012 for the First Project Review Meeting, in the Council Chambers, at 7:00 p.m. The Committee discussed Ms. Dwight’s suggestion to consider not having the second project review meetings on April 5 and April 16. The Committee concurred to agendize review of all projects for Aguajito Oaks neighborhood through the Citywide projects for the March 29 meeting, with the proviso that if the meeting runs late, the meeting will be continued to April 5.
