APPROVAL OF MINUTES 1. October 4, 2012 Sharon Dwight made a motion to approve the October 4, 2012 minutes as submitted. Tom DiMaggio seconded the motion. The motion was approved by nine Representatives, with Alta Mesa, Deer Flats, Del Monte Beach, Skyline Ridge, and Villa Del Monte absent. PUBLIC COMMENTS Mr. Reeves opened Public Comments. Seeing no requests to speak, Mr. Reeves closed Public Comments. Deer Flats Representative Pollacci arrived at 7:02 p.m. Neighborhood Improvement Program Committee Minutes Thursday, November 29, 2012 INFORMATIONAL REPORTS & STAFF COMMENTS Mr. Reeves introduced Bob Harary, Principal Engineer who replaced Brian McMinn in the Capital Projects Division. He advised the Committee of the upcoming annual joint meeting of Council, Library Board, Commissions, and Committees has been scheduled for Thursday, December 13. NIP INFORMATIONAL REPORTS 2. NIP Spokesperson Reports Alternate Spokesperson Dwight said there was nothing to report. PUBLIC APPEARANCE 3. Recommend City Council Approve Skateboard Park Renovation & Expansion (30n0922) Project Funding Request – Citywide Mr. Reeves explained the proposed design of the Skateboard Park, discussed the funding request, and answered Committee member questions. Recording Secretary Allen reported that there is a balance of $428,931.11 in the NIP Contingency Fund and $51,515 in NIP ending balance. Sharon Dwight asked if the height and mass of the addition would impact the view across the lake from Del Monte Avenue. Mr. Reeves responded that if there are any view impacts, they would be from across the lake near Del Monte Avenue. He added that those impacts could be mitigated with vegetation if necessary. Tom DiMaggio questioned how repairs to the skateboard park would normally be paid for and those questions were answered by staff. Ms. Dwight questioned if there was a previous archeological study completed at the time the skateboard park was originally built that could be used for this project. Mr. Reeves said a new study would probably be needed since this is an archeologically sensitive area, and current conditions would need to be evaluated. Mr. Reeves opened Public Comments. Seeing no requests to speak, Mr. Reeves closed Public Comments. Sharon Dwight made a motion to recommend to Council to approve $40,000 additional funding from the NIP Contingency Fund for the Skateboard Park Renovation & Expansion project. Mark Pollacci seconded the motion. The motion was approved by ten Representatives, with Alta Mesa, Del Monte Beach, Skyline Ridge, and Villa Del Monte absent. 4. Recommend City Council Revise Ramona Entry Island (30n1320) Project Scope and Deappropriate DMG Ramona Neighborhood Entry Sign (30n1311) Project – Del Monte Grove Laguna Grande Mr. Reeves presented the agenda report and advised the Committee that all of the affected property owners who were present were against a median at that proposed location. Mr. Reeves then answered Committee member comments. He explained that there was support for installing a radar speed sign instead. Merrily Alley explained that property owners were opposed to the project once they realized how much parking would be lost. Mr. Reeves opened Public Comments. Seeing no requests to speak, Mr. Reeves closed Public Comments. Sharon Dwight made a motion to recommend to Council to approve revising the scope of the Ramona Entry Island project to the installation of one radar speed sign for the northbound traffic on Ramona Avenue in the first block from North Fremont Street. Olivia Morgan seconded the motion. The motion was approved by ten Representatives, with Alta Mesa, Del Monte Beach, Skyline Ridge, and Villa Del Monte absent. Sharon Dwight made a motion to recommend to Council to deappropriate the DMG Ramona Neighborhood Entry Sign project with the balance returned to Del Monte Grove Laguna Grande base allocation. Gary Carlsen seconded the motion. The motion was approved by ten Representatives, with Alta Mesa, Del Monte Beach, Skyline Ridge, and Villa Del Monte absent. COMMITTEE MEMBER COMMENTS Tom DiMaggio (Oak Grove) had no comment. Mark Pollacci (Deer Flats) said he appreciated the short meeting. April Harrison (Old Town) had no comment. Richard Pagnillo (Fisherman Flats) had no comment. Sharon Dwight (New Monterey) said she is happy to see projects moving forward, including the relocation of the CERT box and several drainage projects. She thanked Mr. Reeves for the progress on projects he made over the summer months. Ms. Dwight invited everyone to the CERT Christmas party Friday, December 7 at 5:30 p.m. at the Youth Center. She said it is potluck with a $5.00 donation requested. Olivia Morgan (Aguajito Oaks) said for the record, the Committee should be careful considering what recently happened at the Naval Post Graduate School. Hans Jannasch (Monterey Vista) said he is looking forward to the upcoming work in January. Merrily Alley (Del Monte Grove-Laguna Grande) wished everyone Merry Christmas. Dennis Duke (Skyline Forest) gave thanks for the short meeting. Gary Carlson (Casanova Oak Knoll) had no comment. Mr. Reeves wished everyone Happy Holidays. NEXT MEETING Mr. Reeves advised the Committee that the next meeting would be the Kick-off meeting scheduled for January 24, 2013 at 7:00 p.m. in the Council Chamber.
