APPROVAL OF MINUTES None. PUBLIC COMMENTS Mr. Reeves opened the floor for Public Comments on items not on the agenda. Nina Beety, Monterey resident, spoke about the potential impacts caused by the increase of wireless equipment that can be installed without public or CEQA review. Having no further requests to speak, Mr. Reeves closed Public Comments.  Neighborhood Improvement Program Committee Minutes Thursday, April 10, 2014 INFORMATIONAL REPORTS & STAFF COMMENTS 1. Purpose of Follow-up Meeting Mr. Reeves said the purpose of the meeting was to review the projects for Aguajito Oaks through New Monterey and for the Committee to receive public comments on those projects. NIP INFORMATIONAL REPORTS 2. NIP Spokesperson Reports Spokesperson Heuer said he had nothing to report. Alternate Spokesperson Dwight speaking for the entire Committee wished Mr. Reeves a wonderful retirement and said the Committee would miss him. Mr. Reeves said that it has been an honor to serve such a unique committee and that NIP has done a lot for the City. Alternate Spokesperson Ruccello said Congressman Farr said the NIP process is democracy from the bottom up and that he wants to spread the concept to every city in the country. PUBLIC APPEARANCE 3. Van Tour Follow-up to Discuss Specific Projects in Aguajito Oaks – New Monterey Neighborhoods and Take Public Input Mr. Reeves advised the Committee of the following updates on projects that were reviewed at previous meetings. FF-8 Foothill School Sports Field Improvements – The City has received a letter from MPUSD confirming matching funds and allowing ongoing access to the public. MV-9 MV Street Resurfacing 2014 – It was determined that Soledad Drive from Munras to Highway 1 is not in Monterey Vista neighborhood and has been removed from the project scope. Mr. Reeves said staff had discussed and would look positively on cost sharing of street resurfacing projects within neighborhoods. Mr. Jannasch confirmed that the project estimate was revised to $75,000 for cost sharing with the City. OT-9 Van Buren 300 Blk Gutter Drainage Ph 1 – The estimate is for both sides of the street for a cost of $380,000. VDM-1 Casa Verde/Helvic/ Portola/McNear Area Improvements Design – The estimate of $75,000 is for design only. CW-27 Library Kitchen Addition – There are water credits available for the addition. The Committee discussed the street resurfacing projects and the City’s pavement management ratings. Ms. Dwight pointed out that on the van tour two projects, OT-7 Watson Resurface Franklin to Scott and MV-7 Doud 900 Blk Repaving, appeared to be in worse shape than the other resurfacing projects that the Committee visited. The Committee concurred to take public comments for all the projects from Alta Mesa through New Monterey neighborhoods before discussing each of the projects. Mr. Reeves opened Public Comments for all projects from Alta Mesa through New Monterey neighborhoods. John Silvestrini, Executive Director, Maintenance, Operations, Neighborhood Improvement Program Committee Meeting Minutes Thursday, April 10, 2014 2 Neighborhood Improvement Program Committee Minutes Thursday, April 10, 2014 Transportation and Technology, MPUSD, said the school district fully supports FF-8 Foothill School Sports Field Improvements and that it has submitted a letter agreeing to provide $20,000 towards the project and allowing public access. He said the school district also supports FF-4 Foothill School Olmsted Drop-off Re-Configure and said that no financial or legal support or commitment for the project has been obtained from the district. Jennifer Bodensteiner, Foothill School PTA member, speaking in support of FF-4 said that it would be very helpful to retain the access for the school community and the community at large because the drop-off is so heavily used. Angel Alvarado spoke in support of FF-4 and said if the drop-off were removed, there would not be enough room on the streets to drop off the children. He said parking on the street is very dangerous because cars come down the hill too fast causing danger to pedestrians. Abigail Kehr, speaking for Friends of Hartnell Gulch in support of DT-3 Hartnell Gulch Park Ph 1, said they reviewed the Library Master Plan but did not find anything about the exterior of the library. She said she received an email from Inga Waite, Acting Assistant Library Director, indicating support of the Hartnell Gulch creek restoration and habitat protection. Mr. Reeves advised that the plan includes a connection between the library parking lot and the Cypress lot. Kim Cole, speaking as a New Monterey resident, said it would be an incredible resource to develop the Lower Presidio Historic Park by approving the NM-12 Presidio Pathway to Serra Monument project. Jennifer Bodensteiner, project submitter for the Foothill School PTA, spoke in support of FF-8 Foothill School Sports Field Improvements. She said the schoolchildren are discouraged from using the sports field because it is so dangerous. She said the project is part of an effort by the PTA to improve and upgrade the school campus, and would be for use by the school and the community. On question from Mr. Reeves, Ms. Bodensteiner clarified that the school district would solicit two minimum bids and would do the actual work. Ms. Dwight requested an MOU with the school district agreeing to provide ongoing public access to the NIP funded improvements in the future. Mr. Silvestrini said an MOU would have to go before the school district board for approval, but it should not be a problem. Charlotte Eyerman, Monterey Museum of Art Executive Director, spoke in support of AM- 3 Via Mirada Sidewalk and said the sidewalk would be an important step to provide safety and enhance the amenities for visitors to the museum. She said the museum is an important cultural asset to the City of Monterey and the region. Audrey, New Monterey resident, spoke in support of NM-7 Belden 300 Widening and said tenants of Belden apartments have to park on Drake, which is very unsafe due to the speeds of the downhill traffic. Karen Cardinalli spoke in support of NM-7 and said that the sidewalk is uneven and in disrepair, and unsafe for pedestrians. Jennifer Filzen, resident on Belden, also spoke in support of NM-7 and said the street is narrow, with parking on only one side, which causes some tension in the neighborhood. Jing Zhang, project submitter of NM-3 Drake 499 Install Sidewalk, provided pictures and said there is sidewalk on Drake but not on Laine by her house. Having no further requests to speak, Mr. Reeves closed Public Comments. Casanova Oak Knoll Alternate Brassfield replaced Representative Ruccello who left the meeting. Villa Del Monte Representative Mucha also left the meeting. Alta Mesa Mr. Heuer advised Alta Mesa priorities are as follows: Priority #1 AM-1 Don Dahvee Greenbelt Fuel Reduction Priority #2 AM-3 Via Mirada Sidewalk Casanova Oak Knoll COK-1 CONA Park Shade Structure & Fence Replacement – Mr. Brassfield asked what the life cycle expectancy would be on this type of project. Mr. Marcuzzo advised that a tree has already been planted and it should provide shade in two years. Mr. Brassfield advised Casanova Oak Knoll priorities are as follows: Priority #1 COK-2 CONA Park Center Photo Surveillance Priority #2 COK-3 N. Fremont Street Widening/Beautification Study Deer Flats DF-2 Deer Forest Dr Resurface/ADA Upgrade – Ms. Dwight said that the project would trigger replacing four to six handicap access ramps and for such a short block it is not worth the cost. Mr. Pollacci agreed. Mr. Pollacci advised Deer Flats priority as follows: Priority #1 DF-1 Deer Forest Dr Resurface/ADA Upgrade Deer Flats Representative Pollacci left the meeting at 8:24 p.m. Del Monte Beach Ms. Fields advised Del Monte Beach priorities as follows: Priority #1 DMB-8 Casa Verde Rec Trail Crossing Ph 2 Priority #2 DMB-9 Del Monte Beach Walkway Replacements Del Monte Grove DMG-1 Virgin/Montecito Ped Access Improvements – Ms. Alley advised that DMG-2 LG Park Exit ADA Access/Parking Lot Improvements would be combined with DMG-1 to be the only project for the neighborhood and asked staff to rewrite the project scope. Fisherman Flats FF-2 San Vito Cir/Via Isola/Park Lighting – Mr. Smith advised that lighting in the neighborhood park had been removed from the project with a revised title of San Vito Cir/Via Isola Lighting and that there are still issues with the residents, so not a priority. FF-4 Foothill School Olmsted Drop-off Re-Configure – Mr. Smith advised that a meeting has been scheduled with the new owner to discuss a solution for either donating the property or giving an easement. He said there also has to be an agreement for an easement on property where a well is located belonging to CalAm. Mr. Smith advised Fisherman Flats priorities as follows: Priority #1 FF-4 Foothill School Olmsted Drop-off Re-Configure Priority #2 FF-8 Foothill School Sports Field Improvements Priority #3 FF-6 Josselyn Cyn Two Radar Speed Signs Priority #4 FF-1 FF Greenbelt Fuel Reduction Priority #5 FF-7 Augusta Pl/Etna Pl/Via Isola Resurface/ADA Ramps Monterey Vista MV-5 Via Del Rey/Herrmann Right Turn Lane Elimination – Mr. Jannasch said it is the neighborhood’s #2a priority, but not at the current estimate. He requested that staff explore limiting the project to adding two stop signs, so the three-way intersection becomes a three way stop. Mr. Jannasch advised Monterey Vista priorities as follows: Priority #1 MV-7 Doud 900 Blk Repaving Priority #2 MV-1 Mar Vista Dr/Soledad Dr Drainage/Ped Improvement Study Priority #2a MV-5 Via Del Rey/Herrmann Right Turn Lane Elimination Priority #3 MV-8 Via Chiquita Storm Drain Improvement Ph 2 Priority #4 MV-9 MV Street Resurfacing 2014 Priority #5 MV-2 Via Gayuba (San Bernabe to Via Paraiso) Resurfacing Ms. Dwight made a motion to continue review of New Monterey projects until the next meeting. Hank Smith seconded the motion. The motion was approved by eleven Representatives, with Deer Flats, Oak Grove, and Villa Del Monte absent. COMMITTEE MEMBER COMMENTS Hank Smith (Fisherman Flats) had no comment. Rick Heuer (Alta Mesa) had no comment. Hans Jannasch (Monterey Vista) had no comment. Merrily Alley (Del Monte Grove-Laguna Grande) had no comment. Sharon Dwight (New Monterey) thanked Recording Secretary Allen for the materials provided and Mr. Reeves for the van tour, which she said was very worthwhile. Mike Brassfield (Casanova Oak Knoll) thanked the audience for their input. Dennis Duke (Skyline Forest) had no comment. April Harrison (Old Town) had no comment.
