Staff Members Jeff Krebs, Sara Myers Present: CALL TO ORDER NIP Staff Coordinator Jeff Krebs called the meeting to order at 7:00. ROLL CALL Twelve neighborhoods were represented with Alta Mesa and Del Monte Beach unrepresented APPROVAL OF MINUTES 1. July 29, 2015 Sharon Dwight made a motion to approve minutes as amended. Tom Rowley seconded the motion. The motion was approved by the twelve representatives present. PUBLIC COMMENTS Mr. Krebs opened Public Comments for items not on the agenda. Seeing no comments, Mr. Krebs closed Public Comments. NIP INFORMATIONAL REPORTS 1. NIP Spokesperson Reports Sharon Dwight asked for a summary of the joint meeting with the Parks and Recreation Commission on October 15, 2015. Mr. Krebs provided the update and thanked everyone for their time. Pat Venza added that there are 23 parks projects on the books and it sounded like they are on hold until the Master Plan. Mr. Krebs clarified that they are not on hold; the only thing on hold is signage for the Recreation Trail until mid January when we have the draft plan. Ms. Dwight suggested that as the process goes forward, NIP reps should be going to the Parks and Recreation meetings and participating. Mr. Brassfield asked Mr. Krebs if NIP is charged for his time when he goes to these meetings. Mr. Krebs commented that he is funded by NIP, so when he attends meetings, it is charged to NIP. He added that Sara Myers’ time was not charged to NIP for the joint meeting.  Neighborhood Improvement Program Committee Minutes Thursday, October 29, 2015 2. NIP Coordinator Update on Status of NIP Projects and Close Outs Mr. Krebs provided a presentation regarding current NIP projects. He described the 150 NIP Projects and went through each neighborhood to provide individual updates. He listed which projects are under construction/being implemented, which are out to bid or have been awarded, which are in design, which have not yet been started, and which need to be closed out. He advised that the City has hired a new engineer to work on these projects and a new admin to work on closing out completed projects. Closing out the projects should allow for funding of the cut off project. He commented that he differs from previous NIP coordinators because he actually does design. The downfall is that he spends time designing and email responses are on the backburner. We are initiating software to follow up on requests and make sure everyone gets a response. Mr. Krebs opened for public comment. Seeing none, he closed public comment. PUBLIC APPEARANCE 3. Discuss Proposed Policies and Procedures Manual Revisions from Policies and Procedures Subcommittee Ms. Dwight presented the proposed changes from the Policies and Procedures Subcommittee. Ms. Dwight stated that these proposed changes include the 2012 proposed changes as presented at the June 29, 2015 meeting, but do not include any changes to the opportunity buying section. Ms. Dwight presented the individual proposed changes from the July 13, 2015 subcommittee meeting. Ms. Venza asked for the reasoning to add the word “residential.” Ms. Dwight responded that if the neighborhoods changed, there needs clarification from commercial property owners versus residential owners. Ms. Conway asked about neighborhoods with condominium residences. Ms. Dwight responded that most condominiums are already included in the existing neighborhoods. Ms. Adams stated her understanding is that the condominiums have their own associations, but they are not trying to be a “neighborhood association.” The problem that happens with condominium complexes is that the roads within the complexes are private property. Mr. Brassfield questioned the contingency funds for purchasing property. Ms. Dwight responded that it automatically says no more than 5% unless it is changed at the time of voting. This includes the fees and any costs related. Mr. Rowley asked about splitting the voting night after 100 projects instead of after 120. He suggested splitting after 80 because the projects are getting more complicated. Maybe it should say “when necessary” so it can be based on the complexity of the projects. We are running out of small projects. Ms. Alley clarified that Mr. Rowley suggested that he does not want it to be a specific number. She suggested the first section be deleted and just say the review may be done in two evenings. Mr. Krebs opened for public comment. Seeing none, he closed public comment. Mr. Rowley made a motion to approve as amended. Mr. Brassfield seconded. Mr. Krebs stated this will go to Clyde Roberson as the Council Subcommittee. COMMITTEE MEMBER COMMENTS Katrina Hinze, no comment. Pat Venza, no comment. April Harrison, no comment. Sharon Dwight stated she would like to congratulate staff on getting in there and figuring out the details and making things happen. She said we are all impatient and we are thrilled to see things actually being built. Mike Brassfield said thanks to the subcommittee for getting down into the document and suggesting these changes. This group has a much deeper sense of work and appreciation for the efforts for staff and members for getting things accomplished. Luz Adam stated she understands the process in most projects, but we want to know why the property isn’t being purchased. But, in general, thank you. Tom Rowley, keep on trucking. Dave Overton, no comment. Merrily Alley said thanks for the Virgin Grant traffic study. Mr. Krebs asked if there were any more comments about the shape of it and Ms. Alley responded that there will be a new project for NIP thanking Lily who was the traffic calmer who made that happen.
