CALL TO ORDER
NIP Staff Coordinator Jeff Krebs called the meeting to order at 7:01.
ROLL CALL
Thirteen neighborhoods were represented with Deer Flats unrepresented.
1. Installation of 2016 Neighborhood Improvement Program Committee
Sara Myers performed the swearing in of the twenty-one (21) Neighborhood
Improvement Program Committee representatives and alternates who were present.
Thirteen neighborhoods were represented with Deer Flats unrepresented.
APPROVAL OF MINUTES
2. October 29, 2015
Sharon Dwight made a motion to approve the minutes as amended. Tom Rowley
seconded the motion. The motion was approved by the thirteen representatives
present.
PUBLIC COMMENTS
Mr. Krebs opened Public Comments for items not on the agenda. Seeing no comments,
Mr. Krebs closed Public Comments.

3. Welcome New NIP Committee Members
Alta Mesa Alternate David Stocker, Monterey Vista Alternate Jerry Azevedo, New
Monterey Alternate Kim Scheiber, Skyline Ridge Presentative Julie Engell, Villa Del
Monte Alternate Carol Pavlo, and Villa Del Monte Alternate Harry Mucha.
4. Orientation of Neighborhood Improvement Program
a Parking Permits
Mr. Krebs advised to contact Ms. Myers to request a parking permit.
b Policies and Procedures Manual Update
Mr. Krebs said the Policies and Procedures Manual is very close to being updated
and has gone through a couple of versions. The revisions will come back to the full
committee before being put back on the City Council agenda. This will probably be
done during first meeting in February.
Ms. Dwight commented that the subcommittee met with the City Attorney and
Mayor for clarification of legal issues. The subcommittee will probably meet one
more time and then come back to full committee.
c NIP Project Submittal Deadline February 12, 2016
Mr. Krebs stated that he’s received about 15 project nominations so far. He
emphasized the importance of submitting projects before the deadline. He advised
that the City Council agenda item to provide guidance was pushed to the February
2nd meeting.
d Neighborhood Area Plans
Mr. Krebs advised that there are neighborhood area plans and traffic calming
plans on Monterey.org. If we get requests from these neighborhoods, staff will
check for conformity with these plans.
5. Conflict of Interest Rules
Mr. Krebs stated that Form 700s must be on file for each representative and alternate.
The 500 foot rule will be assessed once we get into projects. If there’s a question, it will
go to the City Attorney.

6. NIP Spokesperson Reports
Rick Heuer stated that he had nothing to report. Ms. Dwight advised that she went to the
Parks and Recreation Commission and talked to them about the lighted basketball court.
They’ve asked that Mr. Krebs pursue the location on Foam at the Coast Guard Station.

7. Discussion of Neighborhood Improvement Program
a Approve NIP Deadlines and Meeting Schedule
Mr. Krebs asked for comments on the proposed schedule. Mr. Heuer suggested
beginning public comment after the van tour at 6:30 instead of 7:00 to allow for
more time to review projects. Mr. Jannasch suggested the van tour begin at 2:00
to allow for public comment to begin at 6:30.
Sharon Dwight made a motion to accept the NIP Deadlines and Meeting
Schedule as amended. Rick Heuer seconded the motion. The motion was
approved by the thirteen representatives present.
b Review of NIP Process
Mr. Krebs provided a brief description of the NIP process and described the
involvement of City departments and other commissions to provide guidance and
input for the projects. Ms. Dwight further described the NIP process from the
importance of the van tour to voting night. She emphasized the significance of
being an advocate for the projects and having neighborhood support behind the
projects.

Mr. Krebs advised that Ms. Myers has copies of projects received to date.
8. Elect NIP Spokesperson and Alternate for 2016
Mr. Krebs opened discussion regarding the NIP spokesperson and alternates. Mr. Heuer
advised that the spokesperson is responsible for all city meetings with NIP on the
agenda, not just those on the NIP schedule. Mr. Heuer suggested he remain as
spokesperson and Ms. Dwight and Mr. Ruccello remain alternates unless anyone has a
desire for a position.
Tom Rowley made a motion to nominate and approve Rick Heuer as Spokesperson to
City Council, with Richard Ruccello and Sharon Dwight as Alternate Spokespersons.
The motion was seconded by Dennis Duke. Ms. Hintze asked if NIP Alternates could
serve as Alternate Spokespersons and Mr. Rowley confirmed that they can. Ms. Venza
requested to be a third alternate.
Mr. Rowley made a motion to nominate and approve Rick Heuer as Spokesperson
to City Council, with Richard Ruccello, Sharon Dwight, and Patricia Venza as
Alternate Spokespersons. Dennis Duke seconded the motion. The motion was
approved by the thirteen representatives present.

9. Appoint NIP Policies and Procedures Manual Subcommittee for 2016
Mr. Krebs advised that the 2015 subcommittee consisted of Sharon Dwight, Merrily Alley,
and April Harrison. Ms. Dwight stated she would like to continue on the subcommittee for
2016.
Rick Heuer made a motion to appoint Sharon Dwight, Merrily Alley, and April
Harrison as the NIP Policies and Procedures Manual Subcommittee. Sharon
Dwight seconded the motion. The motion was approved by the thirteen
representatives present.
10. NIP Ending Balance and Contingencies Report
Mr. Krebs provided an update of the current NIP Ending Balance and Contingency
Account. He stated that due to good bid amounts and Measure P funds, he has been
able to save money on projects. He has a list of projects totaling about $315,000 to close
out. Mr. Krebs described the 11 month warranty period and discussed the idea skipping
the warranty period to close out projects after 30 days from completion instead of 11
months.
Rick Heuer made a motion to close out projects after the 30 day lien period. Dennis
Duke seconded. The motion was approved by the thirteen representatives present.
Ms. Dwight asked if the ending balance would be enough to fund the cut-off project. Mr.
Krebs presented the cut-off project and confirmed the ending balance is enough to cover
the project.
Sharon Dwight made a motion to authorize $147,000 in funding for the Cannery
Row Worker Shacks, Restore and Repair Project from the NIP Ending Balance.
Rick Heuer Seconded. The motion was approved by the thirteen representatives
present.
11. Recommend City Council Deappropriate NIP Projects - None
Not proposing any to be deappropriated at this time.
12. Program Status Update
Mr. Krebs provided an update with changes since the October 29, 2015 NIP meeting.
Since then, 22 projects are in construction with another 10 projects getting close to
construction. He has also obtained multiple grants to add funding to projects. Mr. Krebs
hopes to have a better progress report by the next NIP meeting.
Ms. Alley requested a print out or location on the website with status of the projects. Mr.
Krebs advised that the Master Project List will have updates and he has been meeting
with the City Engineer to discuss project status on a weekly basis. Steve Wittry, City
Engineer, stated that we are working towards having more transparency with web-based
information.

Kim Svetich-Will – No comment.
Pat Venza – She stated she liked last list of project statuses. She asked that they get an
update of this list shortly. Mr. Krebs responded yes. Ms. Dwight asked if it is the list that
Jocelyn had maintained before and whether someone has taken over for her. Mr. Krebs
stated that Jocelyn’s replacement is maintaining the document.
Sharon Dwight – She stated that the Parks and Recreation wants to have another joint
meeting. Thank you to Jeff and Sara. She said she is looking at seven projects out there
today and you’ve been doing it. It is wonderful to see progress being made. Contractors
are polite and helpful and the public is giving positive feedback.
Dennis Duke – He stated that the last time we met, he had just had surgery, his father
was in the hospital, and he had just come from his neighbor’s funeral. His father was a 5-
time elected councilman and had served 18 years. Volunteerism is an important part of
democracy. Some NIP members have been here for 30 years. Democracy works when
the citizens work in it.
Merrily Alley – No comment.
Julie Engell – No comment.
Chuck Foss – No comment.
Rick Heuer – He stated that he and Mike Brassfield are on the Measure P Committee
and are available for any questions.
Tom Rowley – He said thank you to staff for having a neighborhood map available at the
meeting. He pointed out the two unrepresented neighborhoods: Glenwood and
Downtown. He asked if there was anything we could do to get these neighborhoods
organized. He stated it was nice to have Steve Wittry here representing Measure P and
seeing how Measure P affects NIP projects. He also asked if there are any outstanding
City buildings that we can put solar panels on.
April Harrison – She said thanks to Jeff and Sara. She advised that she recently joined
the Wayfinding Steering Committee to help visitors find their way around the city and is
looking forward to sharing updates with the NIP Committee.
Luz Adam – She stated she came back to NIP a year ago for one project and is staying
to continue on with the same project.
Jayme Fields – She said congratulations on having this organization. It is awesome to
see an idea implemented. On the other hand, people who have non-Measure P projects
are excited for other projects to move forward.
Ms. Dwight responded to the question of unrepresented neighborhoods from Mr. Rowley.
She said we know about Glenwood and Downtown not having neighborhood
associations, but there are also residential properties, like Montsalas, that are not
included in any neighborhood. She stated they have been kicking around the idea of
having these areas included into existing neighborhoods. She suggested NIP
Representatives speak with their neighborhood associations to see if they would be
interested in absorbing unrepresented areas. Mr. Heuer stated that certain areas, like

Montsalas, have no possibility of submitting projects because they are 100% private
property. Ms. Alley suggested that because there are a lot of issues that will come up
because of this, it should be addressed later with the Policies and Procedures Manual
update. The topic should not be placed on the agenda yet.
Harry Mucha presented the Villa Del Monte Revitalization Plan and suggested it be used
as a template for the entire city. Ms. Hintze added that neighborhood involvement is
important. With this project, the City’s consultant took charge and the person who
submitted the original project was excluded from any input.
Mr. Rowley asked for a fact sheet on the status of the Parks and Recreation Master Plan.
Ms. Dwight stated that the Parks and Recreation Commission would like another joint
meeting before going forward. Their plan is to go back to the City Council and then come
back to NIP.
