ROLL CALL Twelve neighborhoods were represented with Alta Mesa unrepresented and Skyline Ridge Representative Julie Engell absent until arriving at 7:03 p.m. APPROVAL OF MINUTES January 28, 2016 Sharon Dwight made a motion to approve the minutes as amended. Olivia Morgan seconded the motion. The motion was carried by twelve of the representatives present, with Henry Smith abstaining. PUBLIC COMMENTS Mr. Krebs opened Public Comments for items not on the agenda. Seeing no comments, Mr. Krebs closed Public Comments. INFORMATIONAL REPORTS & STAFF COMMENTS NIP INFORMATIONAL REPORTS 1. NIP Spokesperson Reports Richard Ruccello stated that he went to the Parks and Recreation Commission meeting regarding the basketball court. The next step is for Mr. Krebs to go to the Coastal Commission for administrative review.  Neighborhood Improvement Program Committee Minutes Wednesday, February 24, 2016 PUBLIC APPEARANCE 2. Rescope Fire Station One Exhaust Extractor Project Mr. Krebs provided a presentation for a change in scope of the Fire Station One Exhaust Extractor Project. The rescope involves a new filtration system to be installed at all three fire stations. There is no additional cost and the system will go above and beyond the previously scoped project. Ms. Engell asked for details on the filtration system. Jim Courtney, Assistant Fire Chief, responded that the system is called an Air-Vac System and provides four stages of filtration. Henry Smith made a motion to rescope the Fire Station One Exhaust Extractor Project. Sharon Dwight seconded the motion. The motion was approved by the thirteen representatives present. 3. Recommend City Council Approve Additional Funding for Via Del Rey/Herrmann Right Turn and Library Kitchen Addition Projects Mr. Krebs presented the Via Del Rey/Herrmann Right Turn project and explained that only the base bid was awarded due to funding. The base bid can build half of the project and bring the intersection to a 3-way stop. With additional funding, Additive Alternate No. 1 can be added so that the curb return and drainage can be completed as well. Mr. Krebs also presented the Library projects and described the two additional requests for supplemental funding: terrace lighting and the fence. With this funding, the sunken patio behind the Library will be raised up to grade. There is also a large painting upstairs that will be moved during construction. Mr. Smith asked to confirm the total funding request for both projects and Mr. Krebs responded that it is $74,789. The NIP Contingency Account has a balance of $909,600.06. Ms. Alley stated that the request is for $80,000. Mr. Krebs confirmed that he is asking for just $74,789 to be transferred from the contingency account. Henry Smith made a motion to approve the funding transfer. Sharon Dwight asked for further discussion and to separate the projects. Richard Ruccello seconded the motion. Ms. Dwight stated that voting two projects together sets a bad precedent. She asked to confirm that the Via Del Rey work is within the original scope. Mr. Krebs confirmed it is and described the work to be done in the intersection. Mr. Ruccello addressed the Library projects and stated that it is a complex issue, but they’ve done a great job. Raising the sunken patio and adding extra lighting will make the area much more secure. Discuss Proposed Policies and Procedures Manual Revisions from Policies and Procedures Subcommittee Sharon Dwight continued the item to the March 31, 2016 meeting. 5. Project Screening Mr. Krebs explained that the proposal packet lists the projects as they were submitted. No edits have been made. The purpose of this screening is to review whether or not each submittal qualifies as a project. AM-1 Don Dahvee Greenbelt maintenance. Mr. Krebs stated that AM-1 and AM-2 are almost identical. Louie Marcuzzo suggested pulling AM-1 in favor of AM-2. Removed. AM-2 Greenbelt maintenance. Project. AM-3 Parking control on Iris Canyon. Mr. Krebs stated he has reviewed with Traffic and will need to work with the applicant to change the scope due to the large boulders. Project. AM-4 Restoring ground cover in Lagunita Mirada Park. Project. COK-1 Create a cul-de-sac at Stuart Avenue. Project. COK-2 Reforestation to areas with tree loss. Project. COK-3 Casanova Oak Knoll Park sitting area and benches. Project. COK-4 North Fremont traffic signal adaptive system. Project. DF-1 Elk Run & Deer Forest Drive traffic mirrors. Mr. Krebs explained that the City cannot install traffic mirrors and will need to speak with the applicant, Dave Overton, to rescope the project. Mr. Overton approved the rescope. Project. DF-2 Mule Deer Way drainage and surface repair reconstruction. Project. DMB-1 Montecito Park Phase 2. Duplicate of VDM-5. Removed. DMG-1 Reconfigure Hannon storm drain. Ms. Alley explained that the applicant’s issue is whether she would be liable if a child fell into the storm drain in front of her house and she is willing to withdraw the project if a City department can handle the issue. Mr. Krebs responded that it will be considered a project for now, but City staff will go out and investigate. Project. DMG-2 Lily Palmer memorial plaque. Project. MV-2 Pacific Street sidewalk repair. Ms. Dwight suggested adding “Phase II” to title of project. Mr. Krebs suggested adding the limits of the project. Project. MV-3 Develop upper end of Don Dahvee Park into a dog park. Renumbered as CW-33. Project. MV-4 Pacific Street/Monterey High sidewalk replacement and adding metal benches for pedestrians and students. Project. MV-5 Safety improvements to Via Paraiso and Via Gayuba. Project. MV-6 Install Rapid Rectangular Flashing Beacon at Via Gayuba mid-block crosswalk. Project. MV-7 Cuesta Vista Drive/Toyon Drive greenbelt cleanup. Ms. Dwight asked if this was all city property. Mr. Krebs confirmed it is. Project. MV-8 Via Ventura/Via Descanso greenbelt cleanup. Project. MV-9 Soledad drainage improvement project. Ms. Dwight asked if this project was to improve an individual driveway. Ms. Venza confirmed that the block floods and will not go around this individual driveway. The project covers the whole block. Project. MV-10 Pacific Street stabilization by installing 3’ TOP wall. Ms. Dwight asked if this project has been submitted before. Ms. Venza confirmed it is the same project, but this is to add a wall at the base of the property. Project. NM-1 Devisadero Street gutter improvement. Ms. Dwight stated this is the same project as NM-11. Removed. NM-2 Repair 600 block of Taylor. Mr. Krebs stated this is a current project. Removed. NM-3 Street widening or a sidewalk on one or both sides of the 500 block of Newton. Ms. Dwight suggested renaming the project “Newton 500 Sidewalk Widening.” Project. NM-4 Iriving sidewalk repair. Ms. Dwight stated this is the same project as NM- 14. Removed. NM-5 Install bicycle racks on Lighthouse between Irving and Reeside and at Bonifacio Plaza. Ms. Dwight recommended making sure this has not already been funded at Bonifacio. Project. NM-6 Aeneas Bridge restoration. Mr. Krebs confirmed that the city owns the bridge. Project. NM-7 Adaptive traffic signal control from Lighthouse along Del Monte corridor. Project. NM-8 Phase II to construct seating, wall, and stairs at Scholze Park. Project. OG-1 Block left turns onto Camino Aguajito from 10th and 8th. Mr. Krebs stated that Traffic has suggested this project be changed to a traffic study. He will discuss with the applicant and rescope the project as a traffic study. Project. OG-2 Design and development of the Tot Lot on the corner of 5th and Ocean. Project. OT-1 Larkin Park swings. Project. OT-2 Remove fencing at Monroe, Eddie Burns, and Seeno. Ms. Harrison suggested contacting the applicant for clarity. Project. OT-3 Install solar flashing beacons at the crosswalk of Franklin and High. Project. OT-4 Larkin Park irrigation and turf renovation. Project. OT-5 Franklin Street beautification. Ms. Harrison commented that there is a neighborhood sign at the top of the hill once you are leaving Old Town. Project. OT-6 Remove and replant Friendly Plaza garden bed. Ms. Harrison requested that this project be changed to Citywide. Renamed CW-34. Project. OT-7 Construction of a handicapped accessible trail to Sloat Monument from the Museum. Ms. Harrison requested that this project be changed to Citywide. Renamed CW-35. Project. SF-1 Convert Skyline Crest lighting to LED. Mr. Krebs explained that these are not City lights and therefore this cannot be a project. Removed. SF-2 Adjust center median at Veteran’s Park entrance to Skyline Forest. Mr. Krebs stated he will need to speak with the applicant because we cannot remove the curb and median. Mr. Duke stated he will speak with the applicant. Project. SF-3 Skyline Forest greenbelt fire fuel reduction. Project. SF-4 Skyline Forest greenbelt tree removal and trimming. Project. SF-5 Recreation Trail Active Transportation Grant development. Ms. Venza suggested changing the project to Citywide. Renamed CW-36. Project. SR-1 Install radar speed sign on Dry Creek Road. Mr. Krebs suggested changing the project name to “Install Radar Sign.” Project. VDM-1 Construct a sound wall along northbound lane of Highway One at Casa Verde and Del Monte. Ms. Fields stated her understanding is that we cannot do this. Mr. Krebs confirmed. Removed. VDM-2 Ferrante Park usage, review, recommendation and design. Ms. Hintze stated that VDM-2 and VDM-3 are similar projects and she will meet with the applicant to see if they can be combined and potentially broken into phases. Project. VDM-3 Ferrante Park revitalization. Ms. Hintze to meet with applicant to combine VDM-2 and VDM-3. Project. VDM-4 Casa Verde bicycle lane improvements. Project. VDM-5 Phase II of Montecito Park. Ms. Dwight suggested adding “per approved Parks Master Plan” into the scope of the project. Project. CW-1 Install a roundabout at Glenwood Circle and Aguajito Road. Mr. Krebs stated he would need to talk to the applicant to change this to a traffic study. Mr. Ruccello stated this would need to be a City project, it should not come from NIP. Ms. Dwight suggested referring the project to the City Traffic Engineer as it does not qualify as an NIP project. Removed. CW-2 Provide limited access to Dennis the Menace Train. Mr. Krebs stated this is a duplicate project to CW-29. Removed. CW-3 Design and implement Colton Hall ADA upgrades. Ms. Dwight asked for the applicant to narrow the scope of the project. Mr. Krebs stated he would speak with the applicant regarding the scope of the project. Project. CW-4 Old Salinas Highway signing, striping, and lighting. Project. CW-5 Purchase and install 5 themed bike racks. Project. CW-6 Design and build a backstop for Jacks Park ballfield. Project. CW-7 Replace tennis court lights at Jacks Park. Project. CW-8 Purchase and install whale climbing structure at Monterey Bay Park. Project. CW-9 Replace worn and rotten timber steps along Recreation Trail B. Ms. Alley asked if this was a duplicate of NM-18. Ms. Dwight confirmed they are different sections of the Recreation Trail. Project. CW-10 Sports Center landscape improvements. Project. CW-11 Restore failing 1930s redwood sardine hopper at Shoreline Park. Project. CW-12 Complete ADA walkways in Dennis the Menace Park. Project. CW-13 Foam and Lighthouse landscape improvements. CW-16 Planting of replacement trees around the city. Project. CW-17 Public safety improvements at the Library. Mr. Ruccello confirmed this is the project that just received additional funding. Ms. Dwight asked if this is to be interior or exterior. Inga Waite stated the original idea was for this to be interior, but either is acceptable. Project. CW-23 Create a secured, climate-controlled archival storage room at the Library. Project. CW-24 Convert former staff office adjacent to the community room into a public classroom at the Library. Ms. Dwight asked for the project to be renamed. Ms. Waite renamed the project “Library Learning Lab.” Project. CW-25 Retrofit existing parks with safety lighting to improve security. Mr. Krebs stated this should be security lighting, not safety lighting. Ms. Dwight asked for clarification of which parks and then each neighborhood has the option of adopting that park. Project. CW-26 Improvements to Jacks Ballpark. Mr. Rucello asked if this was a duplicate to CW-21. Mr. Krebs confirmed they are slightly different. Project. Mr. Ruccello stated that this project needs to be more focused. Project. CW-28 Youth Center redesign. Ms. Dwight stated that this project is the first step to determine how to use the Youth Center. Project. CW-29 Dennis the Menace Train improvements. Project. CW-30 Emergency preparedness and implementation at City Centers. Mr. Rucello asked for clarification and whether we want to store combustible products at City Centers. Mr. Krebs stated he will speak with the applicant to see exactly what they need. Mr. Overton suggested separating the project between combustible storage sheds and a roof for the Hilltop CERT container. Project. COMMITTEE MEMBER COMMENTS Julie Engell – No comment. Pat Venza – On 3/22 at the Library, the Monte Vista Neighborhood Association is hosting an event regarding what’s happening in the city with Libby Downey and Tim Barrett. Everyone is invited. Dennis Duke – Good night. Olivia Morgan – Impressive accomplishment and thank you to all involved. Found a new project for next year: the chambers need a new bathroom. Sharon Dwight – The Parks and Recreation Commission said they want to come back and talk to NIP. She asked Mr. Krebs when this meeting will take place. Mr. Krebs responded that he will speak with Kim Bui-Burton and have it set up. Ms. Dwight also thanked staff for the book of project nominations. Richard Ruccello – He appreciated the binding of the project nominations. He stated we’ve hit an important milestone: we passed $60,000,000 last year. Dave Overton – He apologized that he had to miss last meeting, but he’ll be here from now on. Jayme Fields – No comment. Merrily Alley – No comment. Henry Smith – No comment. Tom DiMaggio – He commented that a third of the projects are citywide and he thought we were trying to have a few high priority citywide projects and more neighborhood projects.
