Staff Members Jeff Krebs, Sara Myers, Louie Marcuzzo Present: CALL TO ORDER NIP Staff Coordinator Jeff Krebs called the meeting to order at 6:33 p.m. ROLL CALL Twelve neighborhoods were represented with Oak Grove arriving at 6:56 p.m. and Alta Mesa and Fishermen’s Flats unrepresented. APPROVAL OF MINUTES No minutes were available for approval. PUBLIC COMMENTS Mr. Krebs opened Public Comments for items not on the agenda. Seeing none, Mr. Krebs closed Public Comments. INFORMATIONAL REPORTS & STAFF COMMENTS 1. Purpose of Follow-Up Meeting Mr. Krebs explained the purpose of the meeting. He advised that this is the first of two public comment meetings. NIP INFORMATIONAL REPORTS 2. NIP Spokesperson Reports Ms. Venza stated she went to the Parks and Recreation Study Session and they reviewed the 39 park-related projects. She advised of the following comments from the Parks and Recreation Commission:  Neighborhood Improvement Program Committee Minutes Thursday, April 14, 2016 NM20 – Ms. Venza stated that they are waiting for their Park Master Plan update and they want to involve the neighborhood for the best use of the center. OT1 – Ms. Venza stated that they did not believe this would go to the school board in time. VDM2 – Ms. Venza advised that the Parks and Recreation Commission acknowledged that it is their decision how to use the parks. Cindy Vieira presented the calendar of how the park is currently used. CW12 – Ms. Venza stated that the Parks and Recreation Commission supported this project because they do not want to lose the grant funding that has already been received. PUBLIC APPEARANCE 3. Project Follow-up Discussion and Public Input (Aguajito Oaks -- New Monterey Neighborhoods) AM-2 No comment. AM Greenbelt Maintenance AM-3 Ms. Dwight explained that the area is about halfway down the street Iris Canyon towards Fremont. Parking Mitigation AM-4 Ms Dwight stated there are specific areas where people have either Lagunita dug holes or eliminated vegetation for camping. Ms. Hintze asked Mirada Park what will discourage them from just doing it again. Mr. Krebs Groundcover advised that they will be less hidden. Mr. Duke asked if there was electricity to have motion lights. Mr. Marcuzzo stated it is over the fence. Mr. Krebs said he will look into something like that. COK-1 Mr. Ruccello presented a petition from every resident on the street. Stuart Ave. He clarified that this is just for the study and not construction. Street Closure Study Douglas Flaherty stated he’s lived on Stuart for 40 years. There are nine families who live there and want to alleviate traffic caused by the airport. Ms. Dwight stated she spoke with Rich Deal and he said that this study is the next essential step on the way to improvement. COK-2 No comment. COK Reforestation COK-3 Mr. Ruccello stated this has been reduced from $30,000. Ms. Dwight stated it’s a North Fremont $400,000 project. If NIP funds $100,000, CIP will fund $100,000 and Traffic Signal the grant will be $200,000. Adaptive System Peter Watson-Graff asked how this affects Seaside. Mr. Ruccello stated he talked to the traffic engineer and Seaside has a different speed limit. The goal is to work with Seaside and Caltrans to get it all to work together. DF-1 Mr. Overton stated this has changed from the original submittal. Mr. Elk Run & Deer Krebs stated that he sees it as safety, but it follows the current traffic Forest Drive control plan. It’s been redesigned so the estimate will come down. Bulbouts Mr. Overton advised that this is the number one priority for the neighborhood. DF-2 Mr. Overton stated he will want this broken down even more. Mule Deer Way Drainage & Surface Repair DMG-1 Tammy Davies spoke in support of the project. It is in front of her Hannon Storm driveway at 320 Hannon. It is a safety hazard for children in the Drain neighborhood. DMG-2 Mr. Watson-Graff stated that Lily Palmer would come to every single Virgin and meeting asking when the Virgin/Grant roundabout would be built and Grant Memorial she died the year it was built. The project is just a little sign saying Sign “Lily Palmer Traffic Calmer.” The Palmers have lived there for 80 years. Mr. Flaherty offered to help if they need help with the design. DMG-3 Marcia Renzullo stated she lives on 300 block of English Ave. and is English Ave strongly in favor of this. As an avid walker/biker/dog walker, it is a 200-300 Block big safety issue for her. Sidewalk, Curb, and Gutter Ms. Fields brought up the loss of parking. Ms. Alley stated that Project - Phase everyone supports it because of safety. Almost every house has off- II street parking. Ms. Venza asked if every single neighbor supports it. Ms. Alley said yes. Mr. Krebs advised that they held a community meeting. Mr. Watson-Graff asked if they had abandoned the issue of making English one-way. Ms. Dwight stated the City Council would have to change the traffic circulation plan. DMG-4 Ms. Alley stated that the neighborhood does have a traffic calming DMG Traffic plan already. There are still 3 projects that have not been built yet. Study She stated there is strong support for this project, especially because of In N Out. The neighborhood is concerned about cutthrough traffic. Ms. Dwight stated we are halfway through a traffic study plan we have already paid for. We’ve already identified places to improve traffic flow. Mr. Watson-Graff stated that since the study was done, Safeway moved and In N Out came in. Everything is completely different now. DT-1 Mr. Krebs stated this is phase 1 of about 5 phases. Ms. Dwight Hartnell Gulch stated they indicated at their public meeting that they would be Stream happy to take any amount of money. Restoration DT-2 Removed. Jack's Park Irrigation FF-1 No comment. FF Greenbelt Fire Fuel Reduction FF-2 Ms. Dwight asked why the estimate is so high. Mr. Krebs stated it is Marsala and to bulb out, not have to repave the fancy driveway, and avoid the Via Isola tree. Sidewalk Infill and Curb Repairs FF-3 Sandy Palozollo stated that everyone except one person wants a Via Marettimo streetlight at the end of the greenbelt. The City has made a trail out Streetlight of the greenbelt and it would be a great place to light it up. FF-4 Mr. Krebs stated he will reduce the cost because the play equipment FF Park will not be removed. Ms. Palozollo stated the equipment looks like it Landscape is brand new. Improvement Ms. Dwight asked to change the name to remove Play Equipment. GW-1 Roger Eisle stated he lives at Ocean Forest across from the Glenwood stadium. People drive down and there is nothing to stop them from Crosswalk, driving quickly. If there were a crosswalk there, it would give drivers Lights a heads up. Ms. Dwight asked how many parking spaces we would lose. She stated this was not voted on last year because there was no light. The flashing triangles are another way that the vehicles are notified. It would be nice to bring the price down, but it should still include flashing lights and the street lights. MV-1 Ms. Venza stated that Monterey Vista sent out a survey to their Via Paraiso entire neighborhood to prioritize. Tennis Courts Pickleball Jay Zwagerman described pickleball and spoke in support of the Striping project. MV-2 Ms. Venza advised that the submitter has sent a letter in support Pacific Street and she will email to the committee. It is the neighborhood’s number Sidewalk one priority. Repair Phase II MV-4 Dan Albert thanked the NIP committee for past projects. He stated Pacific that this is really the entrance into Monterey coming down Pacific. Street/Monterey There are two drainage problems. Benches Ms. Dwight stated she would like to receive additional funding from CIP for curb and gutter repair. Vicki Williams spoke in support of the project. MV-5 Removed. Safety Improvements Via Paraiso/Via Gayuba MV-6 Kimberly Peake spoke in support of the project. She provided 55 Via Gayuba signatures in support. Joseph Ashby, principal from Monte Vista Midblock School, appeared in support. Mr. Ashby stated that more kids would Crosswalk walk to school if it was safer to walk to school. RRFB MV-7 No comment. Cuesta Vista Dr./Toyon Dr. Greenbelt Fire and Fuel Reduction MV-8 No comment. Via Ventura/Via Descanso Greenbelt Fire and Fuel Reduction MV-9 Barbara Moore provided photographs of the drainage problem. They Soledad were taken by Ms. Venza a few days after some rain. There is no Drainage swale so the water stays there and is stagnant. Improvement Carol Jones stated she lives up the hill from the issue. She saw that part of the area has been improved and was surprised that nothing else was done. She stated that the standing water in the photos was there for months. MV-10 Charles Martin explained the project and why he submitted it. Pacific Street Steven Childers, Leonard Hahn, and Luke Martin spoke in support Slope of the project. Stabilization NM-3 Ms. Dwight stated there is no support for this project. Newton 500 Sidewalk Widening NM-5 Ms. Dwight confirmed that she has spoken to staff and the project is Lighthouse being rescoped so that no parking spaces will be lost. Bicycle Racks NM-6 Bonnie Adams, Cannery Row Business Improvement District Aeneas Bridge President, spoke in support of the project. Restoration NM-7 Ms. Dwight advised that this project is similar to COK-4. Adaptive Signal System NM-8 Ms. Dwight advised that this is New Monterey’s number one priority. Scholze Park Wall Phase II NM-9 Ms. Dwight asked for the price to be reduced because this is only 3 Hilltop Park light fixtures now. Center Lights (N Side) NM-10 Ms. Dwight advised that this project is for better, more energy Archer Park efficient lighting. Security Lights NM-11 Luke Westerlund spoke in support of the project. He stated he has Devisadero wanted to do the work himself, but was told he could only put in Lobos Drainage pavers. He cannot put pavers in because the gutter is too watshed out. NM-12 Ms. Dwight advised that this project has been combined with NM-11. Lobos 700 Drainage (East Side Only) NM-13 Ms. Dwight stated they like Mr. Marcuzzo’s photo of potential Scholze Park equipment. Exercise Stations (3) NM-14 Ms. Dwight stated that this project will repair the walkway that was Irving D G Walk disturbed by trees. Repair NM-15 Ms. Dwight advised that this should be between $3,000 and $7000. New Monterey Street Name Signs Phase II NM-16 Ms. Dwight advised that the project name has been changed. San Carlos Beach 'Sardine Can' Repair/Signs NM-17 Ms. Dwight stated that the handrail has been removed from the Hilltop Park scope. Retaining (Jessie Walk) NM-18 Mr. Krebs advised that this section of the Rec Trail is Rec Trail B, Rec Trail A not Rec Trail A. Therefore, the project is renamed “Rec Trail B Replace Stairs Replace Stairs.” NM-19 Ms. Dwight stated that this will make parking spaces ADA compliant. Scholze Park Parking Lot ADA Upgrade NM-20 Ms. Dwight stated that they would like to have public meetings to Neighborhood Improvement Program Committee Meeting Minutes Thursday, April 14, 2016 6 Neighborhood Improvement Program Committee Minutes Thursday, April 14, 2016 Hilltop Park see what the neighborhood wants the center to be. Center Plan Study, Phase 1 NM-21 Ms. Dwight advised that this project has 100% support from the Laine 300 Block neighbors. Street Widening COMMITTEE MEMBER COMMENTS Committee members had no comments. NEXT MEETING April 21, 2016 - 7:00 p.m. - Council Chamber. Mr. Krebs advised that Council Chambers have become available for the next meeting. The meeting will take place in the Council Chambers instead of at the Youth Center as previously scheduled. Ms. Myers advised she will send out an email with the change in location.
