APPROVAL OF MINUTES 1. March 31, 2016 Tom Rowley made a motion to approve the minutes as amended. Sharon Dwight seconded the motion. The motion was approved by the twelve neighborhoods represented. April 7, 2016 Rick Heuer made a motion to approve the minutes as amended. Mike Brassfield seconded the motion. The motion was approved by the twelve neighborhoods represented. April 14, 2016 Sharon Dwight made a motion to approve the minutes as amended. Dennis Duke seconded the motion. The motion was approved by the twelve neighborhoods represented. April 21, 2016 Rick Heuer made a motion to approve the minutes as amended. Dennis Duke seconded the motion. The motion was approved by the twelve neighborhoods represented.  Neighborhood Improvement Program Committee Minutes Thursday, June 30, 2016 April 27, 2016 Dennis Duke made a motion to approve the minutes as submitted. Rick Heuer seconded the motion. The motion was approved by the twelve neighborhoods represented. PUBLIC COMMENTS Mr. Krebs opened public comments for items not on the agenda. Tom Reeves commented that the videos and project descriptions are not posted online and they are a useful tool for the public. Nina Beatty spoke regarding the Zoning Administrator’s decision to approve a cell phone tower. Seeing no further comments, Mr. Krebs closed public comments. INFORMATIONAL REPORTS & STAFF COMMENTS Mr. Krebs had no comment. NIP INFORMATIONAL REPORTS 2. NIP Spokesperson Reports Mr. Heuer advised that he will provide updates on the City Council meeting comments as the committee discusses the two projects that the Council did not approve. Ms. Dwight advised that she attended the Parks and Recreation Commission meeting. They continued the Montecito Basketball Court to the July meeting and the Parks and Recreation Master Plan will be discussed at the July meeting as well. She explained that it is a much more general plan, but if anyone has concerns, they should be brought up at the July meeting. PUBLIC APPEARANCE 3. Rescope Approved El Dorado Traffic Calming Phase II Mr. Krebs presented the original project scope and introduced Alta Mesa HOA President Mike Dawson to explain the revised scope. Mr. Dawson advised that the original project was a roundabout and it was never built because part of the neighborhood did not want it to be built. With the revised location of El Dorado and Via Mirada, the neighborhood has received support from everyone abutting the project. Mr. Heuer advised that the project is moving away from a contentious area and it will drastically improve the safety of the intersection. Ms. Dwight asked for clarification regarding the cost estimate and whether the rescope includes just the median or the median and the other intersection changes. Mr. Krebs clarified that both aspects are being rescoped, regardless of how the project will be awarded. Ms. Fields asked if Traffic Engineering has provided any input. Mr. Krebs responded that this is included in their overall traffic plan. Seeing none, he closed public comment. Sharon Dwight made a motion that the NIP committee recommend that the City Council rescope the El Dorado Traffic Calming Ph II Project. Tom Rowley seconded the motion. The motion was approved by the twelve neighborhoods represented. 4. Rescope Recommended Ferrante Park Design Study (VDM-2) Mr. Heuer advised of the City Council discussion regarding the proposed project. He stated that Councilmember Smith said he would rather see money go into the park than spend money on a study. Mr. Heuer advised that there was an emphasis from the Council that the field remains mixed-use. Mr. Krebs added that the Council would like the rescoped project to go back to the Parks and Recreation Commission before returning to Council. Mr. Krebs presented the proposed project description along with additional language from the submitter, Katrina Hintze. Mr. Krebs showed that Ms. Hintze had added “Any remaining funding could be put to use making those improvements toward making the field mult-use identified by the study.” Ms. Dwight advised that Ms. Hintze wanted to state that she did not want to get rid of baseball. She also wanted to include that any remaining funds will be put into implementation. Mr. Krebs opened public comment. Dennis (Mike) Ihmit advised that he lives across the street from 3rd base at Ferrante Park and the people who live around the park do not want to see any change in the park. He agreed that the money should be used for improvements to the park, not changes. Seeing no further comments, Mr. Krebs closed public comment. Ms. Venza asked about support for the project at the time it was proposed. Mr. Overton responded that there was a lot of discussion during the voting process from people who wanted to keep the park a ballfield. Ms. Venza asked if any support had been submitted and Mr. Krebs said no. Ms. Venza stated that in the future, we need to ask for neighborhood support at the time. Ms. Dwight recalled asking her that question and Ms. Hintze had stated that the project that had support was to remove baseball, which was the other project (VDM-3). Rick Heuer made a motion to approve the rescoped project description of “Determine how Ferrante Park could be best configured to meet the needs of most residents of Villa del Monte and Monterey. Understand how many use it now and who they are, work with the residents to determine what they would use in a park, and provide a park design that is multiuse and includes baseball. Any remaining funding could be put to use making those improvements toward making the field multiuse identified by the study.” Sharon Dwight seconded the motion. The motion was approved by the twelve neighborhoods represented. 5. Rescope Recommended Dennis the Menace Caboose (CW-38) Mr. Heuer advised that the City Council was less decisive regarding this project, though Neighborhood Improvement Program Committee Meeting Minutes Thursday, June 30, 2016 3  Neighborhood Improvement Program Committee Minutes Thursday, June 30, 2016 the biggest issue for them was the cost of the project. There was also discussion about the need for an overall park plan first. He added that there was a comment that adding a caboose would make the train too big for the park. Ms. Dwight added that the Parks and Recreation Commission is unanimous in their desire to keep the train in the park and they support having access to the train. Mr. Krebs presented the proposed change in scope from the submitter, Tom Reeves. Mr. Reeves explained that there are options regarding the cost of the project. He suggested capping the project as “not-to-exceed $290,000.” Ms. Fields commented that the scope proposed in the original submission was clear. This change in scope will compromise the project even further away from what children will want. A reduction of cost is still an expensive project that will not allow children to play on the train. Ms. Dwight stated that the Parks and Recreation Commission has talked about upgrading the park plan before the train, but it would take five years if they had the money. As for the revised scope, she suggested explaining the train experience which would involve a caboose or simulated caboose and a simulated train station. The description does not need to say how long the train is. Ms. Venza stated that if we do not purchase pre-made, ADA-approved play equipment, the Parks and Recreation Commission has concerns that it could be a safety hazard. Mr. Reeves insisted that the caboose would be ADA compliant because it will be a room, it will not be a plastic play structure. Ms. Engell asked to clarify Ms. Dwight’s proposed language. Ms. Dwight suggested keeping the cost of the project at $370,000 and adding language along the lines of “Code compliant caboose or simulated caboose behind the locomotive and ADA roofed platform station which may or may not include the tender or some modification of it.” Mr. Heuer asked if the applicant was alright with this modification. Mr. Reeves said yes, but he suggested lowering the price. Sharon Dwight made a motion to approve the rescoped project description of “Code compliant caboose or simulated caboose behind the locomotive and ADA roofed platform station which may or may not include the tender or some modification of it.” Tom Rowley seconded the motion. The motion was approved by eleven of the neighborhoods represented with Pat Venza of Monterey Vista opposed. Mr. Overton left the meeting at 8:50. 6. Discuss Proposed Policies and Procedures Manual Revisions from Policies and Procedures Subcommittee Mr. Krebs advised that this can only be a discussion, but no vote due to the way it was noticed. Ms. Dwight stated that the subcommittee would like to ask for any additional issues for the subcommittee to refine/reconsider to bring back to the full committee at the next meeting. Mr. Heuer advised that it has to be a public hearing. Ms. Dwight stated that she would like to address public comment during voting. There are two meetings designed for public comment and it would be nice if there was a way to close public comment to reduce repetitive comments. If public comments could be closed, then voting night could be much more efficient. Mr. Duke suggested looking into whether voting night could be a closed session. Mr. Brassfield asked for a difference between fuel reduction projects and beach cleaning projects. He stated it appears to be inconsistent that fuel reduction is allowed, but beach cleaning Is not. Ms. Venza suggested adding language that would allow a change in base allocation. The $7.50 per capita has previously been changed, but the manual does not provide the mechanism for change. Ms. Fields asked to not print the manual again for the next meeting. COMMITTEE MEMBER COMMENTS Merrily Alley thanked everyone for all the projects in her neighborhood in the last few months. Rick Heuer advised that the American Medical Association has come out with a medical warning for LED street lights. Pat Venza advised that Mr. Jannasch passed out a flyer from Ariana Green at TAMC regarding the Holman Highway Roundabout. Dennis Duke stated that it’s been a fun meeting and advised people to wear a helmet when riding a bike. Sharon Dwight thanked Sara for the minutes and Jeff for the projects being built. She requested a list of closed projects be given to the committee. Julie Engell, Tom Rowley, Mike Brassfield, Jayme Fields, Olivia Morgan, and April Harrison had no comment. Mr. Krebs advised that Hank Smith passed away last week. NEXT MEETING Monday, July 18, 2016 at 7:00 p.m. in Council Chambers.
