Staff Members Jeff Krebs, Sara Myers, Louie Marcuzzo, Steve Wittry Present: CALL TO ORDER NIP Staff Coordinator Jeff Krebs called the meeting to order at 7:01p.m. ROLL CALL Twelve neighborhoods were represented with Deer Flats and Oak Grove unrepresented. APPROVAL OF MINUTES 1. February 17, 2017 Sharon Dwight made a motion to approve the minutes as submitted. Merrily Alley seconded the motion. The motion was approved by the twelve neighborhoods present. PUBLIC COMMENTS Mr. Krebs opened public comment. Nina Beatty stated that she sent a letter to the neighborhood associations last year regarding cell phone towers. Seeing no further comments, Mr. Krebs closed public comment. INFORMATIONAL REPORTS & STAFF COMMENTS 2. Purpose of Meeting Mr. Krebs explained the purpose of the meeting. He stated that we received approximately 100 projects in Febrary and tonight will review the estimates for neighborhoods A-M. 3. Van Tour Projects Due to Jeff Krebs, Engineering Office Ms. Myers provided a signup sheet.  Neighborhood Improvement Program Committee Minutes Thursday, March 30, 2017 NIP INFORMATIONAL REPORTS 4. NIP Spokesperson Reports Mr. Heuer stated that he attended the City Council meeting to review the NIP proposals. He advised that Council discussed having the pickleball court project work like the basketball court and they will need to find their own location. Councilman Barrett was in favor of projects that help the most people and strongly supported the Scholze Park ADA project. Councilman Haffa supported the dog park, the restroom, and the North Fremont Project. Mayor Roberson supported the replanting projects and Councilman Albert agreed. Ms. Dwight advised that the Parks and Recreation Commission did not have a quorum and their next meeting will not take place until April 20th. They will also have a special meeting to discuss pickleball on the 25th. PUBLIC APPEARANCE 5. Recommend City Council Authorize a Supplemental Appropriation for the Fire Station One Exhaust Extractor Project Mr. Krebs introduced the project and rescope history. He advised that an additional $15,129 is required to fund all three fire stations. Mr. Duke spoke in favor. Mr. Krebs opened to the public. Seeing none, he closed public comment. Rick Heuer made a motion to recommend that the City Council authorize a supplemental appropriate of $15,129 for the Fire Station One Exhaust Extractor Project from NIP Contingency. Dennis Duke seconded the motion. The motion was approved by the twelve neighborhoods present. 6. Project Review: Aguajito Oaks - Monterey Vista AM-3 Mr. Heuer commented that this is used as a path to MPC for a Lagunita Mirada safer cutthrough. Ms. Dwight asked how many vehicles will be Pathway driving on it. Mr. Heuer confirmed that it is used very Improvement infrequently. Mr. Krebs confirmed it is twice a year, but it is stabilized under the DG. AM-5 Mr. Heuer stated it’s an ongoing project. What is considered AM Greenbelt Don Dahvee is much more than people are aware of. Maintenance AM-8 Mr. Heuer stated it is a needed work, but it not high on their Iris Canyon Creek neighborhood’s priority list. We funded $250,000 a few years Restoration Ph II ago to help and the project just keeps going. Ms. Dwight stated that the first $250,000 was supposed to be for design and then remaining money would be used for implementation. The total price doesn’t matter for the whole package; it should be phased. Mr. Heuer stated it shouldn’t be an NIP project as it is not affecting anyone in the neighborhood. Ms. Dwight suggested looking for matching funds from grants. Neighborhood Improvement Program Committee Meeting Minutes Thursday, March 30, 2017 2 Neighborhood Improvement Program Committee Minutes Thursday, March 30, 2017 Tom Reeves applauded staff for the idea of this project and suggested it be retooled in such a way that it is a palatable project. He stated he’s put out feelers to an organization for matching funds as a wetlands restoration project. COK-1 Mr. Krebs confirmed this is in the traffic calming plan. Mr. Stuart Ave Street Brassfield stated that during a meeting on Stuart to discuss this Closure project, someone drove up to the barricade and moved the barricade to drive through. The difficulty is that there are two parties who need to sign to allow the project to move forward. Doug Flaherty, George Rector, Maria Flaherty, and Maggie Tharp spoke in support of the project. COK-2 Mr. Krebs stated he received 5 letters of support. Mr. Brassfield COK Park Play stated this is one of the most highly used parks in the city. This Equipment project has a lot of support. Replacement Ms. Fields asked for a comparison between equipment that’s here and what will be going in. Ms. Morgan asked how accessible the play equipment needs to be. Mr. Marcuzzo stated he believes it’s only some of the equipment needs to be ADA accessible for the kids. Ms. Dwight asked about the ADA path. Mr. Krebs stated he will provide a sketch. DMB-1 Ms. Fields stated that this is the only common place in the Spray Ave Tot Lot neighborhood. The idea was to get a little shade around the one Gazebo & Seating picnic table. Mr. Krebs confirmed that if they are doing an improvement that will invite people in, the ADA will need to be done. DMG-1 Mr. Krebs said this is the third phase of this project. Design has English 200-300 been completed. Ms. Alley stated this is a really important s/w, c/g Ph III project for the neighborhood. Ms. Fields asked if it would be helpful to approve this now and build phase 2 and phase 3 at the same time. Mr. Krebs stated that if this is funded, it probably would be bid with phase 2. DMG-2 Ms. Alley stated that this gets a lot of use. Ms. Dwight confirmed Laguna Grande Pk this will need regional parks approval. Mr. Krebs agreed and Volleyball Ct said he will apply for partial grant funding in September, too. Resurfacing DMG-3 Ms. Alley stated this will have to go to Parks and Recreation Laguna Grande Pk Commission because there is a master plan and this does not Path & Benches comply with their master plan. The master plan was to have a scenic park for the wildlife and minimize the amount of pathways. Mr. Krebs stated that this area is not the natural reserve. In the EIR, this is a play area. Ms. Dwight stated this is absolutely intended to be a natural reserve. DMG-5 Ms. Alley stated she is unsure of the intent for this project. Mr. DMG-LG Krebs explained that they are looking for something like the Revitalization revitalization plan that was done in VDM. Mr. Krebs stated that we will reach out to the proponent and try to get them to come. Ms. Fields stated that this neighborhood has a master plan for traffic flow and that’s not done yet. Those improvements should be done first. Mr. Brassfield stated that this could be a roadmap for where the neighborhood should go. Mr. Mucha stated that the VDM plan gave a blueprint for other neighborhoods to follow. DT-1 Mr. Krebs stated that this is a vague project; there’s no idea Calle Principal what type of art. Ms. Dwight asked if this should go through Garage Public Art Cultural Arts. Mr. Krebs stated it will if it becomes a project. Mr. Brassfield stated that some cities are giving areas like this to students. Ms. Dwight suggested the high school. Mr. Heuer mentioned the youth art’s directive. Mr. Krebs stated he can discuss with the proponent. FF-1 Mr. Pagnillo stated this is a continual project for fire safety. Ms. FF Greenbelt Dwight stated there is greenbelt between FF and DF and some Maintenance of this is not public. We will need to make sure this is just the public land. Mr. Krebs stated that the HOA maintains the private land, this is just for the city greenbelt. FF-2 Mr. Pagnillo stated that Mr. Rowley is working with the Via Isola Radar neighborhood to find a property owner to agree. Speed Signs (2) FF-3 Mr. Krebs explained that this project was submitted last year Via Marettimo but wasn’t approved. Mr. Pagnillo stated that Tom Rowley is still Streetlight working with the one homeowner who doesn’t want it. FF-4 Mr. Pagnillo stated that even with a light rain, the bottom half of FF Park Trees & that park is completely unusable. Ms. Dwight asked if this was Landscaping Ph I previous project. Mr. Krebs stated it was not funded. Ms. Venza asked if this could be split into two projects to increase likelihood of funding. Ms. Dwight asked Louie if parks crew could trim the trees. Mr. Marcuzzo stated that they usually do. Ms. Fields stated that she’d like to hear from the neighborhood if they want the trees removed. FF-5 Mr. Krebs stated we have not yet dealt with Caltrans. It’s not Josselyn Cyn/SR 68 wide enough to meet Caltrans requirements. There could be up Catch Basin to 6 trees in that bank that would have to be removed. Ms. Relocation Dwight confirmed this is just one catch basin. GW-1 Ms. Whitney asked what is making the price so high. Mr. Krebs Glenwood 200/201 stated he’s using his current market prices. Rapid Flash Beacon (RRFB) MV-1 Ms. Dwight asked how long the block is. Mr. Krebs said it’s Via Gayuba 100 about 1,200 feet. He stated it can probably be combined with Block Repaving Measure P. Because it is reconstructing the street, he has to redo the curb returns. Ms. Venza stated that the applicant has passed away. There aren’t very many houses on the street, so she will do the surveying. Mr. Jannasch stated this was a project last year and signatures were collected and everyone was in support at that point. MV-2 Mr. Krebs confirmed there is a 10ft easement. Mr. Jannasch Cielo Vista Pl 6-8 confirmed that he has talked to both homeowners. Drainage Improv Neighborhood Improvement Program Committee Meeting Minutes Thursday, March 30, 2017 4 Neighborhood Improvement Program Committee Minutes Thursday, March 30, 2017 MV-3 Mr. Krebs stated he’s talked to Traffic Engineering about going Soledad Dr after a grant application. Ms. Venza stated she’s talked to the Walkway and applicant, but she’s not sure if the neighbors support it. Ms. Parking Upgrade Dwight stated that Rich Deal made it clear that the parking has to stay on the street. Mr. Jannasch stated that the proponent has gotten tickets and his main goal would be to not get tickets in front of his house. MV-4 Mr. Krebs explained that the increased cost is due to Pacific (Via Buena stormwater requirements. Mr. Heuer asked if the water Vista to Via Arboles) treatment is a new requirement. Mr. Krebs stated there’s a joint s/w powers agency that determines state laws for what is an exempt project and what’s not. Ms. Venza stated that this would finish up the last section of Pacific. MV-5 Mr. Krebs stated that there are requests for resurfacing at all Via Paraiso Park city tennis courts. Ms. Fields asked for prioritization. Mr. Tennis Court Marcuzzo stated that Hilltop wears out the fastest. Resurfacing Ms. Dwight asked if the pickleball lines would go away with resurfacing. Mr. Marcuzzo stated there is still budget to stripe another court as pickleball. MV-6 Mr. Krebs confirmed this will only be done in the ravine Ave easement. Maria/Bartolomea Wy Creek Tree Maint MV-7 Ms. Alley asked what would happen with parking. Ms. Harrison Pacific St Widening confirmed there’s no parking. Ms. Dwight asked if this is in the & Bike Lanes bike plan. Mr. Krebs confirmed that it is. (Grove to Alameda) MV-8 Mr. Krebs stated we will need surveying. San Bernabe SW Upgrade (Via Ventura to Bartolomea Wy) MV-9 Mr. Krebs stated that the school district has raised $30,000. Mr. Colton School Heuer asked how the public can use this. Mr. Krebs stated he’ll Library Upgrade need to make sure this is open after hours. Mr. Krebs explained that the project has moved from Colton to Monte Vista. MV-11 Mr. Krebs stated this has been revised to find a place. Ms. Vet's Pk Pickleball Fields stated that we need a defined amount for this. Mr. Krebs Complex (6 Ct) stated he would do this like with the outdoor lighted basketball court. MV-12 Mr. Krebs stated that the project has been revised to investigate MV Storm Water for subsurface water flow. Mr. Jannasch stated that his System Plan impression from the applicant wants to do a survey of the entire neighborhood. Ms. Dwight suggested a master plan. MV-13 Mr. Jannasch advised that this could be considered traffic Via Del Rey Curb calming. Three cars have been sideswiped by speeding cars from Vets Pk to Via coming down the hill. Ms. Dwight asked about Via Chiquita Neighborhood Improvement Program Committee Meeting Minutes Thursday, March 30, 2017 5 Neighborhood Improvement Program Committee Minutes Thursday, March 30, 2017 Del Pinar improvements. Mr. Krebs stated they’ve been built on Via Chiquita. MV-14 Ms. Venza stated that she proposed the project because above Soledad Dr/Soledad this location, the whole corner fell in. The idea was to find an Pl Replace inexpensive fix to put in a decent retaining wall to hold that Retaining Wall & corner. Mr. Krebs said he used prices we just got for repairs. Walkway Mr. Duke asked if the corner would be widened. Mr. Krebs stated the corner will be held, but the other side of the street can be widened. MV-15 Ms. Dwight stated she loved the DG here and would hate to see Martin St/Via concrete. Ms. Venza responded that there are now 100 kids Gayuba Walkway that walk this pathway. Kids are currently walking in mud. Upgrade MV-16 Mr. Heuer asked if there needed to be ADA access. Mr. Krebs Via Paraiso Park confirmed there is ADA access on the other side. Ms. Venza Dog Park stated she has over 20 signatures in support. This wasn’t suggested to be a CW dog park, this is for the neighborhood. MV-17 Ms. Dwight stated she spoke with traffic engineer about the Monte stop sign in the original application. He put in a work order for a Vista/Soledad Street stop sign. Name Sign, Monte Vista/Mar Vista Stop Mr. Brassfield stated that people are frustrated with the quality Sign & Street of their street signs and they’re using NIP as recourse. Mr. Markings Heuer stated this is maintenance. These projects should not be NIP projects. MV-19 Ms. Alley stated this should be maintenance. Mr. Jannasch MV Street Markings stated he worked with Rich Deal for this project. Mar Vista has (Via Del Rey, Lower been striped and it narrowed the street and gets cars to slow Herrmann, Martin, down. It’s traffic calming. Jerry Holden and Jay Zwaggerman spoke in support of the project. MV-22 Mr. Jannasch stated he talked to the proponent and she just Via Paraiso Gutter wants a little swale. Mike Brassfield asked if the basketball court at Via Paraiso is regulation size and wanted to know if it is being underutilized. Rick Heuer stated that we have seen increased costs due to archaeological and ADA requirements, but they will be much higher with water treatment requirements. Dennis Duke advised that there was a Finance Subcommittee meeting last week regarding project complexity and Mr. Krebs and Mr. Wittry have come up with a system to alter the contingency based on the complexity of the project. Sharon Dwight asked how we can limit public comment during this review meeting. April Harrison said she would like to see NIP get back to the little, simple projects that they used to do. Harry Mucha said that he is impressed with the brainpower of this committee and staff. Jayme Field, Richard Pagnillo, Merrily Alley, Pat Venza, and Lee Whitney had no comment.
