ROLL CALL Twelve neighborhoods were represented with Deer Flats and Oak Grove unrepresented. APPROVAL OF MINUTES No minutes were available for approval. PUBLIC COMMENTS Mr. Krebs opened public comment. Seeing none, he closed public comment. INFORMATIONAL REPORTS & STAFF COMMENTS 1. Purpose of Meeting Mr. Krebs introduced Steve Wittry to discuss CIP and NIP finances. Mr. Wittry explained that the City’s finance department is estimating $4.1 million for NIP this year and $1.4 million for CIP. Mr. Wittry explained that Measure X has passed, but there has not been a determination for where that money is going. Mr. Rowley stated he met with TAMC and they stated that the cities still need to put money into their infrastructure. The Measure X money will be in addition to what they’re already spending. 2. April 13, 2017 Van Tour and Potluck Meeting Preparation Ms. Myers passed around a signup sheet for the pot luck. NIP INFORMATIONAL REPORTS 3. NIP Spokesperson Reports Mr. Heuer presented a comment from Mayor Roberson regarding tree planting possibly being determined as maintenance.  Neighborhood Improvement Program Committee Minutes Thursday, April 6, 2017 PUBLIC APPEARANCE 4. Project Review (New Monterey through Villa Del Monte and Citywide) NM-1 Ms. Dwight advised that they are still getting responses back Cypress 500 SW from property owners. Widening NM-2 Ms. Dwight stated that this project was proposed last year but Devisadero700 not funded. She emphasized the need and desire for the Drainage Swale project. NM-4 Ms. Dwight stated that the court is uneven. Hilltop Park Tennis Court Resurfacing NM-5 Mr. Krebs noted that the estimate increased. Mr. Heuer asked Hilltop Park Tot Lot if the fence could just be repainted and Mr. Marcuzzo Fence Replacement responded that the fence is spaced too far apart. NM-6 Mr. Krebs advised that the project has been split in two. Ms. Pine 800 Crown Dwight asked to bring the cost down as the neighborhood has Removal, Curbs & made this a priority, but the cost is too high. Drainage Tom Reeves spoke in support of the project. NM-7 Removed by applicant. Scholze Park Tot Play Equipment NM-8 Mr. Wittry advised that there will be a CIP to implement a NM Street Name citywide street name program. Ms. Dwight stated that the plan Signs III for this project is to start with arterials first. NM-9 Ms. Dwight advised that the estimate for this project grows Scholze Park Wall II every year and has a lot of support. NM-10 Ms. Dwight stated that there are roots sticking through the DG. Taylor Walkway Mr. Krebs explained that the challenge is the driveway Repair/Upgrade II crossings. Mr. Heuer asked why this was not included in Measure P. Mr. Wittry responded that this is considered a path and not a sidewalk. Ms. Fields asked why this is being held to sidewalk standards if it is not a sidewalk. Mr. Krebs responded that is a road right of way. Kevin Clement spoke in support of the project. NM-11 Mr. Krebs explained that the price has changed and there is a Belden Drake Open willing seller. Space II Mr. Heuer asked why this is being submitted as a new project when it is just to add additional money to an existing project. Ms. Dwight responded that this has been proposed as a second phase to the project instead of using contingency. NM-12 Ms. Dwight explained that the intersection had 4 accidents last Hawthorne/McClellan year. Mr. Krebs advised that the estimate has increased. Curb Extensions Ms. Fields asked if this is in conflict with the existing traffic calming plan. Ms. Dwight responded that they are not traffic calming devices and is consistent with the area plan. NM-14 Ms. Dwight stated this is the second year that this has been Scholze Park submitted as a standalone project. The price will continue to Parking Lot ADA increase. Ms. Morgan asked how many parking spaces there Upgrade are. Mr. Krebs responded that there are 5 now and it will go down to 4. NM-15 Mr. Krebs stated that he is using current market rates for the Wave/Prescott & bid quantities. Ms. Fields suggested looking for more creative Wave/David options for cheaper. Ms. Dwight suggested finding an Crosswalks acceptable color of the wavy lines so that method can be used. NM-16 Mr. Marcuzzo stated that this court is used often and in need of Cypress Park Tennis some upgrades. Court Resurfacing NM-17 Ms. Dwight stated that everyone supports having a fire boat, Marine Safety but why is NIP being asked to fund this? Mr. Heuer asked why Facility Repairs the Marina Fund cannot pay for this. Mr. Krebs stated it is the Coast Guard Pier so it is outside of the marina. Ms. Dwight asked to move the project to Citywide. OG-1 Ms. Adam asked to move to Citywide. Ms. Dwight stated that El Estero Bridge the City has a general plan to keep that area dark. Mr. Lighting Brassfield stated this project is changing the scope of the park and the Parks and Recreation Commission will need to approve it. OT-1 Mr. Krebs stated that he met with the proponent and explained Planning for the process. Ms. Harrison stated that the proponent will ask to Underground Utilities withdraw the project. SF-1 Mr. Marcuzzo clarified that this project is to clear the dry grass Skyline Forest and brush. Ms. Dwight said that they have previously funded Greenbelt fuel $25,000/year for these projects and asked if $50,000 could be reduction spent. Mr. Marcuzzo responded that Skyline has had $50,000 for the last three years and it is all used. SF-2 Mr. Duke stressed the importance of this project and stated Skyline Forest that their HOA president has met with Mayor Roberson and Greenbelt Tree stressed the need to put the City’s tree crews back in place. Removal VDM-1 Mr. Krebs asked whether the applicant wanted to revise the Montecito/Casa traffic calming plan or just deal with the issue of large trucks Verde Traffic driving through the neighborhood. Ms. Fields stated that the Calming concerns can be addressed without revising the plan, but the plan was designed to address those concerns. Mr. Krebs agreed that he needed to clarify what the proponent is asking for. He Casa Verde/hwy 1 stated that part of the estimate will include the sloped Underpass embankments and water treatment. Ms. Dwight asked how we Hardscape, Murals can avoid these requirements and Mr. Kerbs stated that the project would need to be under 2,500 square feet. Kala Fossum explained that she proposed this project two years ago and has been working with Caltrans. VDM-3 Mr. Krebs stated that the proponent provided list of street signs VDM Street Name to replace. Sign Replacement VDM-4 Mr. Mucha spoke in support of this project. Mr. Rowley Fire Station 13 suggested moving the project to Citywide. Soundproofing CW-1 Mr. Krebs explained that there was public support for this Themed Bike Racks: project when it went through Council. Rec Trail (2), Mty Bay Pk (2) CW-2 No comment. Great Blue Heron Sculpture Restoration CW-3 Tom Reeves spoke in support of the project. He stated that Recreation Trail there are mud puddles for days after the rain and then Permeable Pavers pedestrians will not walk on the DG. CW-4 Mr. Krebs explained that the cost includes tying into a Mty Bay Pk Lighted secondary box for power. Ms. Fields suggested potentially Sand Volleyball Cts bringing the cost down by only lighting two of the four courts. CW-5 Mr. Heuer asked what happened to the tables that were there. Mty Bay Pk Tables Mr. Marcuzzo explained that they were concrete tables and and Benches they were falling apart. Ms. Dwight asked if this is State Parks or Window on the Bay. CW-7 Mr. Brassfield spoke of the importance of finalizing this project. N Fremont Bike Ms. Dwight asked why this was not already included in the Lanes & ADA grant. Mr. Krebs responded that the grant can only fund certain Upgrades at 5 things. This will supplement the grant. Intersections CW-8 Mr. Krebs stated that this is the first of probably three phases. Monterey Harbor Mr. Heuer stated that we will need the harbormaster’s opinion. Green Seawall Ms. Dwight stated that she spoke with the interim Promenade harbormaster and he is concerned about the seawall and that people are concerned about their privacy and safety. CW-9 Mr. Krebs explained that this is the second year this project Library Learning Lab has been submitted. The Library Board will provide the furniture; this is just for the remodel. CW-11 Ms. Dwight stated that this is not the approved location and it Mty Bay Pk should be farther to the left. Mr. Heuer stated there is no way Restrooms, Ph II to support this project when it sat for a decade because of another commission. Fire Honor Garden CW-13 Mr. Krebs explained that this is a study. Mr. Rowley Presidio Historic emphasized the need to check with the Old Monterey Park Ped Access Foundation. Study CW-14 Mr. Heuer asked why this is one project for two different Dennis the Menace centers. Ms. Dwight explained that they are willing to split it up, Playground & Mty but it was explained that they want to improve the link between Youth Ctr Study, Ph I the Dennis the Menace Park and the Youth Center. CW-16 Ms. Dwight asked if the proponent wants Wifi in the Youth WiFi Coverage at 4 Center if we change the use of the Youth Center. Community Centers CW-17 Mr. Jannasch said that he talked to John Wilkes at Veterans Veterans Park Park and he is requesting this because there are a number of Security Cameras people dealing drugs in the parking lot. Ms. Dwight asked if the Police Department had any input and whether installing CCTV would be violating any civil rights issues. CW-18 Mr. Krebs explained that this project was proposed last year as Jacks Ballpark Infield well and approximately $20,000 of the budget is for ADA. Artificial Turf CW-19 Mr. Heuer pointed out that there is already a trail that NIP Mark Thomas funded. Sidewalk Upgrade CW-20 Ms. Dwight asked if the water truck is included in this cost and Citywide Tree Mr. Krebs said no. Replacement Ph II CW-22 Mr. Heuer advised that NIP has already funded this. Monterey New Dog Park CW-23 Ms. Alley asked if this was included in the North Fremont Ramona Drainage, project and Mr. Krebs responded that the grant did not fund Fremont to storm drain. Edinburgh CW-24 Jeff – need to talk to proponent. Currently working on Stormwater stormwater recovery plan. 18 months out. Infiltration Study CW-25 Mr. Krebs explained that the proposal is just to get the design Del Monte/English approval through Caltrans. Bike & Ped Improv CW-26 Ms. Dwight advised that the Recreation staff has written a staff Don Dahvee Park report stating that they do not support this because the deed Disc Golf Signage restriction says they cannot have any structures on that parcel. CW-27 Ms. Dwight asked if the Parks crew needs this to help with Don Dahvee maintenance and Mr. Marcuzzo replied no. Greenbelt COMMITTEE MEMBER COMMENTS Tom Rowley thanked Kevin Clement and Tom Reeves for participating tonight. He asked if the meeting was a study session, would it still require public comment? He suggested splitting the meeting into four instead of two. Jayme Fields said that it is effective to maintain focus. We need to move through the projects more quickly. Dennis Duke said that he has been studying other cities’ volunteer forestry departments and wants to start one in Monterey. Sharon Dwight said that we work to understand the scope, then do the van tour, and then take public comment. April Harrison asked that NIP gets invited to the opening of Dennis the Menace. Ms. Dwight added that they would like to be invited to any project opening. Harry Mucha asked the total amount proposed this year. Mr. Krebs responded that it’s about $16 million. NEXT MEETING 5.
