APPROVAL OF MINUTES No minutes were available for approval. PUBLIC COMMENTS Tom Reeves thanked everyone for the hard work they do and specifically recognized Ms. Morgan, Mr. Krebs and Ms. Myers. INFORMATIONAL REPORTS & STAFF COMMENTS 1. Purpose of Follow-Up Meeting Mr. Krebs described the purpose of the meeting. 2. Preparation for Project Selection Meeting NIP INFORMATIONAL REPORTS 3. NIP Spokesperson Reports None. PUBLIC APPEARANCE 4. Project Follow-Up Discussion and Public Input (New Monterey-Villa Del Monte and Citywide) Neighborhood Improvement Program Committee Minutes Wednesday, April 19, 2017 NM-1 Mr. Krebs stated that there has been no change to the scope Cypress 500 SW or cost. Ms. Dwight advised that there is a 3’ retaining wall that Widening is included in the estimate, but the project should not require a full 3’. NM-2 Mr. Krebs advised that there is a significant change in the cost. Devisadero700 Ms. Dwight advised that this is the 3rd time this project has Drainage Swale been nominated. NM-4 Mr. Marcuzzo emphasized the need for resurfacing. Hilltop Park Tennis Court Resurfacing NM-5 Mr. Marcuzzo stated that the fence needs to be updated. Hilltop Park Tot Lot Fence Replacement NM-6 Mr. Krebs advised that he met with the proponent and split the Pine 800 Crown project into two alternates. Removal, Curbs & Drainage Tom Reeves explained that he is the proponent for this project and showed photos and video of flood damage. NM-8 Ms. Dwight advised that Jeff Glass suggested doing the NM Street Name arterial streets first and local streets last. She stated that New Signs III Monterey will fund out of base and it will not exceed $5,000. NM-9 Mr. Krebs advised that he reduced the cost by $3,000. Mr. Scholze Park Wall II Rowley asked if there were any matching funds and Mr. Krebs stated he will go to Regional Parks to seek additional funding. Rick Johnson, administrator for New Monterey Business Association, stated they don’t have any money to assist with this project, but he did write a letter in support. NM-10 Mr. Krebs confirmed that he needs to meet the cross slope Taylor Walkway standards, including the driveways. Ms. Dwight emphasized Repair/Upgrade II that this is a walkway and does not meet any standards. Ms. Fields expressed concern about damage to the trees. Mr. Krebs stated that he has spoken to the City Forester and they will do the best they can. NM-11 Mr. Krebs advised that the price has been reduced. Belden Drake Open Space II Dennis Duke made a motion to agendize using the Opportunity Buying Fund to purchase the Belden Drake property. Ms. Alley seconded the motion. Mr. Krebs advised that negotiations have not gone to Council yet. The motion was approved by the twelve neighborhoods present. Sharon confirmed the project is removed. NM-12 Ms. Dwight advised that this intersection had 4 accidents last Hawthorne/McClellan year. It only takes 5 accidents to warrant a stop sign. Curb Extensions Tom Reeves stated he goes through this intersection regularly as a pedestrian and a motorist and supports this project. Mr. Brassfield stated that CONA has bulbouts in several intersections. There are cars that constantly run over the bulbouts. In the last month, there have been about 4 of them. He emphasized the need for visibility. Hawthorne/Irving Curb Extensions Tom Reeves stated that this one is worse than the previous one because there’s the gas station down David. NM-14 Mr. Krebs advised that the price has come down because of Scholze Park the storm water requirements. Merrily asked how many parking Parking Lot ADA spaces would be affected and Mr. Krebs responded that we Upgrade will lose one and only have 4 spaces. NM-15 Mr. Krebs stated that this was designed like the previous Wave/Prescott Cannery Row project that had 4 funding sources. Crosswalks Deanne Brady, Cannery Row Business Association, stated she just got the final number this afternoon and had no idea it would be so high. She stated they would like to modify the request to just Prescott and Wave. NM-16 Mr. Marcuzzo commented on the low price. Cypress Park Tennis Court Resurfacing SF-1 Mr. Krebs stated he has not yet met with the City Forester. Skyline Forest Greenbelt Fuel Jim Cullem, Alice Yaminishi, Kala Fossum, Colleen Sullivan, Reduction George Lober, and Art Pasquinelli spoke in support of the project. SF-2 Mr. Duke stated that this project is more of a concern and Skyline Forest stated the request should be for at least $200,000. Greenbelt Tree Removal Jim Cullem , Mike Brassfield, Tom Reeves, Art Pasquinelli, Alice Yaminishi, Monica Hofmann, and George Lober spoke in support of the project. Ms. Dwight and Mr. Ruccello emphasized the need for the City Council to understand the importance of the greenbelt tree removal projects throughout the city. VDM-1 Tom Reeves said that curb extensions are not considered Montecito/Casa traffic calming. Ms. Dwight said that the request is asking for a Verde Curb revision to the traffic calming plan. If this is not considered Extension traffic calming, then it’s not an issue. Mr. Reeves suggested just revising the title to installing curb extensions. VDM-2 Jeff stated that this project has been changed and does not Casa Verde/hwy 1 require water treatment. Underpass Hardscape, Murals Kala Fossum stated that she’s been working with Caltrans and an artist. Monica Hofmann spoke in support of the project. VDM-3 Mr. Mucha advised of the street signs to be replaced. Ms. VDM Street Name Dwight asked why the price is $19,000. Mr. Krebs clarified that Sign Replacement there are specific signs itemized out and then whatever else can be done. Mr. Marcuzzo responded that it’s public art. Rec Trail (2), Mty Bay Pk (2) CW-2 John Castagna, chairman of Colton Hall Museum and Cultural Great Blue Heron Arts, stated that this is a beautiful sculpture commissioned by Sculpture the city, but now it looks like it is sinking. Restoration CW-3 Tom Reeves, the proponent, said he’s fine if they didn’t have Recreation Trail to be permeable pavers, but figured that would be best for Pavers coastal commission. Mr. Krebs pointed out that the area behind the wall isn’t permeable anyway. Mr. Reeves said he’ll change it to anything that’ll pass coastal commission. Mr. Duke asked about cost for tartan track. Mr. Krebs said maintenance would be a heavier cost. CW-4 Mr. Krebs stated that the proponent has revised this to two Mty Bay Pk Lighted courts instead of four. Sand Volleyball Cts CW-5 Mr. Krebs stated that this project will be on City property. Mty Bay Pk Tables and Benches CW-7 Mr. Krebs advised that they are trying to get funding from N Fremont Bike multiple sources. This would come back to NIP prior to award. Lanes & ADA Mr. Ruccello stated that his name is on this project and he Upgrades at 5 would like to discuss it. If the sidewalk is not included, he will Intersections drop the project. Ms. Dwight stated that she had thought this was part of the grant funding. Mr. Ruccello responded that the grant is for the intersections. CW-8 Mr. Ruccello stated that we would need to hear from the Monterey Harbor harbormaster. Ms. Dwight said she spoke with interim harbor Green Seawall master and he said there would be concern for people who live Promenade on their boats for privacy and security. He also said it might not be strong enough to support it. CW-9 Inga Waite, Alice Yamanishi, and Robert Smith spoke in Library Learning Lab support of the project. CW-11 Mr. Krebs advised that the location has been moved over and Mty Bay Pk it will include two Portland Loos. Restrooms, Ph II Mr. Duke asked how much money is available in contingency. Mr. Krebs said there is about $700,000. Mr. Duke asked why this isn’t being funded out of contingency since it is a current project. CW-12 Mr. Krebs advised that they have a Gofundme account that Monterey Police & has $250. Fire Honor Garden Colleen Sullivan, Mike Brassfield, and Assistant Fire Chief Jim Courtney spoke in support of the project. CW-13 John Castagna spoke in support of the project. Presidio Historic Park Ped Access Study Neighborhood Improvement Program Committee Meeting Minutes Wednesday, April 19, 2017 4 Neighborhood Improvement Program Committee Minutes Wednesday, April 19, 2017 CW-14 A Ellen McEwen from the Parks and Recreation Commission Dennis the Menace said that Dennis the Menace Park was designed to be a Playground Study playground like no other. It’s great for the community, but we want a new vision to keep people excited about it. Mr. Duke stated that there needs to be a policy decision if the desire is to completely change the park. CW-14 B Ms. Fields commented that the plan needs to be larger than Youth Center Study just the building. Ms. McEwen agreed that we need a vision for what we want out of the Youth Center and spoke in support of the project. CW-16 Mr. Krebs advised that the estimate has been lowered. Ms. WiFi Coverage at 4 Venza asked if it’s a one time cost. Jeff said it is $22,000 for Community Centers installation, but that it will cost $4,800 annually in maintenance costs. Mr. Brassfield asked why the City’s wifi cannot be expanded to include public access. Mr. Krebs confirmed there is no City wifi at these locations. CW-17 Mr. Ruccello confirmed this will go through the Parks and Veterans Park Recreation Commission. Security Cameras Mr. Jannasch advised that this project was requested by the Park Attendant. CW-18 Ms. Dwight commented that the other fields had participation. Jacks Ballpark Infield Artificial Turf CW-19 Ms. Dwight asked how much it would cost to fix that Mark Thomas intersection and then transition to the existing walkway. Mr. Sidewalk Upgrade Ruccello stated that that pathway was proposed by a COK resident. CW-20 Mr. Krebs confirmed that the scope has been revised to Citywide Tree exclude watering. Replacement Ph II Ms. Venza asked if any of the trees have been planted with the money from last year. Mr. Marcuzzo responded they just ordered 12 large trees that should be here next week. CW-22 Mr. Ruccello advised that his proposal is to use city owned Monterey New Dog property, not buy new property. Park CW-23 Mr. Ruccello advised that the area has a foot of water every Ramona Drainage, time it rains. Fremont to Edinburgh CW-24 Mr. Krebs stated he has not spoken with the proponent. Ms. Stormwater Dwight said this is contrary to everything NIP has done. Infiltration Study CW-25 Ms. Dwight said this is an unsafe place to put pedestrians. Ms. Del Monte/English Alley stated she does not support this. Bike & Ped Improv Neighborhood Improvement Program Committee Meeting Minutes Wednesday, April 19, 2017 5  Neighborhood Improvement Program Committee Minutes Wednesday, April 19, 2017 CW-26 Ms. Dwight advised that the Parks and Recreation staff report Don Dahvee Park is opposing this because the signs are structures and the deed Disc Golf Signage restriction says no structures. CW-27 Mr. Krebs advised that he just spoke with the proponent today Don Dahvee to clarify the request Greenbelt CW-29 No comment El Estero Bridge Lighting CW-30 Mr. Courtney said he was asked by the men and women who Fire Station 13 live at Fire Station 13 for this project. Soundproofing North East wall abutting Montecito Park CW-31 Ms. Dwight asked to change the title to Phase II. Iris Canyon Creek Restoration Ph II CW-32 No comment. Pickleball Complex 6-Court 5. Set Proposed Project Priorities Mr. Krebs asked the neighborhoods for their priorities. The neighborhood representatives responded as follows: COK COK-1, CW-7, COK-2, then COK-3 DMB DMB-1 DMG DMG-1,then DMG-2 FF FF-1, FF-3, FF-4, FF-2, then FF-5 GW GW-1 MV MV-19, MV-1, MV-20, MV-4, MV-14, then MV-13. They will fund MV-17 from base. NM NM-6 (alt #1), NM-9, NM-13, NM-12, NM-1, NM-2, NM-15. They will fund NM-8 from base. SF SF-2, then SF-1 VDM VDM-2, VDM-1, then VDM-3. COMMITTEE MEMBER COMMENTS Lee Whitney asked if we can go home now. Pat Venza said happy birthday to Hans Jannasch. Tom Rowley, Merrily Alley, Dave Overton, Richard Ruccello, Jayme Fields, Dennis Duke, Sharon Dwight, April Harrison, and Harry Mucha had no comment. NEXT MEETING 6.
