INFORMATIONAL REPORTS & STAFF COMMENTS  Neighborhood and Community Improvement Program Committee Minutes Monday, July 29, 2019 1. Verify NCIP Committee Participants Have Attended or Viewed all Five NCIP Project Review Meetings (Not a project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Mr. Krebs verified that all present NCIP Committee participants attended or viewed all five NCIP project review meetings. 2. Explain the Voting Process (Continued from May 15, 2019 meeting) (Not a project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Mr. Krebs explained the voting process. 3. NCIP Financial Report (Continued from May 15, 2019 meeting) (Not a project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) Jayme Fields introduced a motion to add $300,000 to the NCIP Opportunity Buying Fund. The motion was seconded by Richard Ruccello. He spoke in support of CW-17. Jayme Fields listed her neighborhood priorities: DMB-4, DMB-6, DMB-3, DMB-1, DMB5, Neighborhood Improvement Program Committee Meeting Minutes Monday, July 29, 2019 3 Neighborhood and Community Improvement Program Committee Minutes Monday, July 29, 2019 DMB-7, DMB-8. She clarified the similarities and differences between DMB-1 and DMB- 3. Sharon Dwight listed her neighborhood priorities: NM-4, NM-9, CW-9, NM-5, NM-1, CW- 1. She described her voting approach for this year’s process. Dennis Duke listed his neighborhood priorities: CW-47, SF-2, SF-3, SF-1. He spoke in support of CW-44 and CW-41. Jean Rasch listed her neighborhood priorities: CW-47, CW-31, MV-4, MV-3, CW-21, CW- 28, CW-17. Lee Whitney noted that her neighborhood does not have any projects this year. She spoke in support of CW-47, CW-44 and all traffic calming projects for all neighborhoods. Richard Ruccello listed his neighborhood priorities: COK-1, COK-2, COK-4. He spoke in support of COK-1, COK-2, CW-44 and CW-47. He described his voting approach for this year’s process. Rick Heuer listed his neighborhood priorities: CW-47, AM-4. He said he will also support each neighborhood’s top priorities. He spoke in support of CW-17, CW-44 and CW-12. Dave Overton noted that his neighborhood only has one project for this year and so his priority was DF-1. He spoke in support of CW-47, CW-17, CW-12. Merrily Alley said she was going to pass on listing her priorities. Tom Rowley listed his neighborhood priorities: CW-47, CW-45, COK-1, FF-1, CW-1, CW- 44 and CW-15. Curt Tipton listed his neighborhood priorities: DT-9, DT-10A, CW-13, DT-2, CW-4, DT-6. He spoke in support of DT-10A. Sue Ricketson noted that her neighborhood has no projects this year. She spoke in support of CW-47, CW-31 and anything that touches Veterans Park, such as CW-43, CW-28 and CW-26. The attachments to the minutes (NCIP Voted Project List and Summary) was not sent out with the distributed draft minutes as part of the agenda packet for the October 24, 2019 meeting to approve the minutes. The minutes have been amended to include the attachments, as the voted projects list is referenced in Rick Heuer’s motion below. Rick Heuer introduced a motion to approve the voted projects list down to and including the four cut-off projects, with an audit of duplicates and review of the funding by Mr. Krebs. The motion was seconded by Dennis Duke. Jayme Fields said she appreciated how fast the process was this year. Sharon Dwight said she would like the Committee to schedule a follow-up meeting to discuss voting and the Grand Jury report. Dennis Duke said nothing is constant but change. Jean Rasch had no comment. Lee Whitney said she enjoyed the quick process. Richard Ruccello said he liked the voting cards and that this voting night came out similar to the past but there was a time savings and state law was met. Rick Heuer said tonight went better than expected, but in the future he would like to spend more time on speaking about projects before voting begins. He said his response to the Grand Jury will be published and he requested that Mr. Krebs send it out to the Committee. Mr. Krebs said he will go through the Assistant City Manager regarding the response. Dave Overton thanked the Committee, public and staff. Merrily Alley said she feels strongly that the Committee should meet to speak and talk about the changes and agreed there should be a meeting about the Grand Jury. Tom Rowley said he was sorry that two neighborhoods were not able to participate this year. Curt Tipton said he agreed to a follow up meeting and to also discuss the grand jury report. Sue Ricketson had no comment. NEXT MEETING Special meeting to be scheduled as needed.
