Mr. Krebs called the meeting to order at 6:01 p.m.

Harlan Jencks introduced a motion to approve the minutes for March 28, 2019 as

Action: Duane Peterson asked for an amendment on page two, first sentence. He
requested it be amended from “Katrina Hintze spoke in response to Ms.
Jennings…” to “Katrina Hintze spoke in support of Ms. Jennings…”
Tom Rowley introduced a motion to approve the minutes for April 4, 2019 as
amended. The motion was seconded by Dennis Duke.

PUBLIC COMMENTS
Mr. Krebs opened public comments. Seeing none, Mr. Krebs closed public comments.
INFORMATIONAL REPORTS & STAFF COMMENTS
Action: Mr. Krebs provided an update of current NCIP projects and said the
Committee will need to discuss close out projects; he recommended meeting in
November.
NCIP INFORMATIONAL REPORTS
10. NCIP Spokesperson Reports
Action: Mr. Ruccello discussed the Fair Political Practices Commission (FPPC)
direction, Grand Jury report regarding the NCIP, the 10/15/19 City Council meeting
and City deficit. He also said Council confirmed the Neighborhood Improvement
Program (NIP) is named the Neighborhood and Community Improvement Program
(NCIP).
PUBLIC APPEARANCE
11. Recommend City Council Rescope and Appropriate Remaining Fund Balance from
VDM Traffic Calming, Phase 1 and VDM Traffic Calming, Phase 2 to the Casa
Verde/Helvic/McNear/Portola Intersection Reconstruction Project. (Not a Project
Under CEQA per Article 20, Section 15378 and Under General Rule Article 5,
Section 15061)
Action: Mr. Krebs discussed project and proposed rescope.
Dennis Duke introduced a motion to recommend City Council rescope and
appropriate the remaining fund balance from VDM Traffic Calming, Phase 1 and
VDM Traffic Calming, Phase 2 to the Casa Verde/Helvic/McNear/Portola
Intersection Reconstruction Project. The motion was seconded by Jayme Fields.

ACTION: Mr. Krebs and the Committee discussed the revised voting process used

13. Discuss Neighborhood and Community Improvement Program (NCIP) Revised
Meeting Schedule used Fiscal Year 2019-20 (Not a Project Under CEQA per Article
20, Section 15378 and Under General Rule Article 5, Section 15061)
ACTION: Mr. Krebs and the Committee discussed the revised meeting schedule
used this year. Mr. Krebs said the schedule discussion will be agendized for a
future meeting.
COMMITTEE MEMBER COMMENTS
Olivia Morgan said she has some catching up to do with the changes to NCIP.
Jean Rasch had no comment.
April Lee had no comment.
Duane Peterson asked for everyone to be sure their Reps and Alts do not live too close
to each other for project conflict purposes.
Dennis Duke said he thinks this year will work out well and he looks forward to it.
Lee Whitney said she agrees with Mr. Duke.
Jayme Fields stated her preference for 7pm meeting start times.
Richard Ruccello discussed the sales tax increase.
Dave Overton commented on the City budget.
Harlan Jencks said goodnight.
Tom Rowley said goodnight.
Curt Tipton had no comment.
Jon Hill had no comment.
