Brown Act, Calif. Government Code section 54953(e)(1)(C) and the City Council's resolution authorizing teleconferencing. CALL TO ORDER Action: NCIP Chair Heuer called the meeting to order at 6:00 p.m. Staff Coordinator Tom Harty explained to the public how to participate in the meeting virtually via Zoom teleconference. ROLL CALL Action: Called roll with 13 neighborhoods represented and 2 neighborhoods absent (Aguajito Oaks and Skyline). April 13, 2023 (Not a project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Approved as submitted. Committee Member Rowley introduced a motion to approve the April 13, 2023 minutes as submitted. The motion was seconded by Committee Member Whitney. INFORMATIONAL REPORTS & STAFF COMMENTS Staff Coordinator Harty informed the committee that two new committee members were appointed by the City Council. Staff Member Reginald Paulding was promoted from Project Manager to Senior Engineer. NCIP INFORMATIONAL REPORTS None. 5. Public comment was received from: Robert Yoha commented in support of COK-03, Wendy Brickman commented in support of COK-05, COK-01, COK-04, Michael Lang commented in support of RR-02, Chad Gyle commented in support of RR-02, Esther Malkin commented in support of Laguna Grande neighborhood projects, Kelly Violini commented in support of COK- 01 and COK-05, and Fernanda Roveri commented in support of DMG-05. In addition, a Committee member may provide a referral to staff or other resources for factual information, request staff to report back to the body at a subsequent meeting concerning any NCIP matter, or direct staff to place a request to agendize a matter of business on a future agenda.
