This meeting was held with a combination of in-person and teleconference attendance,
pursuant to the Ralph M. Brown Act, Calif. Government Code section 54953(e)(1)(C) and the
City Council's resolution authorizing teleconferencing.
CALL TO ORDER
Action: NCIP Vice Chair Fields called the meeting to order at 6:00 p.m.
Staff Coordinator Paulding explained how to participate in the meeting virtually via Zoom.

Action: Called roll with 14 neighborhoods represented and 1 neighborhood absent (Alta Mesa).

1. March 28, 2024 (Not a project under CEQA Article 20, Section 15378 and under General Rule
Article 5, Section 15061)
Action: Approved.
Committee Member Tipton introduced a motion to approve the March 28, 2024 minutes
as submitted. The motion was seconded by Committee Member Whitney.
The motion carried by the following vote:

INFORMATIONAL REPORTS & STAFF COMMENTS
2. NCIP Committee 1st Review of Projects: Second Half of Neighborhoods (Not a project under
CEQA Article 20, Section 15378 and under general Rule Article 5, Section 15061)
Staff Coordinator Paulding reviewed proposed projects for Monterey Vista – Multi-Neighborhood,
receiving public and committee comments after reviewing each neighborhood.
Monterey Vista Neighborhood Public and Committee Comments:
Committee Member Jannasch commented on MV-01 asking if the City can build sidewalk on just
a corner, which Staff Coordinator Paulding will follow up with more information at future
meetings. Public comments were received for MV-01 from Gina Sessions and Anne Timberlake
in favor of project, and from Sharon Dwight who recommended City staff to check with City
Attorney to confirm legal viability of this kind of sidewalk work adjacent to commercial properties.
Public comments were received for MV-06 from Gina Sessions and Robert Tanneceum in favor
of project. Committee Members Ruccello and Rowley commented on MV-01 on the precedent
limiting similar work in the past. Committee Member Fields commented on MV-06 in favor of City
Sign Department’s involvement. Committee Member Whitney commented on MV-07 in favor of
entrance freeway signs.

New Monterey Neighborhood Public and Committee Comments:
Committee Member Ogbonna provided comments for several projects in favor of NM-01, NM-03, NM-
04, NM-05, NM-08, NM-12, NM-14, NM-16, and NM-18 to move forward. Committee Member Ogbonna
commented on NM-02, NM-11, and NM-15 not having support from neighborhood. Public comments
were received from Tom Reeves in favor of NM-03, NM-04, and NM-12, and with concerns for more
information needed for NM-09 and NM-17. Public comments were received from Sharon Dwight in
favor NM-01, NM-03, NM-08, NM-11, NM-15, NM-16, and NM-17. Public comments were received from
Christina Brannock in favor of NM-16 as previously approved in 2018, but was defunded by Reso 20-
051. Committee Member Overton commented on NM-17 questioning if project is needed with existing
crosswalk. Committee Members Jannasch, Fields, Rowley, and Rucello commented on NM-05, NM-08,
and NM-12 discussing priority of repairs. Committee Member Fields commented on NM-09 with issues
of drainage, which City Staff Marcuzzo provided clarification on the mixed use shared space of the
project area.
Old Town Public and Committee Comments:
Committee Member Ricketson commented generally on OT-01, OT-02, and OT-03. No public
comments for Old Town projects. Committee Member Ruccello commented in favor of OT-03.
Ryan Ranch Public and Committee Comments:
No public comments for Ryan Ranch projects. Committee Members Jannasch, Overton, and Tipton
commented on RR-01 questioning the viability of project compared to pickleball courts already available
or already nominated in other neighborhoods. Committee Members Duke and Rowley commented on
RR-02 questioning absent sidewalks in original project.
Skyline Public and Committee Comments:
Committee Member Duke commented generally on SK-01, SK-02, and SK-03. No public comments for
Skyline projects. Committee Members Duke, Whitney, and Hanson commented on SK-01 for the signs
to be done by the City Signs Department. Committee Members Rowley and Jannasch commented on
SK-02 whether the fencing needs repairing or replacing. City Staff Marcuzzo commented on SK-02
clarifying the type of fencing used.
Villa Del Monte Public and Committee Comments:
Committee Member Peterson commented generally on VDM-01, VDM-02, VDM-03, and VDM-06. No
public comments for Villa Del Monte projects. Committee Member Ruccello commented in favor of
VDM-02 and VDM-06. Committee Member Fields commented in favor of VDM-01, requesting for traffic
calming studies done by City of VDM-04 and VDM-05, and clarification on funding of VDM-06.
Multi-Neighborhood Public and Committee Comments:
Public Comments were received from Jason Wachs in favor of MN-02, Ray Meyers in favor of MN-06,
Jean Rasch in favor of MN-06, Suzanne Grimes in favor of MN-07, Rosemary Raba in favor of MN-02,
Robert Yoha in favor of MN-02 and MN-12. Committee Member Rucello commented in favor of MN-01,
MN-05, and MN-06, and in opposition of MN-02 to be done by NCIP, instead by City Parks &
Recreation. Committee Member Rowley commented on MN-01 seeking Police Chief’s involvement.
Committee Member Duke commented on MN-08 seeking Fire Chief’s involvement. Committee Member
Jannasch, Overton, and Duke commented discussing MN-04 and MN-06 with clear plans needed.
Committee Member Peterson, Ogbonna, and Fields commented on MN-02 on how to currently enforce
traffic and how to create separations on recreation trail. City Staff Marcuzzo commented on MN-02
clarifying role of by City Parks & Recreation to maintain recreation trail and by the City Traffic Engineer
to develop new traffic plans.
NCIP INFORMATIONAL REPORTS
3. NCIP Spokesperson Reports
NCIP Staff Coordinator Paulding presented a report on statuses of past projects. The report
includes project completed since last meeting and the details of current NCIP projects in-

progress. NCIP Staff coordinator reviewed the NCIP Committee Appointment Terms with 16
current appointments ending June 30, 2024, which existing members will have to reapply if
desired, with dates included.
COMMITTEE MEMBER COMMENTS
Committee Member Peterson commented that he will not reapply once NCIP Committee
Appointment Term expires. Committee Member Duke requested that NCIP project 30n0936 for
Wyndemere Lower Canyon Drainage Design, which was closed by Reso 20-051, be an agenda
item for next meeting. Committee Member Jannasch will work with project submitters
requesting for unredacted copies of the Monterey Vista project nominations and will develop a
survey to prioritize projects. Committee Members Overton, Ogbonna, and Hanson commented
on the recreation trail needing enforcement, more consideration on physical separation, and
continued maintenance by Parks & Recreation. Committee Member Rowley commented on
underground utilities and Highway 68. Committee Member Ruccello commented on a job well
done by Staff Coordinator Paulding for seeing projects through and by Vice Chair Fields for
presiding over the meeting, and commented on the need for environmental reporting for
projects in Casanova-Oak Knoll neighborhood. Vice Chair Fields commented on the guidelines
for committee members to check residential proximity to project nominations.

PUBLIC COMMENT PROCEDURES AND TIME LIMITS:
The total amount of time allocated for public comment on a particular issue and for each
individual speaker is generally as follows:
1. Up to three minutes per speaker.
2. For regular Neighborhood and Community Improvement Program Committee meetings,
there is one 15-minute public comment period for items not on the agenda.
3. The total time allocated for public comment:
a. Items pulled from the consent agenda – 15 minutes each item
b. Public Appearance items – 30 minutes each item
c. Public Hearing items – 30 minutes each item
At the time an item is considered, the Chair will ask those attending the meeting in person to
line up at the podium or raise their hands, and for remote participants to use *9 on the telephone
or the “raise hand” function in Zoom, if they wish to address the Neighborhood and Community
Improvement Program Committee. The maximum amount of time for each person to speak and
the total amount of time allotted for each item will be determined based on the number of people
indicating an interest in speaking and the amount of business to be conducted on the agenda. In
exceptional circumstances and when necessary to ensure a full opportunity for public input, the
Chair may, with the Committee’s consent, adjust the amount of time allowed for public input
