Brown Act, Calif. Government Code section 54953(e)(1)(C) and the City Council's resolution authorizing teleconferencing. CALL TO ORDER Action: NCIP Chair Heuer called the meeting to order at 6:02 p.m. Staff Coordinator Paulding explained how to participate in the meeting virtually via Zoom. ROLL CALL Action: Called roll with 14 neighborhoods represented and 1 neighborhood absent (Monterey Vista).  Neighborhood and Community Improvement Program 5/9/2024 6:00:00 PM Committee Minutes APPROVAL OF MINUTES 1. April 25, 2024 (Not a project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Approved. Committee Member Rowley introduced a motion to approve the April 25, 2024 minutes as submitted. The motion was seconded by Committee Member Peterson. Tom Reeves commented on the original name of the NCIP group as NIP under the Charter Section 6.6. Public comments were received for DT-12 and DT-13 in favor by Bella Lofaso, Greg Layman, Nadine, and Richie Snelling, and opposed by Michael Lang, Jay Swiegerman, Barbara Lang, Hassan Bouzar, and Donna Balvarito. Public comment was received for DMG-03 in favor by Jill Johnson, Keith Marshall, Dorite, Esther Malkin, and Tammy Jennings. Public comment was received for COK-01, COK-02, and COK-03 in favor by Robert Yoha. INFORMATIONAL REPORTS & STAFF COMMENTS 2. NCIP Committee 2nd Review of Projects: Second Half of Neighborhoods (Not a project under CEQA Article 20, Section 15378 and under general Rule Article 5, Section 15061) Staff Coordinator Paulding reviewed proposed projects for New Monterey – Multi- Neighborhood, receiving public and committee comments after reviewing each neighborhood. New Monterey Neighborhood Public and Committee Comments: Public comments were received by Tom Reeves for NM-12 to revise the project in consideration of seismic analysis, for NM-04 in favor, for NM-03 in favor, for NM-01 in favor, and for NM-18 in favor. Public comments were received by Ellen McEwen for NM-08 in favor, for NM-10 in favor, and for NM-12 in favor. Public comments were received by Roberta Myers in favor of NM-04 & NM-12, Bob Evans in favor of NM-12, and Bob Wallace in favor of NM- 04, NM-11, and NM-12. Public comments were received by Barry Riddoch opposed to NM-11 and in favor of NM-16 and NM-18. Public comments were received by Joanne Crist in favor of NM-12 and opposed to NM-08. Public comments were received by DeAnn Brady in favor of NM-16 and NM-18. Neighborhood and Community Improvement Program Committee Meeting Minutes 05/09/2024 6:00:00 PM 2 Neighborhood and Community Improvement Program 5/9/2024 6:00:00 PM Committee Minutes Committee Member Ogbonna provided the priority project list from the neighborhood with first being NM-12, second being NM-04, third being NM-03, fourth being NM-01, and fifth being NM-18. Committee Member Fields asked to clarify the project cost estimate for NM-17 and to consider revising NM-16 for installing a Portland loo and avoiding needing to do a study for the same cost. Committee Member Purdy asked to clarify the distinctions for NM-08 and NM-12, and Committee Member Ogbonna responded explaining to phase the project through NM-12, rather than NM-08. Committee Member Hanson asked regarding NM-08 and NM-12 for the usage details of Hilltop Center, which Parks and Rec Director Larson responded with usage of the building and surrounding facilities for various programs. Committee Member Rowley asked regarding NM-08 and NM-12 to install a pickleball court, but discussed issue with the associated noise. Committee Member Ruccello questioned for NM-12 on the price to be more specific and not a range, for NM- 04 asking if Staff can facilitate the plan, and for NM-16 to reconsider needing the restroom study. Staff coordinator Paulding responded that for NM-04 staff can coordinate the update of the Neighborhood Plan by a consultant. Old Town Public and Committee Comments: Public comment was received for OT-02 by Nancy Soleil opposed. Committee Member Ricketson affirmed the comment for OT-02 to be withdrawn, along with OT-03 to be withdrawn after discussing with submitter. Committee Member Ricketson stated the OT-01 is the one and only priority project for the neighborhood. Ryan Ranch Public and Committee Comments: Staff committee member clarified regarding RR-02 that the City can install sidewalks adjacent to the commercial property which must be agreed upon by the property owner and then to maintain. Public comments were received for RR-01 by Michael Lang in favor. Committee Member Rowley commented in favor of RR-01. Committee Member Duke commented on RR-01 that while the NCIP committee may approve projects, they do not set the fees collected for use of facility. Committee Member Fields and Tipton commented in favor of RR-01 and DT-12 that benefits the community overall for more facilities. Committee Member Whitney commented in favor of RR-01. Committee Member Peterson asking to clarify if the RR-02 is to be withdrawn, so the Public Works Director Renny responded that the City will not spend City funds to maintain commercial sidewalks, but can install sidewalks adjacent to commercial properties. Committee Member Rowley is opposed to RR-02. Skyline Public and Committee Comments: No public comments were received for Skyline Projects. Committee Member Duke gave general details of all three projects and provided the order of priority with first being SK-03, second SK-02, and third SK-01. Committee Member Rowley for SK-03 asking about design and construction of project cost, which Committee Member Duke responded that the design of the project will cost $200,000. Committee Member Hanson asked about the content of the signs for SK-01, which Staff Coordinator Paulding responded being able to be done by City staff. Villa Del Monte Public and Committee Comments: Public comment was received for VDM-03 by Esther Malkin asking if this radar sign nomination is new or has already been in place, pointing out that past radar signs in the neighborhood were removed by previous NCIP Staff Coordinator Jeff Krebs since they were not approved properly. Committee Member Peterson commented on each of the VDM projects and provided the order of priority with first being VDM-01, second being VDM-03, third being VDM-02, fourth being VDM-05, and fifth being VDM-04. Committee Member Fields commented to clarify the art aspect of VDM-01, which Staff Coordinator Paulding clarified the City Council Meeting discussing this project and the City Council removed the funding for the art in the underpass to allow for furthering other projects. The City Council determined to get an agreement if Caltrans will approve this project, but Caltrans needs the design for the project to enter into an agreement, so the project became stuck. Committee Member Ruccello commented on VDM-02 in favor. Committee Member Ogbonna commented on VDM-02 needing a better outline plan for funding improvements, which Public Neighborhood and Community Improvement Program Committee Meeting Minutes 05/09/2024 6:00:00 PM 3  Neighborhood and Community Improvement Program 5/9/2024 6:00:00 PM Committee Minutes Works Director Renny clarified that the facilities assessment has been awarded and that will determine the funding being used for most critical items. Multi-Neighborhood Public and Committee Comments: Public comments were received in favor of both for MN-06 and MN-07 by Jean Rasch, Ray Mars, Suzanne Grimes, Gary Soleil, Nancy Soleil, Debby Majors, Esther Malkin, and Kayla Fossum. Public comments were received in favor of MN-02 by Gary Yoha and Esther Malkin. Committee Member Peterson asked about MN-06 and MN-07 for undergrounding utilities cost to private properties which was clarified that the private laterals are at the cost of the private property owner. Committee Member Rowley commented in favor of MN-06 and MN-07, but asked why MN-04 is not discussed more for utility undergrounding. Committee Member Tipton responded that the difference is MN-04 was from City Staff. Committee Member Duke, Ogbonna, and Purdy discussed the extensive costs of undergrounding utilities. Committee Member Ruccello commented in favor of MN-01, MN-04, MN-08, and MN-12, and asked if MN-02 is a study, which NCIP Staff Coordinator Paulding confirmed the project is just to install the separation. Committee Member Hanson asked to clarify whether MN-04 and MN-06 are separate, which was affirmed yes. Committee Member Purdy asked about MN-05 about managing City property, which Forester Norton responded that the greenbelt fuel reduction plan has been developed and is regularly implemented based on priority by the City. Committee Member Fields commented on MN-02 in favor for NCIP to lead the efforts for safety of walkers and bikers following the recommendation of Caltrans found in this project nomination, which Committee Chair Heuer responded MN-02 that the project nomination is not a study. Committee Member Rowley asked to clarify MN-03, which Heuer responded to the two Fire Stations. NCIP INFORMATIONAL REPORTS 3. NCIP Spokesperson Reports NCIP Staff Coordinator Paulding presented a report on statuses of current NCIP projects. The report provided the details of 15 ongoing NCIP projects and the potential for a special meeting on June 27 regarding the Old Capitol Site Plan. Current construction start date of June 10 for the Veterans Park West Parking Lot, along with several projects currently out for bids. Committee Chair Heuer met with the City Attorney who stated that the City Manager can identify NCIP projects to present to Council if circumstances change. This discussion must be in open public meetings in front of Council. Also Committee Chair Heuer discussed with City Attorney that the NCIP Spokesperson not be limited to 3 minutes to present in front of Council, which the City Attorney agreed. COMMITTEE MEMBER COMMENTS Committee Member Overton spoke to the Deer Flats projects since he was not able to attend the previous meeting, so he clarified that the only priority project is DF-01 and introduced the new candidate for the Deer Flats representative as he has applied to be the Deer Flats alternative going forward. Committee Member Ruccello commented on the challenges for considering projects for the upcoming Voting Night and recognized the value of the NCIP Committee for past projects. Committee Member Adam commented on the underground utility to consider the issues associated with the Sea Level Rise. Committee Chair Heuer commented on the NCIP Committee’s efforts and Measure Y to address facilities’ needs in the City. Committee Member Rowley commented on the lack of the City Council’s knowledge of the NCIP, which Committee Chair Heuer recognized the Council’s transition for new members and the competing various interests brought to the Council.
