SPECIAL MEETING
Wednesday, April 10, 2013 – 4-6 p.m.

Oversight Board Members
Present: Chip Rerig, Harvey Kuffner, Michael Adamson, Stephen Ma, Chuck Della Sala
Absent: Dave Potter, Mitch Winick
City Staff Present: Finance Director Don Rhoads, Assistant Finance Director Julie Porter, Housing
and Property Manager Rick Marvin, Legal Counsel Richard Glenn, and Secretary
to Board, Maria Buell.
CALL TO ORDER
Chair Rerig called the meeting to order at 4:00 PM.
APPROVAL OF MINUTES
1. The Minutes of the March 27, 2013 meeting with minor corrections offered by Mr. Kuffner were
approved by the following vote:

PUBLIC APPEARANCE
2. Approve the Due Diligence Review for Non-Housing Fund and Account Balances of the Former
Redevelopment Agency of the City of Monterey in Accordance with Health and Safety Code
Section 34179.5 and Taking Certain other Actions in Connection Therewith
Staff Presentation/Board Member Questions
Chair Rerig introduced this item to the Oversight Board. Assistant Finance Director Porter presented the
staff report and answered board member questions. She stated that no other corrections were made
since this item was presented to the Board on the March 27th meeting. Board member Della Sala asked
if the comment period expired. Ms. Porter answered affirmatively and that the Department of Finance did
not submit any comments.

Public Comments:
Chair Rerig opened discussion to members of public on this item. Having no requests to speak, Chair
Rerig closed public comment.
Board Member Comments:
Board member Kuffner asked questions about Schedule 1, list of capital assets value of $777,500, and
asked if this asset value was from 1989 for the Maritime Museum and if there had been any increase
since then. Staff member Marvin responded that it is conceivable that the value has increased since the
valuation was done back in the 1990’s. Mr. Marvin further stated that these properties will be brought
back for Board to consider whether current valuations are needed for these commercial properties. Staff
member Marvin said the Board was introduced to a number of these properties at an earlier Board
meeting and at that time it was suggested that the properties had a “community benefit”. At that time
Board felt it was not necessary to update them with their current value through an appraisal procedure.
Board member Kuffner asked the same question about the values in Schedule 2, regarding the parking
lot. Staff member Marvin responded that the parking lot is another property that will be brought to the
Board later as well. Assistant Finance Director Porter stated that these properties were transferred to the
City and they were related to the Bond paid at that date. Board member Kuffner asked additional
questions about items in Schedules 3, and 4. Ms. Porter answered his questions.
Board member Ma asked if these property values were depreciated values and recommends Board
require appraisals on the properties as the property management plan is prepared. Member Ma indicated
he agrees that using depreciated cost is okay for this schedule.
Counsel Glenn said the Resolution provided to Oversight Board is in good form but that he recommends
some minor non-substantive changes to it.
MOTION:
On a motion by Board member Kuffner, seconded by Board member Ma, the Board unanimously moved
to approve the Due Diligence Review for Non-Housing Fund and Account Balances of the Former
Redevelopment Agency of the City of Monterey in Accordance with Health and Safety Code Section
34179.5.

OTHER BUSINESS
Chair Rerig stated that it has been suggested by staff that the meeting for April 24th be cancelled due to
City Council’s scheduling a Study Session on the same date. The Oversight Board was then requested
to cancel the April 24th meeting and to schedule a Special Meeting for the first or second week of May.

He further stated that no deadlines will be missed by doing this. He requested members to reply
promptly to the Secretary’s email in order to schedule the next meeting.

ADJOURNMENT
There being no further business, the meeting adjourned at 4:16 PM.
Chair Rerig thanked Finance Director Don Rhoads for the great work he provided to the Oversight
Board since its formation. Chair Rerig announced that Mr. Rhoads is leaving the City on April 19th and
this is his last meeting with Oversight Board. Board members wished Mr. Rhoads well in his
professional endeavors.

PUBLIC APPEARANCE
PUBLIC APPEARANCE items are reports on non-routine issues that might stimulate public
discussion, but that do not require formal noticing as public hearings. You are welcome to offer
your comments after being recognized by the Chair. The Oversight Board may limit the time each
speaker is allocated.

PUBLIC COMMENTS
PUBLIC COMMENTS allows you, the public, to speak for a maximum of three minutes on any
subject which is within the jurisdiction of the Oversight Board and which is not on the agenda. Any
person or group desiring to bring an item to the attention of the Oversight Board may do so by
addressing the Oversight Board during Public Comments or by addressing a letter of explanation
to: Housing and Property Management Office, 669 Van Buren St, Monterey, CA 93940. The
appropriate staff person will contact the sender concerning the details.

3. Next Meeting is scheduled on April 24, 2013
BOARD MEMBER COMMENTS
Board members may ask a question for clarification, make a brief announcement or make a brief
report on his or her activities. In addition, the Oversight Board may provide a referral to staff or
other resources for factual information, request staff to report back to the body at a subsequent
meeting concerning any City matter, or direct staff to place a request to agendize a matter of
business on a future agenda (G.C. 54954.2).
ADJOURNMENT
Members of the public have the right to address the Oversight Board on any item on the Agenda, before
or during its consideration [G.C. §54954.3(a)]. The Chair will formally open the floor for public comment

on items such as "Public Appearance" and "Public Hearings." If you wish to speak to items in any other
categories, for example "Consent Agenda," please advise the Secretary to the Board or the Chair prior to
the Oversight Board's action on that item, and you will be recognized. Notification as much in advance as
possible is appreciated.
The Oversight Board meeting packet may be reviewed by the public in the Library or the Housing and
Property Management Office. Any writings or documents pertaining to an open session item provided to a
majority of the Oversight Board less than 72 hours prior to the meeting, shall be made available for public
inspection at the front counter of the Housing and Property Management Office, at 669 Van Buren Street,
Monterey, California 93940 during normal business hours
Information distributed to the Oversight Board at the meeting becomes part of the public record. A copy of
written material, pictures, etc. should be provided for this purpose.
