Call to Order
Board Chair Nakamura called the meeting to order at 7:02 pm
Approval of Minutes:
1. September 28, 2016
Approved: Approved as submitted
Action: On a motion by Board Chair Nakamura and seconded by Boardmember
Barrett and carried by the following vote the Oversight Board Approved the September
28, 2016 Minutes.
Ayes: 4 Members: Barrett, Nakamura, Mall, Pofahl
Noes: 0 Members: None
Absent: 3 Members: Cole, Kuffner, Potter,
Abstain: 0 Members: None
Public Appearance
2. Election of Chair and Vice Chair
Action: Boardmember Barrett nominated Vickie Nakamura as Board Chair and
Deborah Mall as Vice Chair for 2017.
On a motion by Board Chair Nakamura and seconded by Boardmember Barrett and
carried by the following vote:
Ayes: 4 Members: Barrett, Nakamura, Mall, Pofahl
Noes: 0 Members: None
Absent: 3 Members: Cole, Kuffner, Potter,

Approved: Oversight Board Election of Chair Vickie Nakamura and Vice Chair
Deborah Mall. Chair Nakamura took her seat as chair and continued meeting.
Rick Marvin commented that the Board should be wrapping up the dissolution of the
Successor Housing Agency by summer 2017.

3. Received Report on 300 Pacific Street Property Transfer Compensation Agreement
Presentation: Richard S. Marvin, gave presentation and let the board know that letters
had been sent to the Taxing Entities regarding the “Compensation Agreement “-
Transfer of Former City of Monterey Redevelopment Agency Property at 300 Pacific
Street, letter give them till 2/29/17 to return signed agreement
4. Receive Report Monterey Hotel Apartments
Presentation: Richard S. Marvin
Discussion: Boardmember Pohfal asked how many units would be affordable, Rick
stated there are 18 units and then broke them down by size, income and eligibility.

Board Chair Nakamura opened public comments. No member of the public provided input.
Public comments closed.
Board Members Comments: Chair Nakamura asked when the next meeting will be scheduled;
Julie Porter said we would be having one in January to again extend the ROPS. Boardmember
Barrett thanked the Chair and Vice for a job well done
Adjournment: Having no further business to come before the Board, Board Chair Nakamura
adjourned the meeting at 7:14pm.

PUBLIC APPEARANCE items are reports on non-routine issues that might stimulate public
discussion, but that do not require formal noticing as public hearings. You are welcome to offer
your comments after being recognized by the Chair. The Oversight Board may limit the time each
speaker is allocated.

PUBLIC COMMENTS
PUBLIC COMMENTS allows you, the public, to speak for a maximum of three minutes on any
subject which is within the jurisdiction of the Oversight Board and which is not on the agenda. Any
person or group desiring to bring an item to the attention of the Oversight Board may do so by
addressing the Oversight Board during Public Comments or by addressing a letter of explanation
to: Housing and Property Management Office, 669 Van Buren St, Monterey, CA 93940. The
appropriate staff person will contact the sender concerning the details.
BOARD MEMBER COMMENTS
Board members may ask a question for clarification, make a brief announcement or make a brief
report on his or her activities. In addition, the Oversight Board may provide a referral to staff or
other resources for factual information, request staff to report back to the body at a subsequent
meeting concerning any City matter, or direct staff to place a request to agendize a matter of
business on a future agenda (G.C. 54954.2).
ADJOURNMENT
Members of the public have the right to address the Oversight Board on any item on the Agenda, before
or during its consideration [G.C. §54954.3(a)]. The Chair will formally open the floor for public comment
on items such as "Public Appearance" and "Public Hearings." If you wish to speak to items in any other
categories, for example "Consent Agenda," please advise the Secretary to the Board or the Chair prior to
the Oversight Board's action on that item, and you will be recognized. Notification as much in advance as
possible is appreciated.

The Oversight Board meeting packet may be reviewed by the public in the Library or the Housing and
Property Management Office. Any writings or documents pertaining to an open session item provided to a
majority of the Oversight Board less than 72 hours prior to the meeting, shall be made available for public
inspection at the front counter of the Housing and Property Management Office, at 669 Van Buren Street,
Monterey, California 93940 during normal business hours
Information distributed to the Oversight Board at the meeting becomes part of the public record. A copy of
written material, pictures, etc. should be provided for this purpose.
