MINUTES PARKS AND RECREATION COMMISSION Regular Meeting Thursday, January 19, 2012 7:00 PM COUNCIL CHAMBER, FEW MEMORIAL HALL OF RECORDS MONTEREY, CALIFORNIA Commissioners Present: Canepa, Federico, McCarthy, Menendez-Herbst, Perske Commissioners Absent: Marotta, Woodward Staff Members Present: Community Services and Library Director Kim Bui-Burton, Recreation and Community Services Manager Cindy Vierra, Sports Center Manager Jeff Vierra, Recording Secretary Teresa Nash CALL TO ORDER PRESENTATIONS 1. Presentation to Former Chair Suzanne Menendez-Herbst Community Services and Library Director Bui-Burton and Vice Chair McCarthy, on behalf of the Commission and staff, presented Commissioner Suzanne Menendez-Herbst with an Award of Appreciation, acknowledging her excellent year of service as the Chair of the Parks and Recreation Commission for 2011. Suzanne did an outstanding job as Chair by representing the Commission at various City meetings and functions. Commissioner Menendez-Herbst thanked the Commission and staff and said she enjoyed her duties this past year as Chair for the Commission. 2. Introduction of New Commissioner Louis Perske Community Services and Library Director Bui-Burton introduced Louis Perske as the newest member of the Parks and Recreation Commission. She provided the Commission with Louis’ background and experience and welcomed him to the Commission. Louis said he is very happy to have this opportunity and knows he has “big shoes to fill” in replacing longtime Commissioner Jeani Cooney. CONSENT ITEMS Approval of Minutes 3. Thursday, November 17, 2011 Action: Approved as submitted (4-1-2, Marotta absent; Woodward absent; Perske abstained – not in attendance at the November 17, 2011 meeting). ***End of Consent Agenda*** PUBLIC COMMENTS None.  Parks and Recreation Commission Minutes Thursday, January 19, 2012 PUBLIC APPEARANCE 4. Agreement to Extend Contract for the Monterey Tennis Center to Mr. Alan Telfer Action: Report received. Community Services and Library Director Bui-Burton informed the Commission that the City has extended the Monterey Tennis Center Concession Agreement with Mr. Alan Telfer per the additional three (3) year renewal option as outlined in Resolution No. 08-183; to be effective from January 1, 2012 through December 31, 2014. She also said that Mr. Telfer is doing a great job of managing, promoting and operating the Tennis Center. Commissioner Perske inquired how the contract process worked. Community Services and Library Director Bui-Burton explained the process for an extension to an existing contract. Commissioner Canepa stated that he goes by the Tennis Center daily and that Alan does a wonderful job of keeping the courts active and that the facility has improved since he’s been operating the Tennis Center. 5. Request to Use San Carlos Beach Park for a California Wine Festival Event on Friday, October 5, 2012 Action: The Parks and Recreation Commission approved the request of the California Wine Festival to use San Carlos Beach Park for an event on Friday, October 5, 2012 (5-0- 2, Marotta absent; Woodward absent). Recreation and Community Services Manager Vierra reviewed the request from Emily Kaufmann, Vice President of Operations, California Wine Festival, to have an event at San Carlos Beach Park on Friday, October 5, 2012 from 6:00-8:30 p.m. She stated that the California Wine Festival holds two events each year, one in Santa Barbara and one in Orange County. She said they would like to add a third event in Central California and they chose Monterey as their third destination. The event at San Carlos Beach Park will be a “Sunset Rare & Reserve Wine Tasting” that will feature rare and reserve level wines and includes a champagne reception. Regional chefs and a local band will also be part of the event. The event area on the lawn will be fenced off or tented so that only ticketed participants will have access. She stated that 300 tickets will be sold for this event at approximately $100 per ticket and that 35 premium wineries will be featured along with 15 local restaurants. She also stated that the net proceeds from the event will go to a designated local non-profit organization, yet to be chosen. Recreation and Community Services Manager Vierra said that the California Wine Festival is working with the local hotels and businesses and event attendees will be encouraged to walk from hotels or take a taxi. They have also requested reserving parking spaces around the park and in Lots #21 and #24 and will contact the Parking Division. They will also be required to obtain a permit/license from the Alcohol and Beverage Control Board. The following Use Conditions will be adhered to by the User Group: ● Event Permit fees must be pre-paid and an original Certificate of Insurance must be on file at the Recreation and Community Services Department prior to an Event Permit being issued. Certificates of Insurance should designate the City of Monterey as “Additional Insured” and be in the amount of $2,000,000.00 each occurrence and $4,000,000.00 general aggregate, plus additional Liquor Liability Insurance. Please call (831) 646-5662 for information. Event Permits will be revoked for failure to comply. ● User Group will be required to provide for garbage dumpsters, trash cans, garbage bags, recycling stations, and will remove all garbage bags and recycling bags for proper disposal. ● User Group is responsible for litter pick up and cleaning of the park/beach area after the event. The area must be clean with no trash bags near the trash cans. Failure to comply with this Use Condition will result in denial of future event requests. ● User Group will fully enclose the event area with 6-foot fencing or tent (in case of rain) with only one way in to ensure no one under 21 years of age is admitted and will conform to City regulations. ● User Group agrees that beach access will remain clear and open for the public. ● User Group will provide for security for the event. ● User Group will provide portable restrooms. ● User Group will adhere to rules and regulations established by the Alcohol and Beverage Control Board and obtain appropriate license for the event. ● User Group will coordinate with other City Departments and organizations in regards to support services (Parking, Trash & Recycling, Police, Fire, and Parks). Commissioner Canepa asked if they use tents will they encroach on the sidewalks. Recreation and Community Services Manager Vierra stated that they will set up on the lawn area only. Commissioner Canepa asked if they would bring in lighting. Recreation and Community Services Manager Vierra said they will have some lighting because the event is from 6:00-8:30 p.m. Commissioner Federico asked if this event is geared towards locals. Recreation and Community Services Manager Vierra stated that anyone can purchase a ticket to this event. She also said that the California Wine Festival will sell tickets in packages for all three of their events and will also work with local hotels to include them in the Wine Festival’s package deals. Commissioner McCarthy asked about exposure risks with serving alcohol. Recreation and Community Services Manager Vierra stated that they must provide Liability Insurance naming the City of Monterey as “additional insured” and get appropriate licensing from the State Alcohol and Beverage Control Board. Commissioner Federico thanked staff for the hard work and time put into the staff report and presentation. Commissioner Canepa said this will be a great event for Monterey and hopes that it turns into an annual event. Rank and Approve Neighborhood Improvement Program (NIP) Projects for Submittal to NIP for Fiscal Year 2012-2013 Action: The Parks and Recreation Commission approved and recommended to the Neighborhood Improvement Program (NIP) Committee four (4) City-wide projects in priority order for Fiscal Year 2012-2013 (5-0-2, Marotta, Woodward absent). Community Services and Library Director Bui-Burton reported that staff has compiled the projects that were nominated by the Commission at their November 17, 2011 meeting into four (4) City-wide projects for Fiscal Year 2012-2013. She said the Council’s criteria are that submitted projects are health, safety or essential maintenance related. Commissioner Perske asked how much money is available for NIP projects. Community Services and Library Director Bui-Burton stated that about 16% of the Transient Occupancy Tax (TOT) goes to the NIP Fund and there is approximately $2M in the fund. Each Commissioner ranked the proposed projects in their priority order. Below are the results of their combined ranking in priority order that will be submitted to the NIP Committee: 1. Monterey Sports Center – Install New Coating on Pool Deck $35,000 2. Sollecito Ball Park – Install Artificial Turf in the Infield $125,000 3. Dennis the Menace Playground – Replace the Moon Bridge $50,000 4. El Estero Park – Replace Exercise Par Course Equipment $30,000 Parks and Maintenance Superintendent Stafford will forward these projects in priority order to the NIP Committee for their review and consideration for Fiscal Year 2012-2013. 7. Occupy Monterey Update Action: Report received. Community Services and Library Director Bui-Burton stated that on the January 17, 2012 City Council agenda, this item was discussed “Consideration of a Request by Occupy Monterey Peninsula for a Park Use Permit to Use a Group Campground at Veteran’s Memorial Park.” She reported that the City Council’s decision was to deny a new Park Use Permit for Veteran’s Memorial Park for Occupy Monterey, but to extend the time period until January 23, 2012 to allow Occupy Monterey time to vacate and clean up the park. The Occupy Monterey participants previously agreed that they would respect the City Council’s decision and vacate the campground without incident by Monday, January 23, 2012. She is very proud of how it was managed here compared to how things went in other cities. Commissioner Perske inquired as to where these people will now go? Community Services and Library Director Bui-Burton said we don’t know at this time. 8. Community-Sponsored 4th of July Parade Update Action: Report received. Community Services and Library Director Bui-Burton reported that the Old Monterey Business Association (OMBA) has agreed to take the lead and they are working with the downtown business owners and other groups to bring back the 4th of July Parade. She said that Recreation Supervisor Shannon Leon will provide some support and information necessary to produce the Parade. Commissioner McCarthy asked if the timing was on track and would OMBA be ready to put on a 4th of July Parade in 2012? Recreation and Community Services Manager Vierra stated yes, but that it may be a smaller parade this year. Commissioner Federico said the Recreation staff has provided a great blueprint to get OMBA started and is encouraged that the 4th of July Parade will be back in Monterey. Monterey Community Band Winter Concert Recreation and Community Services Manager Vierra reported that staff is putting the Summer/Fall 2012 Activities Guide together. She said that summer registration will begin one month earlier and starts on Wednesday, April 4, 2012. She stated that City staff is working on the Jacks Park Lighting Project and are trying to get it ready before the Bronco World Series, but with the rise in the cost of the project it may not be done until next November. She said that recruitment has begun for part-time summer jobs for camps and playgrounds. She also reported that Recreation Specialist/Field Sports Jonathan Ordonio has accepted a full-time position in the Police Department and hope to get approval to hold an in-house recruitment to fill this position. Sports Center Manager Vierra said the Sports Center is very busy with basketball leagues, volleyball leagues, and that Kids Zumba is also very popular. He stated they are marketing the Sports Center by running ads in the Pine Cone, Coast Weekly, and the Monterey Herald. He reported that the new saunas, purchased by donations, will be coming soon and they hope to have them ready to go by May. Mr. Vierra also reported that the slide has been closed since Parks and Recreation Commission Meeting Minutes Thursday, January 19, 2012 5  Parks and Recreation Commission Minutes Thursday, January 19, 2012 November and that it is a big attraction for people renting the facility. They are working on the necessary repairs and he will keep the Commission updated. Community Services and Library Director Bui-Burton reported on the loss of redevelopment money and how it will affect the City and housing programs. She said that the NIP process is going forward for this coming fiscal year, and that the City Council will have a mid-year budget review in February. COMMISSIONER COMMENTS Commissioner Federico said staff is working harder with fewer resources and thanked them for all they continue to do for the community. Commissioner McCarthy asked if they had replaced Veteran’s Memorial Park Attendant Jim Maxon yet. Community Services and Library Director Bui-Burton said they are in the recruitment process for that position. Commissioner McCarthy reported that Pony Baseball registration will be held at the Monterey Youth Center this Saturday, January 21 from 1:00-3:00 p.m. He thanked staff for all the hard work they do for the City. Commissioner Canepa reminded everyone that the Monterey Community Band will hold their Winter Concert at Monterey Peninsula College on Sunday, February 5 at 2:00 p.m. and that this is a great event to attend. He said the West Catellus parking lot has been completed and it makes the whole area look better. He also said that PG&E paid for these improvements. He encouraged everyone to take a walk on the beach and enjoy the afternoon low tides. Life is wonderful in Monterey!
