MINUTES PARKS AND RECREATION COMMISSION Regular Meeting Thursday, October 18, 2012 7:00 PM COUNCIL CHAMBER, FEW MEMORIAL HALL OF RECORDS MONTEREY, CALIFORNIA Commissioners Present: Baldwin, Canepa, Marotta, McCarthy, Menendez-Herbst, Perske Commissioners Absent: Woodward Staff Members Present: Recreation and Community Services Manager Cindy Vierra, Park Operations Manager Louie Marcuzzo, Fitness Manager Bill Rothschild, Recording Secretary Teresa Nash CALL TO ORDER CONSENT ITEMS Approval of Minutes 1. Thursday, September 20, 2012 Action: Approved as submitted (6-0-1, Woodward absent). ***End of Consent Agenda*** PUBLIC COMMENTS None. PUBLIC APPEARANCE 2. Approve New Play Equipment at Via Paraiso Park Action: The Parks and Recreation Commission approved the replacement of the play equipment in the small play area at Via Paraiso Park (6-0-1, Woodward absent). Park Operations Manager Marcuzzo presented the proposed plan for replacement play equipment for the small play area at Via Paraiso Park. He also recommended that the sand be replaced with wood fiber. He stated this project is funded by the 2012-2013 Neighborhood Improvement Program in the amount of $35,000. Commissioner Baldwin inquired if the Commission previously approved this project. Park Operations Manager Marcuzzo said it was submitted through the neighborhood and approved during the NIP process. Commissioner Baldwin inquired if the equipment is on a replacement schedule, who certifies the equipment, and do we have any say in who installs the equipment? Park Operations Manager Marcuzzo said the play equipment is replaced every 10-12 years, based on inspections of the equipment and that the installation is part of the contract for the purchase of the equipment. Commissioner Canepa inquired if there is room to rearrange the play equipment. Park Operations Manager Marcuzzo stated they may have room to add a seated play piece. Commissioner Canepa asked if we really need that much room for the tire swing. Park Operations Manager Marcuzzo stated yes, based on the Playground Equipment Standards.  Parks and Recreation Commission Minutes Thursday, October 18, 2012 Commissioner McCarthy inquired if anything was out of compliance or is it just old play equipment. Park Operations Manager Marcuzzo stated the equipment is old and needs to be replaced. On a motion by Commissioner Canepa, seconded by Commissioner Baldwin, and carried by the following vote, the Parks and Recreation Commission approved the replacement of the existing play equipment in the small playground area at Via Paraiso Park: AYES: 6 COMMISSIONERS: Baldwin, Canepa, Marotta, McCarthy, Menendez-Herbst, Perske NOES: 0 COMMISSIONERS: None ABSENT: 1 COMMISSIONERS: Woodward 3. Approve New Swing at Deer Flats Park Action: The Parks and Recreation Commission approved the replacement of the wood swing with a new metal swing structure at Deer Flats Park (6-0-1, Woodward absent). Park Operations Manager Marcuzzo stated the existing wood swing structure is rotting at the base and has to be replaced for safety reasons. Commissioner Menendez-Herbst asked if this was an approved NIP project. Park Operations Manager Marcuzzo stated the project is funded for $6,500 through the 2012-2013 NIP Program. He said they plan to replace the sand with wood fiber beneath the swing structure, which makes it handicapped accessible. On a motion by Commissioner Perske, seconded by Commissioner Canepa, and carried by the following vote, the Parks and Recreation Commission approved the replacement of the existing swing structure at Deer Flats Park: AYES: 6 COMMISSIONERS: Baldwin, Canepa, Marotta, McCarthy, Menendez-Herbst, Perske NOES: 0 COMMISSIONERS: None ABSENT: 1 COMMISSIONERS: Woodward 4. Highlights of Summer Programs Action: Presentation received. Recreation and Community Services Manager Vierra gave a Power Point presentation highlighting summer programs and provided the Commission with enrollment statistics and other pertinent program information. Commissioner Baldwin said he liked the photos, you can really see what’s going on in the programs. Commissioner Menendez-Herbst said she and her family have participated in a lot of these programs and they are great and hopes we can keep the cost down. The Commission thanked Cindy for the presentation. Monthly Report - Parks Division - September 2012 Action: Report received. Fitness Manager Rothschild reported the City of Monterey Health Fair will be held at the Conference Center on November 14 and that Sports Center staff will be there doing blood pressure screening, sign-ups for employee passes, and demos on classes. He said staff works with local companies such as the Pebble Beach Company and McGraw- Hill to establish employee wellness programs and that a lot of their employees end up getting memberships at MSC. He reported the saunas are in and guests love them. Park Operations Manager Marcuzzo reported that the City Council directed staff to work with the “Save the Train” group to find a playground inspector for free and gave them 30 days to do so. If the group cannot find a qualified inspector, then City staff will look for one. He reported there will be a Skate Park renovation meeting on October 30 at 3:00 p.m. at the Monterey Youth Center; and they are replacing the landscape at Monterey Bay Park and that project should be done in a couple of weeks. Commissioner Perske inquired what the City’s policy is on political signs in City parks. Park Operations Manager Marcuzzo stated that if they are in an area we maintain they may be removed. They cannot put them in the medians or anywhere it would impair vision. Commissioner McCarthy inquired about the clean up of signs after the election. Park Operations Manager Marcuzzo stated they have 48 hours to remove their signs, after that the City will remove them. Commissioner Perske suggested that the City Council create an ordinance and charge potential candidates to put up their signs on City property. Recreation and Community Services Manager Vierra said the new Winter 2012/Spring 2013 Activity Guide comes out on Monday, October 22 and that registration begins on Wednesday, October 24. She reported that we are printing less activity guides and that more people are signing up online. COMMISSIONER COMMENTS Commissioner Canepa said he received a call from Mayor Della Sala to be on Dennis the Menace Park Train subcommittee. He said he was down at Del Monte beach and there was a young lady teaching surfing on the beach; she asked if there is some way to get something to wash feet and surf boards off in that area. Park Operations Manager Marcuzzo stated we’re having real problems with drains plugging up with the wash area at San Carlos Beach Park and there are no plans at this time to install a wash area at Del Monte Beach.
