MINUTES PARKS AND RECREATION COMMISSION Regular Meeting & Field Trip Thursday, June 19, 2014 5:00 PM COUNCIL CHAMBER, FEW MEMORIAL HALL OF RECORDS MONTEREY, CALIFORNIA Commissioners Present: Baldwin, Carnazzo, McCarthy, Menendez-Herbst, Spangler Commissioners Absent: McEwen, Perske Staff Members Present: Community Services Director Kim Bui-Burton, Recreation and Community Services Manager Cindy Vierra, Park Operations Manager Louie Marcuzzo, Principal Engineer Robert Harary, Recording Secretary Teresa Nash CALL TO ORDER CONSENT ITEMS Approval of Minutes 1. Thursday, May 15, 2014 Action: Approved as submitted (5-0-2, McEwen, Perske absent). ***End of Consent Agenda*** PUBLIC COMMENTS None. PUBLIC APPEARANCE 2. Update on Neighborhood Improvement Program (NIP) Funding, Completed, Current and Upcoming Projects Action: Report received. Principal Engineer Harary updated the Commission on funding for completed, current and upcoming NIP projects. He thanked Park Operation Manager Marcuzzo and the Parks crew for all of their hard work in completing some of these projects. He noted there are three major park and recreation related NIP projects coming up; the Dennis the Menace Park walkways and Skate Park renovations, the fence repair at Ferrante Park, and the soccer field at Laguna Grande Park. He said they are finishing up the designs for construction of these projects and hopefully work will begin in the fall. Mr. Harary stated this year there are 28 new NIP approved projects of which 14 are park and recreation related; with one cut-off project: Casanova Oak Knoll Park Shade and Fence Replacement. He noted an increase in the NIP contingency percentage is due to construction prices being higher, and that the Council was to approve the NIP budget for Fiscal Year 2014- 2015 on June 17, but due to the lateness of this item on their agenda, it has been deferred to the July 1, 2014 City Council meeting for their review and approval.  Parks and Recreation Commission Minutes Thursday, June 19, 2014 Commissioner McCarthy asked for clarification of a cut-off project. Principal Engineer Harary said if funding becomes available these would be the next projects in line to be completed. Commissioner Carnazzo inquired where the soccer field will be located at Laguna Grande Park and if it will be used by the Recreation leagues. Park Operations Manager Marcuzzo said it’s the open area where the kids used to play soccer and the project is to put in artificial turf. Manager Vierra said the field would be used by the Youth Soccer Program. INFORMATIONAL REPORTS & STAFF COMMENTS 3. Monthly Report - Parks Division - May 2014 Action: Report received. Recreation and Community Services Manager Vierra reported that summer programs started off with a real big bang with lots of kids enrolled. The Playground Program and Whispering Pines Day Camp started on Monday and Camp Quien Sabe (CQS) begins next Monday and is full with waitlists for most weeks. She said staff is getting ready for the 4th of July Lawn Party and said we anticipate a very successful day with lots of great music and free games for kids. She invited the Commissioners to visit CQS and Day Camp. Community Services Director Bui-Burton reported that the City Council passed the budget for Fiscal Year 2014-2015. She noted staff has scaled down the funding request for the Parks and Recreation Master Plan Update. She said “I wish you could see the incredible amount of energy from our Recreation and Parks staff getting everything ready for our summer programs and really hopes the Commissioner can come and visit the camps this summer.” COMMISSIONER COMMENTS Commissioner Carnazzo said he grew up in the Recreation programs and they always have really good leaders and staff running great programs. Commissioner McCarthy said he went to the Mayor’s Meeting on June 9 and reported that CQS has been going for 63 years; it was fun to tell the other commissions what we do. He inquired if there is anything in the works to come up with the additional funding needed for the Master Plan update. Director Bui-Burton stated that Managers Louie Marcuzzo and Cindy Vierra are working on a plan to be creative with gathering all the information needed. Commissioner Spangler said in reading over the Parks monthly report, there is a lot of work that was done. Director Bui-Burton noted they are really short staffed too. Commissioner Baldwin inquired about the concrete cap on the wall along the Recreation Trail. Manager Marcuzzo stated it is an old NIP project of a mural of the Viscaino Oak and that wall will be the backdrop for the mural. Vice Chair Baldwin adjourned the regular meeting at 5:21 p.m. and the Commission and staff boarded a bus to go on the tour of park facilities. Tour of Park Facilities for June 2014 Action: Tour of park facilities completed. The Commission and staff went on their annual tour of park facilities to include: Hilltop Park, Oak Newton Park, San Carlos Beach Park, the Recreation Trail “B,” the Cavalry Stables at the Presidio Historic Park, Hartnell Gulch, Fremont medians, Casanova Oak Knoll Park, Laguna Grande Park, Del Monte medians, and Veteran’s Memorial Park.
