CONSENT ITEMS Approval of Minutes 2. Wednesday, June 12, 2019 Action: Approved with one change (6-0-1, Menendez-Herbst absent). 3. Wednesday, August 14, 2019 Action: Approved as submitted (6-0-1, Menendez-Herbst absent). ***End of Consent Agenda*** PUBLIC COMMENTS Chair Panetta opened public comments on non-agendized matters. Approve the Museum & Cultural Arts Commission Recommendation of the Sculpture Concept from Sister City Lankaran, Azerbaijan Proposed for Installation in Sister Cities Park (Exempt from CEQA requirements per Article 19, Section 15303, Class 3) Action: Approved the sculpture concept for installation in Sister Cities Park On a motion by Commissioner Spangler, seconded by Commissioner McCarthy and carried by the following vote, the Parks and Recreation Commission approved the Museum & Cultural Arts Commission Recommendation of the Sculpture Concept from Sister City Lankaran, Azerbaijan Proposed for Installation in Sister Cities Park: AYES: 6 COMMISSIONERS: Gibson, Gorman, McCarthy, McEwen, Panetta, Spangler NOES: 0 COMMISSIONERS: None ABSENT: 1 COMMISSIONERS: Menendez-Herbst 5. Review Monterey 250 Public Art Subcommittee Recommendation of Giant Abalone Sculpture Placement at San Carlos Beach Park and Provide Guidance to Staff (Exempt from CEQA requirements per Article 19, Section 15303, Class 3) Action: Approved the sculpture placement at San Carlos Beach Park On a motion by Commissioner McEwen, seconded by Commissioner Spangler and carried by the following vote, the Parks and Recreation Commission approved the Monterey 250 Public Art Subcommittee Recommendation of Giant Abalone Sculpture Placement at San Carlos Beach Park: AYES: 5 COMMISSIONERS: Gibson, Gorman, McEwen, Panetta, Spangler NOES: 1 COMMISSIONERS: McCarthy ABSENT: 1 COMMISSIONERS: Menendez-Herbst 6. Receive Report and Provide Direction Regarding Locating a Disc Golf Course in Ryan Ranch Park and Related Site Improvements (Mitigated Negative Declaration) Action: Approved disc golf as an appropriate use and the related site improvements in Ryan Ranch Park. Park Operations Manager Marcuzzo said an informal disc golf course was established in 2008 and that Staff recommends moving forward with the implementation of disc golf and getting a use agreement in place with the club since there is no City funding available for this project. Chair Panetta opened up Public Comments on this item. Steve Thomas, Treasurer of the Monterey Disc Golf Club, stated that the club has funded all maintenance and the rental of the portable restrooms since 2008 and they will continue to do so. Several other members of the public expressed the benefit of having this resource for outdoor recreation in Monterey. Interim Recreation and Communities Services Manager Leon clarified a question about the necessity of adding ADA accessibility in regards to adding a parking space, access to the first tee and restrooms. Parks and Recreation Commission Meeting Minutes 9/11/2019 5:30:00 PM 2  Parks and Recreation Commission Minutes 9/11/2019 5:30:00 PM On a motion by Commissioner McCarthy, seconded by Commissioner Spangler and carried by the following vote, the Parks and Recreation Commission supports the concept of Disc Golf at Ryan Ranch Park: AYES: 6 COMMISSIONERS: Gibson, Gorman, McCarthy, McEwen, Panetta, Spangler NOES: 0 COMMISSIONERS: None ABSENT: 1 COMMISSIONERS: Menendez-Herbst 7. Review Park and Recreation Related Proposed Neighborhood and Community Improvement Program (NCIP) Projects for Fiscal Year 2019-2020 for Conformity to the Parks and Recreation Master Plan and Provide Direction to Staff to Advise City Council (See Project Specific Environmental Determination) Action: Reviewed and approved Parks and Recreation related NCIP proposed projects for conformity with the Parks and Recreation Master Plan. Principal Engineer Krebs presented a review of the 27 proposed projects that fall under the Parks and Recreation Commission’s purview (including 3 cut-off projects). CW-27/Citywide Restroom Study: this project proposes to add new facilities within an existing park and was found to not be in compliance with the Parks and Recreation Master Plan (PRMP) as originally submitted. Currently parks and public restrooms close at 10:00pm; changing hours of operation for public restrooms would need to become policy direction from council. DMB-3/Spray Ave Tot Lot Resurface and Exercise Equipment: due to this park being identified in the Parks and Recreation Master Plan (PRMP) as a small pocket park that only needs ongoing maintenance and repair for the turf areas and play equipment, this project which includes adding exercise equipment is found not to be in compliance with the PRMP. However, the PRMP does support improving accessibility to the Spray Avenue Tot Lot by resurfacing the play area (DMB-1). CW-48 Pickleball 6-Court Feasibility Study (formerly MV-2): this study would identify a suitable location for a 6-court facility including review of potential sites, engineering studies and construction cost estimates. This study was found be in compliance with the PRMP and the Parks and Recreation Commission supports the idea of a dedicated 6-court facility but will wait for the feasibility study before recommending a site. NIP Alternate Spokesperson, Sharon Dwight, explained the new voting process for NCIP. Mentioned that funds are set aside for purchasing properties that go on the market so if the Parks and Recreation Commission identifies a need in a particular neighborhood (exercise equipment, a park, a dog park, etc.) the NCIP could potentially purchase property. CW- 27/Citywide Restroom Study is to figure out whether or not there is a need for more public restrooms. The more highly rated project for DMB-3/Spray Avenue Tot Lot was just resurfacing the play area and not adding exercise equipment. Oak Trees are dying all over the City and COK-1/COK Tree Study is to find a solution to help save the trees. CW-17/Accessible Beach Mats will provide one near Wharf II and maybe one at Del Monte Beach. CW-1/Ryan Ranch Storage Lot, security cameras could help deter theft. CW-21/Vets Park Bike Path Segment 4 will have some tree loss but those trees seem to be relatively immature trees. On a motion by Commissioner McCarthy, seconded by Commissioner McEwen and carried by the following vote, the Parks and Recreation Commission reviewed all Parks and Recreation related NCIP proposed projects for conformity with the Parks and Recreation Master Plan and found that with the exception of adding exercise equipment to the Spray Avenue Tot Lot, all other projects do conform with the Parks and Recreation Master Plan: AYES: 6 COMMISSIONERS: Gibson, Gorman, McCarthy, McEwen, Panetta, Spangler NOES: 0 COMMISSIONERS: None ABSENT: 1 COMMISSIONERS: Menendez-Herbst 8. Review Request to Add Additional Pickleball Courts at Via Paraiso Park by Re-Striping the Current Courts and Provide Guidance to Staff (Exempt from CEQA requirements per Article 19, Section 15301, Class 1) Action: Approved the re-striping of the existing courts at Via Paraiso Park. Local Pickleball players spoke in support of re-striping. Commissioner Panetta shared concerns from Commissioner Menendez-Herbst about noise and parking. On a motion by Commissioner Panetta, seconded by Commissioner Spangler and carried by the following vote, the Parks and Recreation Commission reviewed and approved the request to add additional Pickleball courts at Via Paraiso Park by re-striping the current courts: AYES: 6 COMMISSIONERS: Gibson, Gorman, McCarthy, McEwen, Panetta, Spangler NOES: 0 COMMISSIONERS: None ABSENT: 1 COMMISSIONERS: Menendez-Herbst The Commission recessed at 7:35pm then reconvened at 7:41pm. 9. Review and Approve Parks and Recreation Commission Work Plan for 2019/2020 (Not a project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Approved the work plan for 2019/2020 with the removal of three items (Community Needs Assessment, Park Sites and Special Events). Interim Parks and Recreation Director Larson is happy to be here and looks forward to working with the Commission. Interim Recreation and Community Services Manager Leon stated how happy staff is to have Interim Director Larson here. The Winter/Spring Activities Guide will be out soon and staff is already prepping for Summer job recruitment. Sports Center Manager Willer stated what a pleasure it is to work with Interim Parks and Recreation Director Larson and finds it particularly beneficial with Director Larson’s many years of experience from working at the Sports Center. The Sports Center is offering two weeks of Sports Camp during the upcoming Fall Break. Park Operations Manager Marcuzzo mentioned the grand opening of the Fremont Street bicycle lane is Saturday. Next Friday is the second annual Park(ing) Day on Alvarado Street. COMMISSIONER COMMENTS Commissioner McCarthy complimented Sports Coordinator Ryan Nunez. Commissioner Gibson thanked the Parks staff.
