MINUTES PARKS AND RECREATION COMMISSION MEETING CITY OF MONTEREY Wednesday, November 13, 2019 5:30 PM COUNCIL CHAMBER-580 PACIFIC STREET MONTEREY, CALIFORNIA Commissioners Present: Gibson, Gorman, McEwen, Menendez-Herbst, Panetta, Spangler Commissioners Absent: McCarthy Staff Members Present: Interim Parks and Recreation Director, Interim Recreation and Community Services Manager, Sports Center Manager, Park Operations Manager, Administrative Assistant II CALL TO ORDER Chair Panetta called the meeting to order at 5:30pm ROLL CALL PRESENTATIONS 1. Presentation on Updated Don Dahvee Creek Path Design (Not a project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Received presentation from Principal Engineer/NCIP Staff Coordinator Krebs. 2. Presentation on Integrated Pest Management (Not a project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Received presentation from Park Maintenance Supervisor Norton. 3. Highlights of the Great Floating Pumpkin Patch at the Monterey Sports Center (Not a project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Received presentation from Facility Coordinator Sepagan. 4. Highlights of Summer Programs at the Monterey Sports Center (Not a project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Received presentation from Sports Coordinator Nunez and Aquatics Coordinator Graffagnino. 5. Highlights of Monterey Recreation Division Summer Programs (Not a project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Received presentation from Interim Recreation and Community Services Manager Leon. 6. Highlights of Field Sports Programs (Not a project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Received presentation from Sports Coordinator Almario. Parks and Recreation Commission Minutes 11/13/2019 5:30:00 PM CONSENT ITEMS Approval of Minutes 7. Wednesday, September 11, 2019 Action: Approved as submitted (6-0-1, McCarthy absent) ***End of Consent Agenda*** PUBLIC COMMENTS Chair Panetta opened public comments on non-agendized matters. Monterey resident Paul O’Leary lives across the street from the Via Paraiso tennis courts and finds the large groups of Pickleball players make too much noise and that parking is an issue. PUBLIC APPEARANCE 8. Receive Report on 2019 Monterey Amberjacks Season (Not a project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Received report on the 2019 Monterey Amberjacks Season (6-0-1, McCarthy absent). Interim Recreation and Community Services Manager Leon reported on the success of the 2019 Monterey Amberjacks season. The Amberjacks would like to return for a 35-game season in 2020. On a motion by Commissioner McEwen, seconded by Commissioner Spangler and carried by the following vote, the Parks and Recreation Commission approved the return of the Monterey Amberjacks for 2020: AYES: 6 COMMISSIONERS: Gibson, Gorman, McEwen, Menendez- Herbst, Panetta, Spangler NOES: 0 COMMISSIONERS: None ABSENT: 1 COMMISSIONERS: McCarthy 9. Parks and Recreation Commission Schedule for 2020 (Not a project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Approved the Parks and Recreation Commission Schedule for 2020 (6-0-1, McCarthy absent). Parks and Recreation Department Monthly Report - September 2019 (Not a project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Received report. 11. Parks and Recreation Department Monthly Report - October 2019 (Not a project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Received report. Interim Parks and Recreation Director Larson attended the Laguna Grande JPA (Joint Powers Authority) meeting. Staff toured the Old Capitol Site today; Pebble Beach Company will be cleaning it up for the next two weeks, there are a lot of encampments that need to be removed. The site will be designated as a park. Staff is working with a local volleyball club to get more tournaments and usage of the courts at Monterey Bay Park; joint usage where they would assist with maintenance. Commissioner Panetta asked for clarification in regards to the Old Capitol Site being considered a park or open space; Director Larson reiterated it has been designated as a park. Interim Recreation and Community Services Manager Leon reported that the tree lighting at Colton Hall will be Friday, December 6. Community Centers are getting ready for their Thanksgiving and Christmas activities. Summer planning has begun. Park Operations Manager Marcuzzo stated that many landscaping projects have been completed; Waterfront Lot, Hoffman Park, Sister Cities Park, and Fisherman’s Flats. Parks staff is currently working on Cannery Row Park Plaza next to the Monterey Plaza Hotel. Sports Center Manager Willer said they are gearing up for the holidays with the turkey hunt coming up next week, where they will give away five (5) donated turkey and one (1) full dinner. The gift card promotion is coming up in December. COMMISSIONER COMMENTS Commissioner McEwen asked if the Sports Center has any new t-shirt designs coming out. Manager Willer stated yes.
