MINUTES PARKS AND RECREATION COMMISSION MEETING CITY OF MONTEREY Wednesday, December 11, 2019 5:30 PM COUNCIL CHAMBER - 580 PACIFIC STREET MONTEREY, CALIFORNIA Commissioners Present: Gibson, Gorman, McCarthy, McEwen, Menendez-Herbst, Panetta, Spangler Commissioners Absent: None Staff Members Present: Parks and Recreation Director, Interim Recreation and Community Services Manager, Park Operations Manager, Administrative Assistant II CALL TO ORDER Chair Panetta called the meeting to order at 5:30pm. ROLL CALL PRESENTATIONS 1 Presentation to Commissioner Suzanne Menendez-Herbst for Sixteen Years of Service to the City of Monterey (Not a project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Received presentation. 2 Introduction of New Urban Forestry Staff (Not a project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Introduction made. 3 Introduction of New Monterey Sports Center Staff (Not a project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Introduction made. 4 Review of Potential Neighborhood and Community Improvement Program (NCIP) Projects for Fiscal Year 2020-2021 (Not a project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Received presentation. CONSENT ITEMS Approval of Minutes 5 Wednesday, November 13, 2019 Action: Approved with changes (7-0-0). ***End of Consent Agenda*** PUBLIC COMMENTS Parks and Recreation Commission Minutes 12/11/2019 5:30:00 PM Chair Panetta opened public comments on non-agendized matters. Resident Paul O'Leary reviewed the petition he is circulating which addresses concerns regarding Pickleball at Via Paraiso Park. PUBLIC APPEARANCE 6 Commission Appointment Process and Selection of Chair and Vice Chair for January through June 2020 (Not a project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Approved the Selection of Chair and Vice Chair for January through June 2020 (7-0-0). On a motion by Commissioner Spangler, seconded by Commissioner McCarthy and carried by the following vote, the Parks and Recreation Commission approved the appointment of Donna Gibson as Chair and Ellen McEwen as Vice Chair for January through June 2020: AYES: 7 COMMISSIONERS: Gibson, Gorman, McCarthy, McEwen, Menendez-Herbst, Panetta, Spangler NOES: 0 COMMISSIONERS: None ABSENT: 0 COMMISSIONERS: None INFORMATIONAL REPORTS & STAFF COMMENTS 7 Parks and Recreation Department Monthly Report - November 2019 (Not a project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Received report. Parks and Recreation Director Larson said that signage has been installed at the Old Capitol Site stating the park is closed for maintenance. The Police Department will be patrolling the park. Working with the Community Development Department in applying for a grant to create a park plan for the Old Capitol Site. Staff recently attended a very informative CPRS Mini Conference. The Sports Center’s Gift Card Promotion has started and in the first two days sold $33,000 worth of gift cards; the promotion runs through December 24. Interim Recreation and Community Services Manager Leon said that recruitment for Summer jobs is beginning soon. Met with the City Attorney’s Office regarding concerns expressed in a letter about Pickleball at Via Paraiso and the priority times are in compliance with City policy. Park Operations Manager Marcuzzo stated that landscaping has been completed at Cannery Row Park Plaza and a globe has been installed at Sister City Park. COMMISSIONER COMMENTS Commissioner Menendez-Herbst is so happy and honored to have served on this Commission for so many years. Commissioner Gibson commended staff and is doing her best to get the facts out there regarding the sales tax measure. Commissioner Panetta commended Parks for the landscaping at the Cannery Row pocket park and the globe looks great at Sister City Park. NEXT MEETING Wednesday, January 8, 2020.
