CALL TO ORDER
Chair Gibson called the meeting to order at 5:31pm.

PRESENTATIONS
1. Presentation on the Current Status of Parks and Recreation Department Staffing,
Programs, Services and Facilities (Not a project under CEQA Article 20, Section 15378
and under General Rule Article 5, Section 15061)
Action: Presentation given.
Jean Rasch, on behalf of the Monterey Vista Neighborhood Association, would like the priority
times for Pickleball at Via Paraiso Park removed. With the courts currently closed, it is an
opportune time to re-stripe the courts so that one court is dedicated to tennis and the other for
Pickleball.

3. Receive Report on Commission Appointment Process and Select Chair and Vice Chair
for July 2020 through June 2021 (Not a project under CEQA Article 20, Section 15378 and
under General Rule Article 5, Section 15061)
Action: The Parks and Recreation Commission received report on the Commission
Appointment Process and selected Donna Gibson as the Chair and Ellen McEwen as
Vice Chair for July 2020 through June 2021.
On a motion by Commissioner Gorman, seconded by Commissioner Spangler and carried by
the following vote, the Parks and Recreation Commission Selected the Chair and Vice Chair for
July 2020 through June 2021:
AYES: 7 COMMISSIONERS: Gibson, Gorman, McCarthy, McEwen,
Panetta, Schmidt, Spangler
NOES: 0 COMMISSIONERS: None
ABSENT: 0 COMMISSIONERS: None
INFORMATIONAL REPORTS & STAFF COMMENTS
Parks and Recreation Director Larson expressed her gratitude to the commissioners for their
support and service. Extended her gratitude to Assistant City Manager Rojanasathira for
attending this meeting and for his continued support.
Interim Recreation and Community Services Manager Leon thanked the commission and looks
forward to rebuilding and getting through this challenging time.
Sports Center Manager Willer extended her gratitude to Sports Center Staff. Proud of the
incredible character and integrity that was shown by every staff member as they worked so
diligently up until June 1. Without their effort and hard work, the Sports Center would not be
ready to re-open in a couple of weeks.
Park Operations Manager Marcuzzo said it is weed season and staff is plugging along with the
removal. Commissioner Gibson asked if volunteers will ever get to help in parks again and
Manager Marcuzzo said he is working on getting that organized.
COMMISSIONER COMMENTS
Commissioner McEwen extended her deep gratitude to staff for the ability to find a good vision
for the future.
Commissioner Spangler thanked Assistant City Manager Rojanasathira for attending our
meeting and all the information he provided. Echoed Commissioner McEwen’s comments of
thanks and is so proud of our community.
Commissioner Panetta thanked staff and expressed her appreciation for the quick responses
she gets from staff.
Commissioner Schmidt appreciates all the work being done with such minimal staff.
Commissioner McCarthy thanked staff for their efforts and suggested reaching out to the
commissioners for assistance if donations are going to be solicited.

Commissioner Gorman extended her thanks.
Commissioner Gibson thanked staff and specifically Assistant City Manager Rojanasathira for
providing the detailed information regarding the budget.

make a brief report on his or her activities. In addition, a Commissioner may provide a
referral to staff or other resources for factual information, request staff to report back to
the body at a subsequent meeting concerning any City matter, or direct staff to place a
