MINUTES PARKS AND RECREATION COMMISSION MEETING CITY OF MONTEREY Wednesday, November 8, 2023 5:30 PM COUNCIL CHAMBER, 580 PACIFIC ST. MONTEREY, CALIFORNIA Commissioners Present: Crampton, McCarthy, McEwen, Spangler Commissioners Absent: Schmidt, Gibson, Ono Staff Members Present: Recreation Manager, Park Operations Manager, Sports Center Manager, Recreation Supervisor, NCIP Coordinator, Administrative Assistant CALL TO ORDER Vice Chair Crampton called the meeting to order at 5:30 p.m. ROLL CALL PRESENTATIONS 1 Monterey City Clerk Presentation on AB 2449 and Traditional Brown Act Teleconference Rules (Not a Project Under CEQA per Article 20, Section 15378 and Under General Rule Article 5, Section 15061) Action: Presentation given 2 Review of Potential Neighborhood and Community Improvement Program (NCIP) Projects for Fiscal Year 2024-2025 (Not a project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Presentation given Public Comments: Received from John Sovereign. 3 Presentation on the Status of the Parks and Recreation Department Operations for September 2023 through October 2023 (Not a project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Presentation given CONSENT ITEMS Approval of Minutes 4 Wednesday, September 13, 2023 Action: Approved as submitted (4-0-3 Absent). Commissioner McEwen motioned Commissioner Spangler Second ***End of Consent Agenda*** PUBLIC COMMENTS None PUBLIC APPEARANCE Parks and Recreation Commission Minutes 11/08/2023 5:30:00 PM 5 Review and Approve the Parks and Recreation Commission Schedule for 2024 (Not a project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Approved the Parks and Recreation Commission Schedule for 2024 (4-0-3). Public Comments: None On a motion by Commissioner McCarthy, seconded by Commissioner McEwen and carried by the following vote, the Parks and Recreation Commission approved the Parks and Recreation Commission Schedule for 2024 AYES: 4 COMMISSIONERS: Crampton, McCarthy, McEwen, Spangler NOES: 0 COMMISSIONERS: None. ABSENT: 3 COMMISSIONERS: Schmidt, Gibson, Ono INFORMATIONAL REPORTS & STAFF COMMENTS Recreation Manager Leon discussed several key topics including the upcoming Thanksgiving Drive-Thru event, the hiring of full-time staff, recognition of Donna Gibson for her dedicated service to Parks and Recreation, and a warm welcome back to Bill Rothschild at the Sports Center. Sports Center Manager Rothschild encouraged the Commission and the community to come by and share their thoughts on the Sports Center, emphasizing the team's openness to exploring ideas for the future. Park Operations Manager Marcuzzo discussed the annual Christmas tree lighting happening on December 1. COMMISSIONER COMMENTS Commissioner Spangler shared her excitement to meet the new full-time staff and thanked the whole Department for their efforts. Commissioner McCarthy discussed his time on the Commission and wanted to say his farewell to the Parks and Recreation Commission. Commissioner McEwen and Vice Chair Crampton reiterated their fellow Commissioners. NEXT MEETING Wednesday, December 13, 2023.
