MINUTES PARKS AND RECREATION COMMISSION MEETING CITY OF MONTEREY Wednesday, February 14, 2024 5:30 PM COUNCIL CHAMBER, 580 PACIFIC ST. Commissioner McEwen motioned Vice Chair Crampton Second ***End of Consent Agenda*** PUBLIC COMMENTS Received from Esther Malkin PUBLIC APPEARANCE 6 Recommend the City Council Adjust the Parks and Recreation Department Fee Schedule (Not a project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Approved the Parks and Recreation Department Fee Schedule (6-0-1). Public Comments: None On a motion by Chair Schmidt, seconded by Commissioner McEwen and carried by the following vote, the Parks and Recreation Commission recommended the City Council approve the Parks and Recreation Department Fee Schedule effective July 1, 2024. AYES: 6 COMMISSIONERS: Schmidt, Crampton, Buaya, McEwen, Ono, Sanders NOES: 0 COMMISSIONERS: None ABSENT: 1 COMMISSIONERS: Spangler INFORMATIONAL REPORTS & STAFF COMMENTS Parks and Recreation Director Larson discussed the upcoming Blue Zones Project, highlighting the community volunteer day scheduled at Laguna Grande Park. Additionally, she informed the Commission about the City's listening sessions aimed at gathering input on upcoming budget priorities. She expressed gratitude for their advocacy and encouraged their participation in the survey. Recreation Manager Leon extended her gratitude to the Commission for their support, along with the Parks and Recreation team. Sports Center Manager Rothschild invited the Commission to visit the Sports Center and witness firsthand the ongoing projects and improvements they are working on. Parks and Recreation Commission Meeting Minutes 02/14/2024 5:30:00 PM Parks and Recreation Commission Minutes 02/14/2024 5:30:00 PM Assistant Urban Forester Norton addressed the recent storm mitigation efforts and expressed gratitude to all the Park staff who bravely worked through the challenging weather conditions. Norton also highlighted the upcoming spring work for the fields and emphasized the dedicated efforts of the park staff to ensure everything is operational and ready for the season. COMMISSIONER COMMENTS Commissioner Sanders and Buaya thanked the Parks and Recreation staff and are eager to start their journey as Commissioners. Commissioner Ono extended sincere appreciation to the entire Department, commending the remarkable efforts of the Parks staff in the aftermath of the recent storm. Vice Chair Crampton reiterated her fellow Commissioners and was thankful to be a part of the Parks and Recreation Commission. Commissioner McEwen and Chair Schmidt thanked the department. PUBLIC COMMENT PROCEDURES AND TIME LIMITS: The total amount of time allocated for public comment on a particular issue and for each individual speaker is generally as follows: 1. Up to three minutes per speaker. 2. For regular Parks and Recreation Commission meetings, there is one 15-minute public comment period for items not on the agenda. 3. The total time allocated for public comment: a. Items pulled from the consent agenda – 15 minutes each item b. Public Appearance items – 30 minutes each item c. Public Hearing items – 30 minutes each item At the time an item is considered, the Chair will ask those attending the meeting in person to line up at the podium or raise their hands, and for remote participants to use *9 on the telephone or the “raise hand” function in Zoom, if they wish to address the Parks and Recreation Commission. The maximum amount of time for each person to speak and the total amount of time allotted for each item will be determined based on the number of people indicating an interest in speaking and the amount of business to be conducted on the agenda. In exceptional circumstances and when necessary to ensure a full opportunity for public input, the Chair may, with the Committee’s consent, adjust the amount of time allowed for public input and/or the time allotted for each speaker.
