AYES: 4 COMMISSIONERS: Crampton, Buaya, Ono, Spangler NOES: 0 COMMISSIONERS: None ABSENT: 3 COMMISSIONERS: Schmidt, McEwen, Sanders Public Comments: Lee Whitney made a public comment. INFORMATIONAL REPORTS & STAFF COMMENTS Parks and Recreation Director Larson expressed gratitude to the entire team for their efforts regarding the budget. She commended the Recreation team for quickly adapting to move the Bunny Hop Photo Op indoors due to the weather. Director Larson also thanked the Park staff for their contribution to another successful horticulture day and acknowledged Bill at the Sports Center for implementing significant changes. Additionally, she showed appreciation to the Commission for their consistent support of the Department. Recreation Manager Leon provided an update on the recruitment, certification, and onboarding of new staff for the summer season, highlighting the robust enrollment numbers already achieved for the Playground Program. She also briefed the Commission on the expiration of certain PRC terms and expressed the Department's interest in having Commissioner’s consider reapplying for their positions. Sports Center Manager Rothschild conveyed appreciation to the Commission for their attendance and encouraged them to visit the Sports Center to observe the current changes and ongoing projects firsthand. Parks and Recreation Commission Meeting Minutes 04/10/2024 5:30:00 PM Parks and Recreation Commission Minutes 04/10/2024 5:30:00 PM Park Operations Manager Marcuzzo expressed gratitude to the Commission for their continued support and extended a friendly invitation for them to visit any of the Monterey parks. COMMISSIONER COMMENTS Commissioner Spangler thanked the Parks and Recreation Department for their leadership and expressed gratitude for the role they play in making our community a great place to live. Commissioner Ono pointed out the exciting new programs happening at the Sports Center and praised their appeal to the community. He also shared his positive experience hosting his son's first birthday party at one of the Monterey parks and attending Horticulture Day. Commissioner Buaya was impressed by how much responsibility the Department takes on with such a small team, something she only fully understood after joining the Commission. She showed her admiration and thanked the staff. Vice Chair Crampton reiterated her amazement by how much the Department accomplishes, especially considering not being fully staffed post COVID-19 pandemic. She sought clarification on campership opportunities to assist families with summer programs. Recreation Manager Leon explained the process for scholarship opportunities. PUBLIC COMMENT PROCEDURES AND TIME LIMITS: The total amount of time allocated for public comment on a particular issue and for each individual speaker is generally as follows: 1. Up to three minutes per speaker. 2. For regular Parks and Recreation Commission meetings, there is one 15-minute public comment period for items not on the agenda. 3. The total time allocated for public comment: a. Items pulled from the consent agenda – 15 minutes each item b. Public Appearance items – 30 minutes each item c. Public Hearing items – 30 minutes each item At the time an item is considered, the Chair will ask those attending the meeting in person to line up at the podium or raise their hands, and for remote participants to use *9 on the telephone or the “raise hand” function in Zoom, if they wish to address the Parks and Recreation Commission. The maximum amount of time for each person to speak and the total amount of time allotted for each item will be determined based on the number of people indicating an interest in speaking and the amount of business to be conducted on the agenda.
