MINUTES PARKS AND RECREATION COMMISSION MEETING CITY OF MONTEREY Wednesday, November 13, 2024 5:30 PM COUNCIL CHAMBER, 580 PACIFIC ST. MONTEREY, CALIFORNIA Commissioners Present: Crampton, Ono, Bence, Buaya, McEwen, Schmidt Commissioners Absent: Reed Staff Members Present: Parks and Recreation Director, Recreation Manager, Recreation Supervisor, Administrative Assistant CALL TO ORDER Chair Crampton called the meeting to order at 5:31p.m. ROLL CALL PRESENTATIONS 1 Presentation on the Status of the Parks and Recreation Department Operations for June 2024 through October 2024 (Not a project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Presentation given Comments: Shelly Schmidt made a public comment thanking Recreation staff for their support. Commissioner Comments: None. 2 Review of Potential Neighborhood and Community Improvement Program (NCIP) Projects for Fiscal Year 2025-2026 (Not a project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Presentation given Comments: None. Commissioner Comments: None. CONSENT ITEMS Approval of Minutes 3 Wednesday, July 10, 2024 Action: Approved as submitted (6-0-1 Absent). Commissioner McEwen motioned Vice Chair Ono Second ***End of Consent Agenda*** Parks and Recreation Commission Minutes 11/13/2024 5:30:00 PM PUBLIC COMMENTS Peter Berridge, Lee Whitney and Nina Beatty all made a public comment regarding the Old Capitol Site Park Plan. PUBLIC APPEARANCE 5 Recommend to the City Council that the Park and Recreation Related Proposed Neighborhood and Community Improvement Program (NCIP) Projects for Fiscal Year 2024-2025 are Consistent with the Parks and Recreation Master Plan and Provide Direction to Staff to Advise City Council (Exempt from CEQA per Article 19, Sections 15301, 15303, 15306, Classes 1, 3, and 6, and Not a Project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Approved the Parks and Recreation Related Proposed (NCIP) Projects for Fiscal Year 2024-2025 (6-0-1). Public Comments: None. On a motion by Vice Chair Ono, seconded by Commissioner McEwen and carried by the following vote, the Parks and Recreation Commission approved seven of the proposed Parks and Recreation Related Proposed (NCIP) Projects for Fiscal Year 2024-2025 that fall under Parks and Recreation Commission purview are consistent with the current Parks and Recreation Master Plan (PRMP), Elder-Focused Exercise Equipment at Laguna Grande Park (DMG-03), Hilltop Park Center Renovation (NM-12), Replace & Install New Lights & Poles at Sollecito Field (DT-05), Replace Irrigation Drainage System & Install Turf at Jacks Park (DT-04), El Estero Park Large BBQ Area Shade Structure (DT-06), Install Pickleball Courts at Monterey Tennis Center (DT12), Cypress Park Tennis Court Resurfacing (NM-14). The Parks and Recreation Commission did not approve the following two projects to be consistent with the Parks and Recreation Master Plan: Pickleball Court Construction Funding (RR-01) and Bike Repair Stations (MN-12). AYES: 6 COMMISSIONERS: Crampton, Ono, Bence, Buaya, McEwen, Schmidt NOES: 0 COMMISSIONERS: None ABSENT: 1 COMMISSIONERS: Reed 6 Review and Approve the Parks and Recreation Commission Schedule for 2025 (Not a project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Approved the Parks and Recreation Commission Schedule for 2025 (6-0-1). Public Comments: None Parks and Recreation Commission Meeting Minutes 11/13/2024 5:30:00 PM Parks and Recreation Commission Minutes 11/13/2024 5:30:00 PM On a motion by Commissioner McEwen, seconded by Commissioner Bence and carried by the following vote, the Parks and Recreation Commission approved the Parks and Recreation Commission Schedule for 2025. AYES: 6 COMMISSIONERS: Crampton, Ono, Bence, Buaya, McEwen, Schmidt NOES: 0 COMMISSIONERS: None ABSENT: 1 COMMISSIONERS: Reed INFORMATIONAL REPORTS & STAFF COMMENTS Parks and Recreation Director Larson commended the Department for their outstanding efforts in organizing this summer's and fall's community events. Additionally, Director Larson expressed gratitude to the Parks team and the Commission for their ongoing support and contributions. Recreation Manager Leon gave a shoutout to the Recreation, Parks and NCIP teams for their hard work and how well everyone works together. She also mentioned Park Manager Marcuzzo’s retirement and shared how much he and his experience will be missed. COMMISSIONER COMMENTS Commissioner Bence thanked the Department for their detailed report and all the events held during the Summer and Fall. Commissioner McEwen shared that she loved the Día de los Muertos event at the Sports Center and mentioned that Monterey is such a fun place to live. Vice Chair Ono shared that he takes his son to the Sports Center every Friday night and was thrilled to use the facilities. He also mentioned looking forward to attending more events with his family next year. Commissioner Schmidt echoed the thanks of his fellow Commissioners and reflected on Park Manager Marcuzzo’s retirement. He also commended the Department for all the successful events held throughout the year and mentioned that he will be volunteering at the Scholze Park Center for the upcoming Senior Fall Luncheon. Commissioner Buaya expressed gratitude for being part of the decision-making process regarding NCIP and was pleased to see some of the projects get approved. Chair Crampton thanked the Department for clearly highlighting who we serve in the community and for offering such wonderful programs for all ages. She also wished the entire Department a Happy Holiday. NEXT MEETING Wednesday, December 11, 2024. PUBLIC COMMENT PROCEDURES AND TIME LIMITS: The total amount of time allocated for public comment on a particular issue and for each individual speaker is generally as follows: 1. Up to three minutes per speaker. 2. For regular Parks and Recreation Commission meetings, there is one 15-minute public comment period for items not on the agenda. 3. The total time allocated for public comment: a. Items pulled from the consent agenda – 15 minutes each item b. Public Appearance items – 30 minutes each item c. Public Hearing items – 30 minutes each item At the time an item is considered, the Chair will ask those attending the meeting in person to line up at the podium or raise their hands, and for remote participants to use *9 on the telephone or the “raise hand” function in Zoom, if they wish to address the Parks and Recreation Commission.
