MINUTES PLANNING COMMISSION Tuesday, April 26, 2011 Afternoon Session Only 4:00 - 6:00 p.m. COUNCIL CHAMBER, FEW MEMORIAL HALL OF RECORDS MONTEREY, CALIFORNIA Commissioners Present: Widmar, Davis, Garden, McCrone, Osorio (Arrived at 4:10 p.m.), Stocker Commissioners Absent: Stites Staff Members Present: Chief of Planning Engineering & Environmental Compliance Chip Rerig, Principal Planner Kimberly Cole, Senior Associate Planner Todd Bennett, Housing & Property Manager Rick Marvin, Administrative Analyst Sandra Reeder, Lt. Jeff Jackson, Recording Secretary Jaci Abadilla CALL TO ORDER Chair Widmar called the meeting to order at 4:05 p.m. CONSENT ITEMS APPROVAL OF MINUTES 1. April 12, 2011 Commissioner McCrone stated that on Page 3, Item 4, he seconded the motion not Commissioner Garden. On a motion by Commissioner McCrone, seconded by Commissioner Davis, and carried by the following vote, the Planning Commission approved the April 12, 2011 minutes with the amendment. AYES: 5 COMMISSIONERS: Widmar, Davis, Garden, McCrone, Stocker NOES: 0 COMMISSIONERS: None ABSENT: 2 COMMISSIONERS: Osorio, Stites ABSTAIN: 0 COMMISSIONERS: None RECUSED: 0 COMMISSIONERS: None ***End of Consent Agenda*** PUBLIC COMMENTS None. Commissioner Davis recused himself due to a conflict of interest at 4:10 p.m. PUBLIC HEARING Planning Commission Minutes Tuesday, April 26, 2011 2. Recommend City Council and Redevelopment Agency approve Draft One-Year Action Plan for Community Development Block Grant (CDBG) and the 2011/2012 Housing Program and Budget (Administrative Action - Categorically Exempt From Environmental Requirements). ACTION: Recommended approval and adoption to the City Council and Redevelopment Agency on the proposed One-Year 2011/2012 Program Budget and Action Plan. Staff Presentation/Commissioners Questions: Sandra Reeder and Rick Marvin presented the staff report and answered Commissioners’ questions. Public Comments: Lynn Young, Executive Director, Josephine Kernes Memorial Pool, said that their program supports children and adults with disabilities. Her program helps with housing for people with disabilities to remain in a home and live independently. The City has tough decisions that have to be made and added that she is glad the City has continued to help support their program. Gloria Rolands, Coalition of Homeless Providers, stated that her program helps the homeless in the community. She thanked the City for their support and added that housing helps the people. They provide permanent and temporary housing county-wide and a service plan is currently being prepared. A homeless survey was completed by peers at the end of January and they are still finalizing the numbers. Kelly Margentini stated that she provides legal services for seniors 60 years and older. She thanked the City for receiving funds and added that she would like to work with the Housing Division to expand her service to include people that have rehab loans. Commissioner Comments: Commissioner McCrone asked if the City’s programs were effective based on the amount of money spent. The City needs to come up with a way to measure how the funds are being spent. He would like to see the number of people that are assisted with the down payment assistance program. Chair Widmar asked how many people have been served over the years and would like more insight into data. Commissioner Garden stated that the City is doing well with the amount of funds being spent on these organizations. Commissioner Osorio stated that a discussion should be held on whether the City needs to prioritize the services provided. The funds are limited to serve the community. Commissioner Garden motioned to recommended approval and adoption to the City Council and Redevelopment Agency on the proposed One-Year 2011/2012 Program Budget and Action Plan. Commissioner McCrone seconded the motion. Consider 685 Cannery Row; Use Permit 09-050; Applicant Santiago Marasigan; Owner The Cannery Row Company; C-R Zoning District; Exempt from CEQA Requirements. Consider twelve-month review of Use Permit 09-050 for Live Entertainment to determine if Conditions of Approval have been met and the extent of impacts upon adjacent properties, if any. The Planning Commission can grant the Use Permit for additional time, deny the Use Permit, or require additional or revised Conditions of Approval. ACTION: Continued the application until the May 10, 2011 Planning Commission meeting. Staff Presentation/Commissioners Questions: Todd Bennett asked the Commission to continue the item until the May 10, 2011 meeting due to the applicant not being present. Commissioner Comments: Commissioner Garden motioned to continue the application until the May 10, 2011 Planning Commission meeting. Commissioner Osorio seconded the motion. On a motion by Commissioner Garden, seconded by Commissioner Osorio, and carried by the following vote, the Planning Commission continued the application until the May 10, 2011 meeting. Response to Commissioners’ Comments at the April 12, 2011 meeting. Report received. New Comments: Planning Commission Meeting Minutes Tuesday, April 26, 2011 3 Planning Commission Minutes Tuesday, April 26, 2011  Commissioner Stocker said the website is still difficult to download the packets and requested the items be renamed to reflect the actual title but added that it is getting better to use.  Chair Widmar stated that the packets would be easier to review as a single document with bookmarks and agreed with Commissioner Stocker on the naming of the documents.  Commissioner Garden stated that the packet would be easier as one PDF document and asked if there was a program where he could apply a note to the document for comments.  Commissioner McCrone asked about the upcoming Charrette. INFORMATIONAL REPORTS & STAFF COMMENTS 5. Planning Office Update. Ms. Cole made the following announcements to the Commission:  The Charrette will be postponed until the end of June. The parking counts have been completed and about four weeks are needed to analyze the data.  Ms. Caraker has been working on the North Fremont and Waterfront Master Plans and both will be scheduled for an upcoming subcommittee meeting.  There will be a public safety meeting hosted by the Police Department on April 28, 2011 from 9 a.m. to 11 a.m. at the Monterey Conference Center.  Ms. Cole will ask Rich Deal to come and speak on traffic volumes and population estimates. Planning Office Update. ADJOURNMENT ADJOURNMENT — The general policy of the Planning Commission is that the Afternoon Session will end no later than 5:30 p.m. Any public agenda items that have not been completed within the designated adjournment time may be formally extended by the Commission, or continued to the next regularly scheduled Planning Commission Meeting, or continued to a Special Meeting. Agenda packets may be reviewed by the public in the Monterey Public Library, in the Planning Office, or on the web at http://www.monterey.org beginning late Friday afternoon prior to the date of the meeting. Members of the public have the right to address the Commission on any Agenda items. The Chair will formally open the floor for public comment. However, if you wish to speak to items during "Consent Agenda" or "Staff Informational Report," please advise the staff or the Chair prior to the action on that item and you will be recognized. Notification as much in advance as possible is appreciated. Information distributed to the Commission at the meeting becomes part of the public record. A copy of written material, pictures, etc. should be provided to the Secretary for this purpose. Planning Commission decisions may be appealed within ten (10) days from the date of the decision on forms available in the Planning Division during business hours. When the tenth day falls on a weekend or a holiday, the appeal deadline date is the next working day following the holiday or weekend. The appeal filing fee is $370.
