CALL TO ORDER
Chair Garden called the meeting to order at 7:02 pm.
CONSENT ITEMS
On a motion by Commissioner Stocker, seconded by Commissioner Davis, and carried
by the following vote, the Planning Commission approved the CONSENT ITEMS:

2. Consider 3051 Monterey Salinas Highway; Use Permit 13-060 to Extend Use Permit
10-176 for a New Religious Assembly Building; Applicant John Scourkes; Owner
St. John the Baptist Greek Orthodox Church of Monterey County (Negative
Declaration Previously Approved)
Action: Adopted a Resolution approving 3051 Monterey Salinas Highway Use
Permit 13-060 to Extend Use Permit 10-176 for a New Religious Assembly
Building with an additional Condition of Approval that the applicant shall
work with the Architectural Review Committee to develop a better site
design to reduce parking and excessive excavation on the site.

Staff Presentation/Committee Member Questions:
Kimberly Cole presented the Agenda Report and answered Commission Members
questions.
Applicant:
John Scourkes, Architect, said they have reviewed the storm water requirements and
they can work with and feel comfortable meeting the conditions. He said they are
considering a two-building versus one-building scheme. He said 40 parking spaces will
fit on site and they will not need to move parking off site. And, other concerns may need
to be addressed, but they will come up with solutions. He said they would like to
continue with this project with the Planning Commissions’ approval of the use permit
extension. Mr. Scroukes answered Commissioners questions understanding if the plans
are revised they will need to come back for approval or come back with a new
application, but they still want to move forward. He expressed that if they can develop
they will or they will sell with the existing use permit; but either way they have invested a
lot of money into the project.

Committee Member Comments:
Commissioners discussed their concerns regarding onsite parking problems, grading
issues and what the building layout on the site might become if the current owners sell.
Commissioner Stocker said the site can be developed since the use and language of the
permit is valid, but that the project needs to be redesigned due to the exceptional height
of the retaining wall and grading, while maintaining parking on site or incorporating
shared parking. Commissioner Davis said if there is a redesign based on those issues it
would then be a new project but that the current project has already been approved. He
said everything could work with a relatively smaller building footprint and he questioned
whether the Planning Commission could approve a redesign or if the Commission should
direct the redesign back to the Architectural Review Committee. Ms. Cole said that at
this point the previous ARC approval has now expired. Commissioner Garden said that
he can see the difficulty in drafting conditions with the topographical engineering
challenges. He suggested that if another condition is added for changes to the current
plan, the project should then be revisited by the Planning Commission. Commissioner
McCrone said to reject the current plan and to start over is not fair to the applicant. He
said there is a substantial redesign required. When the time comes to develop, they can
address the parking problems, reduce the grading and retaining wall, or come up with
off-site parking agreements.
Commissioner Davis moved to approve the use permit extension for two years with staff
recommended Conditions and an additional Condition of Approval that the applicant shall
work with the Architectural Review Committee to develop a better site design to reduce
parking and excessive excavation on the site. Commissioner Stocker seconded the
motion. Commissioner Reed abstained because he did not see the video. The motion
passed by the following vote.

3. Finalize Agenda Title for the Mayors Meeting
Action: The Planning Commission finalized a title for the Mayors Meeting--“The
Purpose and Scope of Commission and Council Subcommittees”.

After discussion, the Planning Commission concurred that the topic for the April 8, 2013
Mayor’s Meeting will be “The Purpose and Scope of Commission and Council
Subcommittees”.
COMMISSIONERS COMMENTS
Commissioner Stocker said the Appeals Board handles appeals to the city, and
the last meeting pertained to ADA projects in the city. He said the meetings are
very interesting and he invited the Commissioners to come to a future meeting.
Commissioner Davis said that he and Commissioner McCrone are
representatives on the Old Monterey Business Association. He reported that it is
encouraging to hear of things going on downtown, such as the Work family
possibly naming another developer, completion of the Regency project, and
approval of 301-375 Alvarado Street.

It was discussed and determined that there will be a field trip to review the April 9

PUBLIC COMMENTS. At this time, the public may speak for a maximum of three minutes on any
subject which is within the jurisdiction of the Monterey Planning Commission and which is not on
the agenda. Any person or group desiring to bring an item to the attention of the Commission may
do so during Public Comments or by addressing a letter of explanation to the Commission, City
Hall, Monterey, CA 93940. Public Comments are taken during the afternoon session and
continued at the evening session. Individuals may choose to speak once for up to three minutes at
either session, but not both.

4. Planning Office Update
ADJOURNMENT
ADJOURNMENT — The general policy of the Planning Commission is that the Afternoon Session will
end no later than 5:30 p.m. and the Evening Session will end no later than 11:00 p.m. Any public
agenda items that have not been completed within the designated adjournment time may be formally
extended by the Commission, or continued to the next regularly scheduled Planning Commission
Meeting, or continued to a Special Meeting.
Agenda packets may be reviewed by the public in the Monterey Public Library, in the Planning Office,
or on the web at http://www.monterey.org beginning late Friday afternoon prior to the date of the
meeting.
Members of the public have the right to address the Commission on any Agenda items. The Chair will
formally open the floor for public comment. However, if you wish to speak to items during "Consent
Agenda" or "Staff Informational Report," please advise the staff or the Chair prior to the action on that
item and you will be recognized. Notification as much in advance as possible is appreciated.
Information distributed to the Commission at the meeting becomes part of the public record. A copy of
written material, pictures, etc. should be provided to the Secretary for this purpose.
Planning Commission decisions may be appealed within ten (10) days from the date of the decision on
forms available in the Planning Division during business hours. When the tenth day falls on a weekend
or a holiday, the appeal deadline date is the next working day following the holiday or weekend. An
