MINUTES PLANNING COMMISSION AFTERNOON SESSION ONLY Tuesday, July 14, 2015 4:00 pm - 5:30 pm 580 PACIFIC STREET, COUNCIL CHAMBERS MONTEREY, CALIFORNIA Commissioners Present: Davis, Garden, Stocker, Reed, Widmar Commissioners Absent: McCrone, Osorio Staff Members Present: Principal Planner Cole and Recording Secretary Alicia Salas CALL TO ORDER Vice-Chair Reed called the meeting to order at 4:01 pm. CONSENT ITEMS On a motion by Commissioner Stocker, seconded by Commissioner Garden and carried by the following vote, the Planning Commission approved the CONSENT ITEMS. AYES: 3 COMMISSIONERS: Garden, Stocker, Reed, NOES: 0 COMMISSIONERS: None ABSENT: 2 COMMISSIONERS: Osorio, McCrone ABSTAIN: 2 COMMISSIONERS: Widmar, Davis RECUSED: 0 COMMISSIONERS: None Approval of Minutes 1. June 23, 2015 ACTION: Approved as submitted. ***End of Consent Agenda*** PUBLIC COMMENTS PUBLIC HEARING 2. Consider 449 Alvarado Street and 470 Tyler Street Lot Line Adjustment 15-220; Applicant Pat Ward (Bestor Engineers, Inc.); Property Owner Holman Building Associates L.P.; PC-D and PC-D-H1 Zoning Districts; Exempt from CEQA ACTION: Approved as submitted. Staff Presentation/Commissioner Questions Kim Cole presented the Agenda Report and answered Commissioners’ questions. Applicant Pat Ward of Bestor Engineers, representing the applicant Nader Ahga, was present to answer Commissioners’ questions but no questions were asked by the Commissioners. Planning Commission Minutes Tuesday, July 14, 2015 Public Comments Alex Hubbard, attorney representing Saucito Land Company, said they are a party to the private alley easement that crosses a portion of lot eleven. He said that Saucito Land Company does not object to the project except to the extent that it might affect the private right-of-way. Mr. Hubbard said they do not want the lot line adjustment to adversely impact its parcels, which they are currently rebuilding after the Alvarado Street fire and are asking the Planning Commission to not impose any conditions that would affect the easement. He went on to say that the major concern is that the total width of the easement, which is less than twelve feet at Tyler Street, is not wide enough for two lanes of traffic and there is no other way to the property except through this alley. He said they want to ensure that the flow of traffic and access to both properties remains intact. Mr. Hubbard said they are here in the sprite of cooperation and open communication. Commissioner Stocker asked if there is anything inherit in the subdivision that caused concern. He said the subdivision does not look like it is changing access. Mr. Stocker asked if they are here to make the point as part of the record. Mr. Hubbard said Saucito Land Company does not have a problem with project itself but wanted to make clear their concerns. Jerry Anderson, on behalf of Saucito Land Company, said we support the project but we are conservative and look forward to the project. Commission Member Comments Commissioner Stocker made a motion to approve the lot line adjustment. Commissioner Widmar seconded the motion. On a motion by Commissioner Stocker, seconded by Commissioner Widmar and carried by the following vote, the Planning Commission approved the lot line adjustment AYES: 5 COMMISSIONERS: Widmar, Stocker, Garden, Reed, Davis NOES: 0 COMMISSIONERS: None ABSENT: 2 COMMISSIONERS: Osorio, McCrone ABSTAIN: 0 COMMISSIONERS: None RECUSED: 0 COMMISSIONERS: None COMMISSIONERS COMMENTS Commissioner Davis said he was unsure if this would be his last meeting. He said it had been a pleasure to work with his fellow Planning Commissioner members and greatly respects the Commissioners and the Planning staff. He said he feels the City has changed the least in terms of physical environment and that is due to responsible decision making. He also said the right decisions have been made by the various commissions, boards and council in order to achieve that feeling and hopes that this continues in the future. Planning Office Update Ms. Cole said there is one item for the next Planning Commission meeting, 701 Lighthouse Avenue which is an amendment to the Use Permit. She said that she will not be in attendance at that meeting but Todd Bennett will be running the meeting instead. Ms. Cole said thank you to the Planning Commission for all their work with the specific plans and all the long hours spent helping to formulate those plans. She said it has been fun and hopes that will continue into the future as well. ADJOURNMENT There being no further business, the meeting adjourned at 4:18 pm. At this time, the public may speak for a maximum of three minutes on any subject which is within the jurisdiction of the Monterey Planning Commission and which is not on the agenda. Any person or group desiring to bring an item to the attention of the Commission may do so during Public Comments or by addressing a letter of explanation to the Commission, City Hall, Monterey, CA 93940. Public Comments are taken during the afternoon session and continued at the evening session. Individuals may choose to speak once for up to three minutes at either session, but not both. PUBLIC HEARING PUBLIC HEARINGS are required by law for certain actions. You are welcome to offer your comments after being recognized by the Chair. The Chair may limit the time allocated to each speaker. Project representation is encouraged. 2. Planning Office Update ADJOURNMENT ADJOURNMENT — The general policy of the Planning Commission is that the Afternoon Session will end no later than 5:30 p.m. and the Evening Session will end no later than 11:00 p.m. Any public agenda items that have not been completed within the designated adjournment time may be formally extended by the Commission, or continued to the next regularly scheduled Planning Commission Meeting, or continued to a Special Meeting. Agenda packets may be reviewed by the public in the Monterey Public Library, in the Planning Office, or on the web at http://www.monterey.org beginning late Friday afternoon prior to the date of the meeting. Members of the public have the right to address the Commission on any Agenda items. The Chair will formally open the floor for public comment. However, if you wish to speak to items during "Consent Agenda" or "Staff Informational Report," please advise the staff or the Chair prior to the action on that item and you will be recognized. Notification as much in advance as possible is appreciated. Information distributed to the Commission at the meeting becomes part of the public record. A copy of written material, pictures, etc. should be provided to the Secretary for this purpose. Planning Commission decisions may be appealed within ten (10) days from the date of the decision on forms available in the Planning Division during business hours. When the tenth day falls on a weekend or a holiday, the appeal deadline date is the next working day following the holiday or weekend. An appeal fee will apply.
