MINUTES PLANNING COMMISSION Tuesday, July 25, 2017 4:00 PM AFTERNOON SESSION ONLY 580 PACIFIC STREET, COUNCIL CHAMBERS MONTEREY, CALIFORNIA Commissioners Present: Fletcher, Millich, Brassfield, Dawson, Latasa, Reed Commissioners Absent: None Staff Members Present: Recording Secretary Leinen, Principal Planner Caraker CALL TO ORDER Chair Fletcher called the meeting to order at 4:01 p.m. CONSENT ITEMS Commissioner Reed made a motion to approve the Consent Items with amendments to the minutes. Commissioner Dawson seconded the motion. Commissioner Brassfield abstained from voting due to being appointed to the Commission after the June 27, 2017 meeting. On a motion by Commissioner Reed, seconded by Commissioner Dawson, and carried by the following vote, the Planning Commission approved the CONSENT ITEMS with amendments to the minutes: AYES: 5 COMMISSIONERS: Fletcher, Millich, Dawson, Latasa, Reed NOES: 0 COMMISSIONERS: None ABSENT: 0 COMMISSIONERS: None ABSTAIN: 1 COMMISSIONERS: Brassfield RECUSED: 0 COMMISSIONERS: None Approval of Minutes 1. June 27, 2017 ACTION: Approved as amended. Commissioner Dawson requested that the spelling of the last names of Mr. Foord and Mr. Lury be corrected under Public Comment on page 7. ***End of Consent Agenda*** PUBLIC COMMENTS None. Planning Commission Minutes Tuesday, July 25, 2017 PUBLIC HEARING 2. Recommend that the City Council Adopt an Ordinance Rezoning 600 E. Franklin Street from PC-D to PC-D-H-2; Application TM-17-0278; Applicant/Owner Kristin Minnich; PC-D (Planning Community-Downtown) Zoning District; Exempt from CEQA per Article 19, Section 15305, Class 5, and 15331, Class 31 ACTION: Adopted a resolution recommending that the City Council adopt an ordinance rezoning the property as a City Historic Resource from PC-D to PC-D-H-2. Staff Presentation/Commissioner Questions Chris Schmidt presented the Agenda Report and answered Commissioners’ questions. Applicant Kristin Minnich, applicant and owner, responded to Commissioner Latasa’s question about Mr. Kent Seavy’s historic report saying that the site consists of the main 5000 square foot building constructed in 1930 along with a second L-shaped building to the east, constructed in the mid- 1940s. She said the back portion of the second building has been modified and was determined not to have any historic characteristics. Because it was rotted, she said, it needed to be demolished. Ms. Minnich said she has future plans to replace and modernize the demolished section. Public Comments None. Commissioner Comments Commissioner Dawson said he toured the building six months ago as an Alliance of Monterey Area Preservationists (AMAP) member and that the project is wonderful and an H-2 historic zoning overlay is appropriate for the property. Commissioner Reed made a motion to adopt a resolution recommending that the City Council adopt an ordinance rezoning the property as a City Historic Resource from PC-D to PC-D-H-2. Commissioner Dawson seconded the motion. On a motion by Commissioner Reed, seconded by Commissioner Dawson, and carried by the following vote, the Planning Commission adopted a resolution recommending that the City Council adopt an ordinance rezoning the property as a City Historic Resource from PC-D to PC-D-H-2: AYES: 6 COMMISSIONERS: Fletcher, Millich, Brassfield, Dawson, Latasa, Reed NOES: 0 COMMISSIONERS: None ABSENT: 0 COMMISSIONERS: None ABSTAIN: 0 COMMISSIONERS: None RECUSED: 0 COMMISSIONERS: None 3. Commissioner Comments Commissioner Latasa said the house is a great building exhibiting 1920s Tudor architecture and rolled eaves. Commissioner Reed made a motion to adopt a resolution recommending that the City Council adopt an ordinance rezoning the property as a City Historic Resource from R-1-6 to R-1-6-H-2. Commissioner Latasa seconded the motion. On a motion by Commissioner Reed, seconded by Commissioner Latasa, and carried by the following vote, the Planning Commission adopted a resolution recommending that the City Council adopt an ordinance rezoning the property as a City Historic Resource from R-1-6 to R- 1-6-H-2: AYES: 6 COMMISSIONERS: Fletcher, Millich, Brassfield, Dawson, Latasa, Reed NOES: 0 COMMISSIONERS: None ABSENT: 0 COMMISSIONERS: None ABSTAIN: 0 COMMISSIONERS: None RECUSED: 0 COMMISSIONERS: None PUBLIC APPEARANCE 4. Annual Appointments for Chair and Vice Chair ACTION: Elected a Commission Chair and Vice-Chair for Fiscal Year 2017-2018. Staff Presentation/Commissioner Questions Elizabeth Caraker presented the Agenda Report and answered Commissioners’ questions. Public Comments None. Commissioner Comments By consensus, the Planning Commission approved staff’s recommendation as proposed, appointing Commissioner Millich as Chair and Commissioner Dawson as Vice-Chair for Fiscal Year 2017-2018. Chair Fletcher gave thanks for having the opportunity to serve as chair. COMMISSIONERS COMMENTS In response to Vice Chair Millich’s question, Ms. Caraker said the application period for the Planning Commission Meeting Minutes Tuesday, July 25, 2017 3 Planning Commission Minutes Tuesday, July 25, 2017 vacancy on the Planning Commission closes on August 7, 2017 and a commissioner will be appointed once interviews are conducted and an appointment is made by the City Council. Commissioner Latasa said he will not be present for the meetings of August 8 and August 22, 2017. Chair Fletcher welcomed Commissioner Mike Brassfield to the Planning Commission. Commissioner Reed said Commissioner Fletcher did a great job as Chair and handled tough situations with grace. Commissioner Brassfield concurred. INFORMATIONAL REPORTS & STAFF COMMENTS 5. Planning Office Update ADJOURNMENT ADJOURNMENT — The general policy of the Planning Commission is that the Afternoon Session will end no later than 5:30 p.m. and the Evening Session will end no later than 11:00 p.m. Any public agenda items that have not been completed within the designated adjournment time may be formally extended by the Commission, or continued to the next regularly scheduled Planning Commission Meeting, or continued to a Special Meeting. Agenda packets may be reviewed by the public in the Monterey Public Library, in the Planning Office, or on the web at http://www.monterey.org beginning late Friday afternoon prior to the date of the meeting. Members of the public have the right to address the Commission on any Agenda items. The Chair will formally open the floor for public comment. However, if you wish to speak to items during "Consent Agenda" or "Staff Informational Report," please advise the staff or the Chair prior to the action on that item and you will be recognized. Notification as much in advance as possible is appreciated. Information distributed to the Commission at the meeting becomes part of the public record. A copy of written material, pictures, etc. should be provided to the Secretary for this purpose. Planning Commission decisions may be appealed within ten (10) days from the date of the decision on forms available in the Planning Division during business hours. When the tenth day falls on a weekend or a holiday, the appeal deadline date is the next working day following the holiday or weekend. An appeal fee will apply.
