CALL TO ORDER
Chair Millich called the meeting to order at 4:01 p.m.
CONSENT ITEMS
Commissioner Reed made a motion to approve the Consent Items. Commissioner Fletcher
seconded the motion. Commissioner Latasa abstained from voting due to his absence from the
October 24, 2017 meeting.
On a motion by Commissioner Reed, seconded by Commissioner Fletcher, and carried by the
following vote, the Planning Commission approved the CONSENT ITEMS:

PUBLIC COMMENTS
Pat Venza, Monterey Vista Neighborhood Association Vice President, said a large majority of
the Monterey Vista neighborhood is opposed to the proposed 13 personal wireless service
(PWS) facilities that will be reviewed by the Planning Commission in January. She also said
these proposals are just the beginning and that there should be a plan to deal with the visual
blight and other concerns of the neighborhood.
Nina Beety spoke about the City’s PWS Ordinance, Senate Bill 649, PWS facility proposals in
various municipalities, and Verizon’s proposal for 13 PWS facilities to be reviewed by the
Planning Commission in January. She expressed concern regarding approval of the proposals
leading to more PWS facilities in multiple neighborhoods, the potential for blight, impacts to real

estate, and a lack of proof of a gap in coverage. Ms. Beety provided the Planning Commission
with a California Association of Realtors Seller Property Questionnaire.
Hans Jannasch, Monterey Vista Neighborhood Association President, said well over 300 people
have spoken out against the PWS proposals and a few are in support or ambivalent. He said
the proposed projects are the tip of the iceberg and the neighborhood is looking to the Planning
Commission for direction on dealing with the proposed PWS facilities. Mr. Jannasch said the
neighborhood is also working hard to get underground utilities, so it is critical to address the
issue. He suggested the use of fiber optic cables as an alternative.
Audrey Thorne, Monterey Vista neighborhood resident, spoke of two So-Cal Edison fires in
Southern California in 2007 and 2011 that were caused by the combination of co-location of
facilities on utility poles, termite rot, and wind. She expressed concern with these issues and
Monterey Vista neighborhood’s location in the middle of a forest. Ms. Thorne suggested that a
budget be set aside for an independent company to inspect poles for damage. She provided
photographs to the Planning Commission for review.
Robert Ashmore said he has never had a problem with Verizon service in the years he has lived
in the Monterey Vista neighborhood. He expressed concern with home values and blight and
asked the Planning Commission to take a strong look at the proposals before approving them.
Michael Royster, educator at Monterey High School, said he would like the Downtown Noise
Ordinance to be put on the agenda and amended as the Bull and Bear Restaurant is being
discriminated against. Mr. Royster spoke about the mixed-use nature of the building and the
need for balance of the sounds and music coming from all the different establishments in the
Downtown area.

Requirements per Article 19, Section 15303, Class 3
ACTION: Continued to December 12, 2017.
Elizabeth Caraker said the applicant has requested to continue the item to the December 12,
2017 meeting to allow time to address neighbor conflicts that have arisen.
Commissioner Fletcher made a motion to continue the item to December 12, 2017.
Commissioner Reed seconded the motion.
On a motion by Commissioner Fletcher, seconded by Commissioner Reed, and carried by the
following vote, the Planning Commission continued the item to December 12, 2017:

PUBLIC COMMENTS. At this time, the public may speak for a maximum of three minutes on any
subject which is within the jurisdiction of the Monterey Planning Commission and which is not on
the agenda. Any person or group desiring to bring an item to the attention of the Commission may
do so during Public Comments or by addressing a letter of explanation to the Commission, City
Hall, Monterey, CA 93940. Public Comments are taken during the afternoon session and
continued at the evening session. Individuals may choose to speak once for up to three minutes at
either session, but not both.

comments after being recognized by the Chair. The Chair may limit the time allocated to each
speaker. Project representation is encouraged.

ADJOURNMENT — The general policy of the Planning Commission is that the Afternoon Session will
end no later than 5:30 p.m. and the Evening Session will end no later than 11:00 p.m. Any public
agenda items that have not been completed within the designated adjournment time may be formally
extended by the Commission, or continued to the next regularly scheduled Planning Commission
Meeting, or continued to a Special Meeting.
Agenda packets may be reviewed by the public in the Monterey Public Library, in the Planning Office,
or on the web at http://www.monterey.org beginning late Friday afternoon prior to the date of the
meeting.
Members of the public have the right to address the Commission on any Agenda items. The Chair will
formally open the floor for public comment. However, if you wish to speak to items during "Consent
Agenda" or "Staff Informational Report," please advise the staff or the Chair prior to the action on that
item and you will be recognized. Notification as much in advance as possible is appreciated.
Information distributed to the Commission at the meeting becomes part of the public record. A copy of
written material, pictures, etc. should be provided to the Secretary for this purpose.
Planning Commission decisions may be appealed within ten (10) days from the date of the decision on
forms available in the Planning Division during business hours. When the tenth day falls on a weekend
or a holiday, the appeal deadline date is the next working day following the holiday or weekend. An
