CALL TO ORDER
Chair Brassfield called the meeting to order at 4:00 p.m.
Administrative Assistant Ziel provided information to the public on how to participate and provide
public comment during the meeting.

Approval of Minutes
2. March 09, 2021
ACTION: Approved as submitted.
Recording Secretary Cleary noted the following correction on the March 09, 2021 minutes: in
the vote block for the February 23, 2021 PC Minutes, the vote count should be four ayes, two
absences, and one abstention.
On a motion by Commissioner Reed, seconded by Commissioner Dawson, and carried by the
following vote, the Planning Commission approved the March 09, 2021 Minutes with the
correction noted above:

Vice Chair Freeman rejoined the teleconference at 4:08 p.m.
3. Consider 400 Cannery Row; Approval of Permit Amendment 21-0012 to Allow a Change
in Use from a Jewelry Shop and Specialty Food Market to a Bike Retail Shop With Bike
Rentals and Tours; Applicant, Jennifer Blevins; Property Owner, Monterey Plaza Hotel
Limited Partnership; VAF Zoning District; Commercial General Plan Designation;
Exempt from CEQA Requirements per Article 19, Section 15301, Class 1
ACTION: Adopted a Resolution Approving Permit Amendment 21-0012 to Allow a
Change in Use from Jewelry Shop and Speciality Food Market to a Bike
Retail Shop with Bike Rentals and Tours at 400 Cannery Row.
Staff Presentation/Commissioner Questions
Associate Planner Sabdo presented the Agenda Report and answered Commissioners’
questions.
Commissioner Dawson asked if the Use Permit would be affected by the business offering
repairs. Ms. Sabdo confirmed it would not.
Commissioner Latasa questioned why this item was not heard by the Zoning Administrator
(ZA). Ms. Cole explained ZA meetings have been cancelled due to COVID-19 and all Use
Permits and Variances have been reviewed by the Planning Commission during the
pandemic.
Chair Brassfield asked about current and proposed parking. Ms. Sabdo explained the
proposed changes.
Chair Brassfield asked if existing parking spaces would be utilized. Ms. Sabdo clarified the
Hotel would provide existing spaces and staff would not use on-street parking.

Vice Chair Freeman spoke in strong support of approval, citing location and quality products.
Chair Brassfield suggested tracking bicycle traffic on the Recreation Trail.
On a motion by Commissioner Latasa, seconded by Vice Chair Freeman and carried by the
following vote, the Planning Commission adopted a Resolution approving Permit Amendment
21-0012 to allow a change in use from a jewelry shop and specialty food market to a bike retail
shop with bike rentals and tours at 400 Cannery Row:

4. Recommend that the City Council Adopt the 2021/2022 Annual Action Plan for
Community Development Block Grant Funds and Authorize Submittal to the U.S.
Department of Housing and Urban Development (Exempt from NEPA per 24 CFR Part
58 and from CEQA per Article 19, Section 15301, Class1, 15306, Class 6 and 15326,
Class 26)
ACTION: Adopted a Resolution Recommending the City Council Adopt the 2021/2022
Annual Action Plan for Community Development Block Grant Funds and
Authorize Submittal to the U.S. Department of Housing and Urban
Development.
Staff Presentation/Commissioner Questions
Housing Analyst Leonard presented the Agenda Report and answered Commissioner
questions.
Vice Chair Freeman asked how COVID-19 has affected the budget this year compared to last
year. Mr. Leonard explained the previous budget was shifted at an April 2020 City Council
meeting to focus on Rental Assistance, which is now funded by Monterey County and United
Way instead of Block Grants. Vice Chair Freeman also questioned how a builder will be
selected for the Van Buren and Madison low income Housing project. Mr. Leonard stated the
City has recently entered negotiations with First Community Housing and MidPen Housing
Association.
Commissioner Latasa noted an error in the hyperlinks provided on the Agenda Report and
requested correction.

Commissioner Latasa applauded efforts made toward obtaining and distributing funds for low
income housing.
On a motion by Commissioner Latasa, seconded by Commissioner Reed and carried by the
following vote, the Planning Commission adopted a resolution recommending that the City
Council adopt the 2021/2022 annual action plan for Community Development Block Grant
funds and authorize submittal to the U.S. Department of Housing and Urban Development:

COMMISSIONER COMMENTS
Commissioner Dawson pointed out a typo in the item three Resolution, Agenda Packet page 16:
“Appeal PC to PC”.
Commissioner Millich requested consideration to where electricity will come from in future efforts
to reduce greenhouse gasses. Chair Brassfield agreed.

prepared. A member of the public or a Commissioner may request that an item
recommended for approval on consent be heard on the regular agenda for further
discussion.

PUBLIC COMMENTS
PUBLIC COMMENTS. At this time, the public may speak for a maximum of three minutes
on any subject which is within the jurisdiction of the Monterey Planning Commission and
which is not on the agenda. Any person or group desiring to bring an item to the attention
of the Commission may do so during Public Comments or by addressing a letter of
explanation to the Commission, City Hall, Monterey, CA 93940. Public Comments are
taken during the afternoon session and continued at the evening session. Individuals
may choose to speak once for up to three minutes at either session, but not both.

PUBLIC HEARINGS are required by law for certain actions. You are welcome to offer
your comments after being recognized by the Chair. The Chair may limit the time

5. Planning Office Update
ADJOURNMENT
ADJOURNMENT — The general policy of the Planning Commission is that the Afternoon Session
will end no later than 5:30 p.m. and the Evening Session will end no later than 11:00 p.m. Any
public agenda items that have not been completed within the designated adjournment time may
be formally extended by the Commission, or continued to the next regularly scheduled Planning
Commission Meeting, or continued to a Special Meeting.

Agenda packets may be reviewed by the public in the Monterey Public Library, in the Planning
Office, or on the web at http://www.monterey.org beginning late Friday afternoon prior to the date
of the meeting.
Members of the public have the right to address the Commission on any Agenda items. The Chair
will formally open the floor for public comment. However, if you wish to speak to items during
"Consent Agenda" or "Staff Informational Report," please advise the staff or the Chair prior to the
action on that item and you will be recognized. Notification as much in advance as possible is
appreciated.
Information distributed to the Commission at the meeting becomes part of the public record. A
copy of written material, pictures, etc. should be provided to the Secretary for this purpose.
Planning Commission decisions may be appealed within ten (10) days from the date of the
decision on forms available in the Planning Division during business hours. When the tenth day
falls on a weekend or a holiday, the appeal deadline date is the next working day following the
