CALL TO ORDER
Chair Brassfield called the meeting to order at 4:01 p.m.
Recording Secretary Cleary provided information to the public on how to participate and provide
public comment during the meeting.

Approval of Minutes
2. March 23, 2021
ACTION: Approved as submitted.
On a motion by Commissioner Reed, seconded by Commissioner Dawson, and carried by the
following vote, the Planning Commission approved the March 23, 2021 Minutes as submitted:

ACTION: Adopted a Resolution recommending City Council adoption of an ordinance
to rezone the property at 940 W. Franklin Street as a City Historic Resource
from R-1-6 to R-1-6-H-2.

Interim Principal Planner Roveri presented the Agenda Report and answered Commissioner
questions.
Chair Brassfield asked why some Agenda Report materials referred to Parks and Recreation.
Ms. Roveri explained the form used to record historic properties is maintained by the State’s
Parks department.

Applicant Christopher Barlow answered Commissioner questions.
Vice Chair Freeman asked if the site has had a driveway. Mr. Barlow suggested he was aware
of none.

Commissioner Reed spoke in favor of approval, citing the straightforward aspects of the
proposal. Commissioner Fletcher agreed.
On a motion by Commissioner Reed, seconded by Commissioner Fletcher and carried by the
following vote, the Planning Commission adopted a Resolution recommending City Council
adoption of an ordinance to rezone the property at 940 W. Franklin Street as a City Historic
Resource from R-1-6 to R-1-6-H-2:

ACTION: Adopted a Resolution approving Use Permit Application UP-21-0009 for a
Massage Establishment at 150 Carmelito Avenue.

Commissioner Latasa asked if water is available for new expansions of water use. Ms. Roveri
explained the applicant is required to use existing water credits currently allocated to the
project site. Commissioner Latasa asked if there is extra water to disperse. Ms. Roveri stated
there is not.
Applicant:
Each verbal exchange to and from applicant Juewen Wu was translated. When "the applicant"
speaks below, it is by way of translation.
Chair Brassfield asked if there will be only one massage therapist despite having three
massage tables. The applicant explained they will start alone and hire staff as business
increases. Chair Brassfield asked how many parking spaces would be retained. The applicant
explained there are six parking spaces.
Vice Chair Freeman asked if the applicant would live above the business. Ms. Roveri
explained a Use Permit application is required to convert the unit into a living space. Chair
Brassfield asked if a different water allocation would be required. The applicant said there are
not enough water credits available.

Commissioner Reed spoke in favor of Use Permit approval.
On a motion by Commissioner Reed, seconded by Commissioner Millich and carried by the
following vote, the Planning Commission adopted a Resolution approving Use Permit
Application UP-21-0009 for a Massage Establishment at 150 Carmelito Avenue, pursuant to
the findings presented in the Agenda Report:

COMMISSIONER COMMENTS
Commissioner Dawson mentioned a typo on packet page 31: “lift of the use permit,” should be
“life of the use permit”.

Commissioner Latasa asked for a potential reopening schedule for public hearings. Ms. Roveri
stated that information will come from the City Clerk’s Office and Commissions will be updated
as more knowledge is available.
Chair Brassfield asked about the status of a corner site down the block from 2101 North Fremont
Street. Ms. Roveri mentioned that site is in the Building Permit stage.

CONSENT ITEMS allow for a review of those items recommended for approval on
consent or recommended to be continued, tabled or withdrawn, etc. Consent items
consist of those items which are routine and for which a staff recommendation has been
prepared. A member of the public or a Commissioner may request that an item
recommended for approval on consent be heard on the regular agenda for further
discussion.

PUBLIC COMMENTS
PUBLIC COMMENTS. At this time, the public may speak for a maximum of three minutes
on any subject which is within the jurisdiction of the Monterey Planning Commission and
which is not on the agenda. Any person or group desiring to bring an item to the attention
of the Commission may do so during Public Comments or by addressing a letter of
explanation to the Commission, City Hall, Monterey, CA 93940. Public Comments are
taken during the afternoon session and continued at the evening session. Individuals
may choose to speak once for up to three minutes at either session, but not both.

your comments after being recognized by the Chair. The Chair may limit the time

ADJOURNMENT — The general policy of the Planning Commission is that the Afternoon Session
will end no later than 5:30 p.m. and the Evening Session will end no later than 11:00 p.m. Any
public agenda items that have not been completed within the designated adjournment time may
be formally extended by the Commission, or continued to the next regularly scheduled Planning
Commission Meeting, or continued to a Special Meeting.
Agenda packets may be reviewed by the public in the Monterey Public Library, in the Planning
Office, or on the web at http://www.monterey.org beginning late Friday afternoon prior to the date
of the meeting.

Members of the public have the right to address the Commission on any Agenda items. The Chair
will formally open the floor for public comment. However, if you wish to speak to items during
"Consent Agenda" or "Staff Informational Report," please advise the staff or the Chair prior to the
action on that item and you will be recognized. Notification as much in advance as possible is
appreciated.
Information distributed to the Commission at the meeting becomes part of the public record. A
copy of written material, pictures, etc. should be provided to the Secretary for this purpose.
Planning Commission decisions may be appealed within ten (10) days from the date of the
decision on forms available in the Planning Division during business hours. When the tenth day
falls on a weekend or a holiday, the appeal deadline date is the next working day following the
