PUBLIC HEARING 4. Consider 595 Munras Avenue Suite 101; Use Permit Application UP-21-0219 for a Massage Establishment; Applicant Todd Gomes; Owner City of Monterey; PC-D-ES Zoning District; Commercial General Plan Land Use Designation; Exempt from CEQA per Article 19, Section 15301, Class 1 ACTION: Approved Use Permit application UP-21-0219 for a massage establishment at 595 Munras Avenue Suite 101 pursuant to terms, conditions, and findings presented in the Staff Report and at the Meeting Staff Presentation/Commissioner Questions Principal Planner Roveri presented the Agenda Report and answered Commissioner questions. Commissioner Dawson asked if the site was previously a gas station, sharing concerns regarding hazardous waste. Community Development Director Cole confirmed it used to be a gas station and specified the building site was remediated. Applicant Comments Applicant Todd Gomes provided information on the proposal, business, and timeline, and was present to answer questions. Public Comments None. Commissioner Comments Vice Chair Reed and Commissioner Fletcher spoke in support the proposal. Commissioner Fletcher asked if there is a limit to the number of massage parlors allowed in the City. Chair Freeman suggested that if Monterey becomes a more commercial city the Planning Commission may want to consider rezoning this primary street going into Downtown Monterey to limit one-on-one service businesses. Consider Letter to City Manager about Sea Level Threat to City Coastline ACTION: Discussed item Commissioner Questions Community Development Director Cole stated that Chair Freeman and Commissioner Latasa are meeting with the City Manager to discuss sea level rise and encouraged discussion. Chair Freeman asked who should be on the subcommittee besides two PC members and the City Manager. Commissioner Millich claimed Federal funds are needed and suggested including Congressman Panetta or a representative of their office. Commissioner Dawson suggested adding a representative from the Marine Sanctuary. Commissioner Millich asked if the Association of Monterey Bay Area Governments (AMBAG) should be included and suggested involving members of other Monterey Bay cities. Commissioner Millich suggested starting locally then adding other agencies later to include everyone on the bay who will be affected. Chair Freeman asked if that includes members of the Coastal Commission. Commissioner Millich confirmed it should. Commissioner Latasa clarified that a subcommittee would allow City Council to consistently monitor and aid progress in preliminary research, problem identification, and potential solutions. Principal Planner Roveri described previous research efforts and funding sources then explained problem areas and potential solutions. Commissioner Latasa asked if there are currently grants pending. Ms. Roveri explained options, some for which the City had applied unsuccessfully, and suggested that nature-based solutions are becoming more popular. Planning Commission Meeting Minutes Tuesday January 25, 2022 3 DocuSign Envelope ID: BE0385EC-310F-4417-8013-BCECCABF6CEB Planning Commission Minutes Tuesday January 25, 2022 Public Comments Tom Rowley, Alternate Representative for the Sanctuary Advisory Council, recommended forming an ad-hoc committee that meets consistently to discuss the issue, and suggested Federal funding will be needed. Commissioner Comments Chair Freeman explained that initial meetings would focus on discovery and research. Commissioner Fletcher suggested first discussions should involve identifying major problems and discussing how to get funding, and recommended that the subcommittee meet more than once per quarter. Commissioner Dawson suggested considering what amount the City can afford, adding that internal funds will not cover all costs, and recommended Federal and local Congress representatives be included in the committee. Commissioner Latasa stated initial goals are to discuss funding and options to protect coastland and inland areas. Ms. Cole suggested the midyear budget presentation to City Council might include some local funding to start examining this issue, adding that engineers will need to be involved and more options must be found. Commissioner Latasa asked how to access previous research. Ms. Cole explained that existing research and materials can be found on the Have Your Say Monterey website. Commissioner Millich suggested involving someone from the State Assembly Office to help Staff apply for grants to fund the study. Commissioner Fletcher recommended including a disclaimer on future projects the Planning Commission may approve in the identified flood areas of Del Monte Avenue. Chair Freeman agreed and specified the area is between Wharf 2 and the Naval Postgraduate School. Ms. Cole stated that amendments to the Safety Element in the General Plan will likely come forward in the next year. INFORMATIONAL REPORTS & STAFF COMMENTS Update received.
