Brown Act, Calif. Government Code section 54953(e)(1)(C), and the Monterey City Council’s Resolution authorizing virtual participation in public meetings given the COVID- 19 pandemic. ***Afternoon Session Agenda Only*** 4:00 - 5:30 p.m. CALL TO ORDER Chair Fletcher called the meeting to order at 4:00 p.m. Recording Secretary Cleary provided information to the public on how to participate and provide public comment during the meeting. CONSENT ITEMS Approval of Minutes 1. November 08, 2022 (Not a Project Under CEQA per Article 20, Section 15378 and Under General Rule Article 5, Section 15061) ACTION: Voted on with Item 2; Approved as submitted. 2. December 13, 2022 (Not a Project Under CEQA per Article 20, Section 15378 and Under General Rule Article 5, Section 15061) ACTION: Voted on with Item 1; Approved as amended. Commissioner Dawson moved to accept both sets of Minutes as presented. Commissioner Freeman said that the bottom of page three of the December 13, 2022 Minutes says “fence permitters” when it should say “fence perimeters”. Commissioner Dawson amended the motion to approve the November 08, 2022 Minutes as submitted and the December 13, 2022 Minutes as amended per Commissioner Freeman’s suggestion. Commissioner Latasa seconded the motion. Consider Recommending a Resolution to the City Council Establishing Objective Design Standards for the Downtown and Lighthouse Specific Plans and Amending the Plans to Clarify Visitor Accommodation Facility District Requirements, Adding Massage Establishment Requirements and Definition, Adding Fence and Wall Requirements, Adding Makerspace Use Classification and Definition, Clarifying Residential Minor and Major (First Floor; Four Units or More) Requirements, Adding New Subdivision Minimum Lot Size and Width Requirements, Updating Streetscape Lighting Requirements, and Amending the Utility-Major Definition to Include Water Facilities (Exempt from CEQA Article 19, Section 15305, Class 5) (Continued from December 13, 2022, Planning Commission Meeting) ACTION: Continued item to the February 28, 2023 Planning Commission Meeting Staff Presentation/Commissioner Questions Community Development Director Cole recommended that the Planning Commission continue the item to a date certain of February 14, 2023 to allow Staff more time to complete the project. Public Comments None. Commissioner Comments Commissioner Latasa said he and Chair Fletcher met with Principal Planner Roveri and are meeting again for more review. Commissioner Freeman complimented the summary provided in the December 13, 2022 minutes of what the Commission wanted to see at the next meeting. Commissioner Dawson motion to continue the item to date certain of February 14, 2023. Vice Chair Millich seconded the motion. Vice Chair Millich and Commissioner Latasa said that was a good idea. Commissioner Dawson amended motion to continue the item to a date certain of February 28, 2023. Commissioner Freeman seconded the amended motion. On a motion by Commissioner Dawson, seconded by Commissioner Freeman and carried by the following vote, the Planning Commission Continued item to a date certain of February 28, 2023: AYES: 5 COMMISSIONERS: Fletcher, Millich, Dawson, Freeman, Latasa NOES: 0 COMMISSIONERS: None ABSENT: 1 COMMISSIONERS: Brassfield ABSTAIN: 0 COMMISSIONERS: None RECUSED: 0 COMMISSIONERS: None COMMISSIONER COMMENTS Commissioner Freeman asked if Historic Preservation Commission Chair O’Neil’s public comment letter should be read into the record. Ms. Cole suggested the Planning Commission’s Chair and Vice Chair could meet with her to discuss it, but the item could not be discussed as a group unless it is agendized. Commissioner Freeman asked about the upcoming individual Monterey 2031 Listening Sessions. Recording Secretary Cleary asked the Commissioners if they had received their preparation materials. Commissioner Freeman said they had not. Ms. Cleary suggested she would follow up. Vice Chair Millich asked when the Commissioners must return to meeting in-person at the Council Chamber and if masks would be mandatory. Ms. Cole said the City Manager prefers masks be worn but enforcement is another question. Vice Chair Millich suggested people speak quietly and are not as understandable with masks on. Commissioner Latasa inquired about recent damage to an Adobe on Alvarado Street and the related street closure. Ms. Cole provided a detailed status update. Chair Fletcher questioned why the structure failed and if safety is being reconsidered going forward. Ms. Cole suggested bringing the question to the Historic Preservation Commission. Commissioner Latasa asked about the joint Planning Commission and City Council meeting on February 21, 2023. Ms. Cole explained there would be a consultant presentation regarding the Monterey 2031 General Plan. INFORMATIONAL REPORTS & STAFF COMMENTS Update received. Ms. Cole confirmed it is State-mandated and decision makers must meet in-person. Discussion followed regarding masks and COVID safety protocols. Planning Office Update Planning Commission 1/24/2023 4:00:00 PM 2 ADJOURNMENT ADJOURNMENT — The general policy of the Planning Commission is that the Afternoon Session will end no later than 5:30 p.m. and the Evening Session will end no later than 11:00 p.m. Any public agenda items that have not been completed within the designated adjournment time may be formally extended by the Commission, or continued to the next regularly scheduled Planning Commission Meeting, or continued to a Special Meeting. Agenda packets may be reviewed by the public in the Monterey Public Library, in the Planning Office, or on the web at http://www.monterey.org beginning late Friday afternoon prior to the date of the meeting. Members of the public have the right to address the Commission on any Agenda items. The Chair will formally open the floor for public comment. However, if you wish to speak to items during "Consent Agenda" or "Staff Informational Report," please advise the staff or the Chair prior to the action on that item and you will be recognized. Notification as much in advance as possible is appreciated. Information distributed to the Commission at the meeting becomes part of the public record.
