CONSENT ITEMS Approval of Minutes 2. April 11, 2023 Draft Minutes (Not a project under CEQA per Article 20 Section 15378 and under General Rule Article 5 Section 15061) ACTION: Approved as submitted. Commissioner Brassfield inquired about an Americans with Disability Act (ADA) barrier. Ms. Cole said the original plans were changed because they conflicted with the Building Code. Commissioner Freeman alleged the premises are clean and asked if other businesses are subject to the same rules. Ms. Cole provided insight. Applicant Applicant Mitchel Sawhney added background information about the bar and customer base. Public Comments None. Commissioner Comments Commissioner Brassfield said he had received compliments about the business and suggested it increases the vitality of Alvarado Street. Commissioner Freeman agreed and indicated that the site is well-traveled and well-kept. Vice Chair Bluth suggested the Whiskey Club has been a wonderful addition to Alvarado Street and could attract more pedestrians to the area. Commissioner Dawson motioned for approval. Commissioner Freeman seconded the motion. Interim Public Works Director Renny and Senior Engineer Harty answered Commissioner questions. Commissioner Freeman inquired about current and proposed projects. Ms. Renny, Mr. Harty, and Ms. Cole supplied answers. Commissioner Brassfield requested clarification regarding the project timeline. Ms. Renny explained the provided list includes every proposed project, then provided further information regarding funding and related challenges. Mr. Harty added supplemental details. Public Comments LisAnne Sawhney asked clarifying questions regarding the presentation and supporting materials. Mr. Harty answered. Lorna Moffatt expressed concerns for the Parks Department, herbicide use, and tree removal. Commissioner Comments Commissioner Brassfield motioned to approve the Resolution as submitted. Commissioner Freeman seconded the motion. Ms. Renny confirmed Public Works had installed an adaptive system and explained how it works. Vice Chair Bluth shared safety concerns regarding an intersection on Highway 68. Ms. Renny suggested Cal Trans would be notified. Commissioner Brassfield provided an update on the City’s tree research project, explained no specific reasons were found that explain why the trees are dying, and advocated for extending life of the trees or implanting new trees. Commissioner Freeman added that Sacramento has a program where residents can obtain trees because of the heat. Commissioner Brassfield spoke in support of creating a similar program in Monterey. Planning Office Update ADJOURNMENT ADJOURNMENT — The general policy of the Planning Commission is that the Afternoon Session will end no later than 5:30 p.m. and the Evening Session will end no later than 11:00 p.m. Any public agenda items that have not been completed within the designated adjournment time may be formally extended by the Commission, or continued to the next regularly scheduled Planning Commission Meeting, or continued to a Special Meeting. Agenda packets may be reviewed by the public in the Monterey Public Library, in the Planning Office, or on the web at http://www.monterey.org beginning late Friday afternoon prior to the date of the Planning Commission 4/25/2023 4:00:00 PM 2 meeting. Members of the public have the right to address the Commission on any Agenda items. The Chair will formally open the floor for public comment.
