CALL TO ORDER
Chair Fletcher called the meeting to order at 4:01 p.m. and Recording Secretary Cleary
explained to the public how to participate in the meeting virtually.

On a motion by Commissioner Freeman, seconded by Commissioner Brassfield, and carried by
the following vote, the Planning Commission approved the CONSENT ITEMS as submitted:

PUBLIC COMMENTS
Public Comment was received from David Dillworth, who spoke of the submitted comment
procedures, challenges with CEQA, and higher tree replacement rates.
PUBLIC HEARING
4. Recommend to the Planning Commission that the 2023/24 Fiscal Year Neighborhood and
Community Improvement Program is Consistent with the General Plan, Specific Plans,
Area Plans, Master Plans, Coastal Plans, Traffic Calming Plans, and Move Monterey
Multimodal Plan (Not a Project under CEQA Article 20, Section 15378 and under General
Rule Article 5, Section 15061)
ACTION: Adopted a Resolution recommending to the City Council that the 2023/24
Fiscal Year Neighborhood and Community Improvement Program is
consistent with the General Plan, Specific Plans, Area Plans, Master Plans,
Coastal Plans, Traffic Calming Plans, and Move Monterey Multimodal Plan
Staff Presentation/Commissioner Questions
Associate Planner Buggert presented the Agenda Report. Mr. Buggert and Senior Engineer
Paulding answered Commissioner questions regarding project prioritization and selection,
accumulation and procurement of NCIP funds, and NCIP project status.

Commissioner Comments
The Commission expressed appreciation for the NCIP Committee and projects and their ability
to allow neighbors to advocate for and obtain improvements to their own neighborhoods.
On a motion by Vice Chair Bluth, seconded by Commissioner Freeman and carried by the
following vote, the Planning Commission adopted a Resolution recommending to the City
Council that the 2023/24 Fiscal Year Neighborhood and Community Improvement Program is
consistent with the General Plan, Specific Plans, Area Plans, Master Plans, Coastal Plans,
Traffic Calming Plans, and Move Monterey Multimodal Plan:

2002)
2. Deny Appeal of Various Conditions of Approval in the Architectural Review Committee
Permit for 2 Upper Ragsdale Drive; Appellant Lorna Moffat; Applicant and Owner
Montage Health (Mitigated Negative Declaration adopted on November 5, 2002)
3. Consider and Approve 2 Upper Ragsdale Drive: (1) Amendment to Planned Unit
Development Permit for a Lot Line Adjustment, and (2) Addendum to the Mitigated
Negative Declaration adopted on November 5, 2002, related to the project. Applicant
and Owner Montage Health
ACTION: Adjourned to September 12, 2023, due to lack of quorum
Staff Presentation/Commissioner Questions
Chair Fletcher announced that he would recuse due to a conflict of economic interests.
Community Development Director Cole announced that as a quorum was no longer present,
the item could not be discussed and instead would be adjourned and re-noticed for the
September 12, 2023, Planning Commission hearing.
PUBLIC APPEARANCE
6. Confirm Annual Appointments for Chair and Vice Chair (CEQA: Exempt per CEQA
Guidelines Section 15378 and 15061 - Not a Project)
ACTION: Confirmed Mike Dawson as Chair and Bob Bluth as Vice Chair, effective as of
the next Planning Commission hearing
Staff Presentation/Commissioner Questions
Planning Manager Hill presented the Agenda Report.
Public Comments
Jody Emerson inquired about Chair and Vice Chair terms, appointment processes, and
leadership rotation bylaws.
Commissioner Comments
Ms. Cole explained the processes for appointments and terms then provided information
regarding where those details are accessible to the public.
Planning Manager Hill explained the Chair and Vice Chair rotation processes in more detail.
On a motion by Commissioner Brassfield, seconded by Commissioner Freeman and carried
by the following vote, the Planning Commission confirmed Mike Dawson as Chair and Bob
Bluth as Vice Chair, effective as of the next Planning Commission hearing:

Chair Fletcher expressed gratitude for his experience this past year as Chair and spoke highly
of the other Commissioners he has been serving with.
INFORMATIONAL REPORTS & STAFF COMMENTS
Update received.
COMMISSIONER COMMENTS
Chair Fletcher requested Field Trips be agendized for discussion to be reinstated and requested
that the door near the dais remain locked for safety.
Vice Chair Bluth asked if there had been any follow up to the Cal Poly student presentation. Ms.
Cole said Staff would report back.
Commissioner Brassfield requested that the City Attorney be present at the next hearing and
that she examine the matter in which Mr. Dillworth had commented.

PUBLIC COMMENTS. At this time, the public may speak for a maximum of three minutes
on any subject which is within the jurisdiction of the Monterey Planning Commission and
which is not on the agenda. Any person or group desiring to bring an item to the attention
of the Commission may do so during Public Comments or by addressing a letter of
explanation to the Commission, City Hall, Monterey, CA 93940. Public Comments are
taken during the afternoon session and continued at the evening session. Individuals
may choose to speak once for up to three minutes at either session, but not both.

announcements and may request clarification or direction regarding the scheduling of

7. Planning Office Update
ADJOURNMENT
ADJOURNMENT — The general policy of the Planning Commission is that the Afternoon Session
will end no later than 5:30 p.m. and the Evening Session will end no later than 11:00 p.m. Any
public agenda items that have not been completed within the designated adjournment time may
be formally extended by the Commission, or continued to the next regularly scheduled Planning
Commission Meeting, or continued to a Special Meeting.
Agenda packets may be reviewed by the public in the Monterey Public Library, in the Planning Office,
or on the web at http://www.monterey.org beginning late Friday afternoon prior to the date of the
meeting.
Members of the public have the right to address the Commission on any Agenda items. The Chair will
formally open the floor for public comment. However, if you wish to speak to items during "Consent
Agenda" or "Staff Informational Report," please advise the staff or the Chair prior to the action on that
item and you will be recognized. Notification as much in advance as possible is appreciated.
Information distributed to the Commission at the meeting becomes part of the public record. A copy of
written material, pictures, etc. should be provided to the Secretary for this purpose.
Planning Commission decisions may be appealed within ten (10) days from the date of the decision on
forms available in the Planning Division during business hours. When the tenth day falls on a weekend
or a holiday, the appeal deadline date is the next working day following the holiday or weekend. An
