CALL TO ORDER
Chair Dawson called the meeting to order at 4:00 p.m.
Recording Secretary Barrera called the roll and explained to the public how to participate in the
meeting remotely.

ACTION: Approved as submitted.
On a motion by Commissioner Brassfield, seconded by Vice-Chair Bluth, and carried by the
following vote, the Planning Commission approved the December 12, 2023 Minutes as
submitted:

ACTION: Approved With Conditions Use Permit Application UP-23-0187 to Allow
Construction of a Garage on Slopes over 25% and Variance Application VA-
23-0188 to Allow a Garage Exceeding 12 Feet in Height at 1125 Alta Mesa
Road.
Staff Presentation/Commissioner Questions
Planning Manager Hill presented the Agenda Report and answered Commissioner questions
regarding slope, site plan, available water, and the projects impact on vegetation.

The Commission spoke approvingly of the project, stating that the proposal seemed well
thought out.
Commissioner Silva made a motion to approve the project with the condition that an arborist
report be prepared prior to Architectural Review. Vice-Chair Bluth seconded the motion.
On a motion by Commissioner Silva, seconded by Vice-Chair Bluth and carried by the
following vote, the Planning Commission approved with conditions Use Permit Application UP-
23-0187 to allow construction of a garage on slopes over 25% at 1125 Alta Mesa Road:

ACTION: Approved With Conditions Use Permit Application UP-22-0125 to Allow a New
AT&T Mobility Wireless Communications Facility on an Existing Commercial
Building at 960 Del Monte Center.
Commissioner Silva announced he needed to recuse himself from item 4 and left the Council
Chamber at 4:24 p.m.

Staff Presentation/Commissioner Questions
Jerry Hittleman for Rincon Consulting presented the Agenda Report and answered
Commissioner questions regarding signage, generator fuel and placement, and radio
frequency emissions.
Applicant
Tom Johnson, Consulting Inc on behalf of AT&T, answered Commissioner questions
regarding the weight of the roof equipment, generator fuel, and antenna layout. Mr. Johnson
agreed with the Commissioner’s suggestion on sign placement.

Commissioner Comments
The Commissioners had no additional comments for the applicants.
Commissioner Brassfield made a motion to approve the project with the condition of adding
signs on all four sides and on the access ladder. Commissioner Fletcher seconded the motion.
On a motion by Commissioner Brassfield, seconded by Commissioner Fletcher and carried
by the following vote, the Planning Commission approved with conditions Use Permit
Application UP-22-0125 to allow a new AT&T Mobility wireless communications facility on an
existing commercial building at 960 Del Monte Center:

COMMISSIONER COMMENTS
Commissioner Brassfield requested that all future wireless applications have a requirement of
signage on all four sides. Mr. Hill stated that staff can informally incorporate that into the
application review process.
INFORMATIONAL REPORTS & STAFF COMMENTS
Update received. Mr. Hill noted upcoming Commissioner training opportunities.

PUBLIC COMMENT PROCEDURES AND TIME LIMITS:
The total amount of time allocated for public comment on a particular issue and for each
individual speaker is generally as follows:
1. Up to three minutes per speaker.
2. For regular Planning Commission meetings, there are two 15-minute public comment
periods, one in the afternoon and one in the evening. Speakers may only comment during
one session.
3. The total time allocated for public comment:
a. Items pulled from the consent agenda – 15 minutes each item
b. Public Appearance items – 30 minutes each item
c. Public Hearing items – 30 minutes each item
At the time an item is considered, the Chair will ask those attending the meeting in person to
line up at the podium or raise their hands, and for remote participants to use *9 on the telephone
or the “raise hand” function in Zoom, if they wish to address the Planning Commission. The
maximum amount of time for each person to speak and the total amount of time allotted for
each item will be determined based on the number of people indicating an interest in speaking
and the amount of business to be conducted on the agenda. In exceptional circumstances and
when necessary to ensure a full opportunity for public input, the Chair may, with the Planning
Commission’s consent, adjust the amount of time allowed for public input and/or the time
allotted for each speaker.
