Chair Dawson called the meeting to order at 4:01 p.m.
Recording Secretary Barrera called the roll and explained to the public how to participate in the

ACTION: Approved a Resolution Recommending to the City Council that the 5-Year

Staff Presentation/Commissioner Questions
Senior Associate Planner Sabdo presented the Agenda Report and answered Commissioner
questions regarding consistency with the pending Local Coastal Program (LCP) and adopted
land use plans.
Public Works Director Andrea Renny explained the distribution of funds and the total number
of projects.

The Commissioners commented that a 5-Year plan would be the best way complete the
projects.
On a motion by Commissioner Brassfield, seconded by Vice-Chair Bluth and carried by the
following vote, the Planning Commission adopted a resolution recommending to the City
Council that the 5-Year Capital Improvement Program (CIP) Program for Fiscal Year 2024/25
is consistent with the General Plan, Area Plans, Master Plans, Specific Plans, Coastal Plans,
Traffic Calming Plans, and Move Monterey Multimodal Plan:

Commissioner Silva announced he must recuse from the item and left the Council Chamber
at 4:14 p.m.
Staff Presentation/Commissioner Questions
Senior Associate Planner Schmidt presented the Agenda Report and answered Commissioner
questions regarding the purview of the Planning Commission, view requirements, and the roof
deck layout.
Public Comments
An unidentified neighbor expressed concern about what would be placed on the roof.
Commissioner Comments
Commissioner Latasa stated that it was a straightforward condo map approval. Commissioner
Brassfield asked for clarification on setbacks.
Mr. Schmidt clarified the roof deck setbacks. Planning Manager Hill reiterated that the purpose
of the condo plan is to simply further illustrate ownership.
On a motion by Commissioner Latasa, seconded by Vice-Chair Bluth and carried by the
following vote, the Planning Commission approved Condominium Subdivision Application SD-
23-0042 and Use Permit Amendment PA-24-0060 for five residential condominium units, one
commercial condominium unit, and common area at 601 Lighthouse Avenue:

Commissioner Silva returned to the Council Chamber at 4:41 p.m. Commissioner Latasa
announced he must recuse himself and left the Council Chamber at 4:41 p.m.
Staff Presentation/Commissioner Questions
Planning Manager Hill presented the Agenda Report and answered Commissioner questions
regarding underground utilities and zoning.
Vice-Chair Bluth said that he may have to recuse himself due to the proximity of his home. The
meeting recessed at 4:49 p.m.
Planning Manager Hill determined that Vice-Chair Bluth does not live within the 500-foot conflict
of interest radius. The meeting resumed at 4:55 p.m.

Commissioner Comments
Commissioner Silva noted that there will be more public input because this is a multi-step
process.
On a motion by Commissioner Brassfield, seconded by Commissioner Silva and carried by the
following vote, the Planning Commission approved the vacation of a portion of Manzanita Street
consistent with the City of Monterey General Plan (Exempt from CEQA per Article 19, Section
15305, Class 5):

Commissioner Latasa returned to the Council Chamber at 5:02 p.m.
Staff Presentation/Commissioner Questions
Jerry Hittleman presented the Agenda Report and answered Commissioner questions
regarding the type of equipment and design.
Commissioner Latasa addressed the submitted public comments. Mr. Hill answered questions
about the plan review process, utility easements, and enforcement of the conditions of
approval.
Public Comments
Comments were received from surrounding neighbors Kerry Convoy, Laurie Putnam, Tip
Weiss, Gary Davis, and Robert Evans.
Applicant
Norman MacLeod, representative for Dish Wireless, provided additional design details and
answered Commissioner questions regarding relocating the vault.
Mr. Hill clarified that the application has been taken in as a new facility request due to the
expansion of the work.

Daniel Pierce, representative for Crown Castle made himself available for questions.
Commissioners discussed placing various conditions on the project, but ultimately decided to
continue the project to the May 28, 2024 Planning Commission meeting to allow the applicant
time to come back with more information.
Commissioner Comments
Commissioner Brassfield suggested reevaluating the ordinance that would allow the
Commission to require replacement of monopines when the foliage no longer covers the
transmitters.
On a motion by Chair Dawson, seconded by Commissioner Brassfield and carried by the
following vote, the Planning Commission continued the item to the May 28, 2024 Planning
Commission meeting:

PUBLIC COMMENT PROCEDURES AND TIME LIMITS:
The total amount of time allocated for public comment on a particular issue and for each
individual speaker is generally as follows:
1. Up to three minutes per speaker.
2. For regular Planning Commission meetings, there are two 15-minute public comment
periods, one in the afternoon and one in the evening. Speakers may only comment during
one session.
3. The total time allocated for public comment:
a. Items pulled from the consent agenda – 15 minutes each item
b. Public Appearance items – 30 minutes each item
c. Public Hearing items – 30 minutes each item
At the time an item is considered, the Chair will ask those attending the meeting in person to
line up at the podium or raise their hands, and for remote participants to use *9 on the telephone
or the “raise hand” function in Zoom, if they wish to address the Planning Commission. The
maximum amount of time for each person to speak and the total amount of time allotted for
each item will be determined based on the number of people indicating an interest in speaking
and the amount of business to be conducted on the agenda. In exceptional circumstances and
when necessary to ensure a full opportunity for public input, the Chair may, with the Planning
